During the Vulcan Series last year, a number of points were explored which attempted to extend current thinking and methods in the traditional training man's area of work. Some examples were given of approaches which are finding favour in certain applications. The present economic situation and the Government emphasis on training pose the question: is the effort on training being directed for maximum return? Since training really started getting off the ground ten years ago, considerable strides have been made. The experienced human resource manager now has a variety of techniques available backed by proven research findings. Nevertheless, it appears that Government direction does not always take account of this expertise when planning manpower strategies. This article suggests an approach which takes into account not only the current state of training, but also Britain's position in the world and economic situation.

Abstract
Purpose
The purpose of this paper is to outline the qualitative research findings of the effectiveness of Her Majesty’s Prison and Probation Service Programme Needs Assessment (PNA) in supporting decision making regarding selection onto high-intensity offending behaviour programmes.
Design/methodology/approach
Qualitative data analysis was used through the application of thematic analysis. Results were pooled using principles from meta-synthesis in order to draw conclusions as to whether the PNA was operating as designed.
Findings
Four overarching themes were identified, which have meaning in guiding decision making into, or out of high-intensity programmes. These were risk, need and responsivity, the importance of attitudes, motivation and formulation and planning.
Research limitations/implications
The majority of data were collected from category C prisons. Generalisability of findings to high-intensity programmes delivered in maximum security prisons and prisons for younger people aged 18–21 years is limited. The research team had prior knowledge of the PNA, whether through design or application. Procedures were put in place to minimise researcher biases.
Practical implications
Findings suggest that the PNA is effective in guiding clinical decision making. Practitioners and policy makers can be assured that the processes in place to select into high-intensity programmes are effective, and aligned with the What Works in reducing re-offending.
Originality/value
This is the first evaluation into the effectiveness of the PNA designed to support clinical decision making regarding participant selection onto accredited offending behaviour programmes. Implications for practice have been discussed.

Abstract
In this chapter, the authors adopt a macrofoundations perspective to explore punishment within institutional theory. Institutional theorists have long focused on a single type of punishment – retribution – including the use of sanctions, fines, and incarceration to maintain conformity. The authors expand the types of punishment that work to uphold institutions, organized by visible and hidden, and formal and informal characteristics. The four types of punishment include (1) punishment-as-retribution; (2) punishment-as-charivari; (3) punishment-as-rehabilitation; and (4) punishment-as-vigilantism. The authors develop important connections between punishment-as-charivari, which relies on shaming efforts, and burgeoning interest in organizational stigma and social evaluations. The authors also point to informal types of punishment, including punishment-as-vigilantism, to expand the variety of actors that punish wrongdoing, including actors without the legal authority to do so. Finally, the authors detail a number of questions for each type of punishment as a means to generate a future research agenda.

Abstract
Purpose – Police violence involving minority citizens is a significant problem in the United States. Efforts to explain the disparate treatment of minorities have often relied on structural-level racial threat hypotheses. However, research framed by this macro-level approach fails to consider meso-level characteristics of spatially specified places within cities. The place hypothesis maintains that police see disadvantaged minority neighborhoods as especially threatening and, therefore, use more violence in them. Reconceptualizing the racial threat model to include meso-level characteristics of place is essential to better explain police violence.
Design/methodology/approach – The argument is investigated using literature drawn from quantitative analyses of structural predictors of police violence and qualitative/quantitative studies of the police subculture and police behavior within disadvantaged neighborhoods.
Findings – Research on the effects of city-level racial segregation on police violence supports the place hypothesis that the incidence of police violence is higher in segregated minority neighborhoods. City-level segregation is, however, only a proxy for the degree of concentrated minority disadvantage existing at the meso-level. Community-level studies suggest that the police do see disadvantaged places as especially threatening and use more violence in them. Plausibly, meso-level neighborhood characteristics of cities may prove to be better predictors of the incidence of police violence than are structural-level characteristics in cross-city comparisons.
Originality/value – This analysis builds on structural-level racial threat theories by demonstrating that meso-level characteristics of cities are central to explaining disparities in the use of police violence. A multilevel approach to studying police violence using this analytic framework is proposed.

Abstract
This chapter aims to understand whether and how impact investment, a novel approach to financing social and sustainable entrepreneurship, is aligned with, and contributing to, the sustainable development goals (SDGs). We theorise the SDGs as a ‘field-level frame’, a cultural template guiding social and environmental change. We analyse performance data of impact investors both in Australia and globally and map this impact data to the 17 SDGs. We find that impact investors are engaging with language consistent with the SDGs a possible field-level frame to guide impact strategy and measurement. To date, impact investors measure social outcomes more frequently than environmental outcomes; this may be explained, in part, by our analysis that reveals some SDGs create greater points of leverage to generate layers of impact across SDGs. This chapter explains how impact investors are engaging with the pursuit of the SDG agenda.

Purpose
Is there a specific way of thinking about organisational learning in Nordic countries? Are concepts such as organisational learning and learning organisations imported, or do they emerge with specific meanings from more local discourses? Beyond that, are they supported by specific learning theories? The purpose of this paper is to trace the way that the concepts of organisational learning and learning organisations appear in research and policy documents in Norway and to identify what sort of learning theories pertain to those concepts. The authors discuss whether Norway’s case exemplifies a Nordic way of thinking about learning in organisations.
Design/methodology/approach
Through an archaeological investigation into the concepts of organisational learning and learning organisations, the authors explore the theoretical and cultural framing of the concepts in research and policy. The authors limit our work to large industrial field experiments conducted in the 1960s and to large education reform in the 2000s.
Findings
During the industrial field experiments in the 1960s, the concept of organisational learning evolved to form participatory learning processes in non-hierarchical organisations able to contribute to democracy at work. Education policy in the 2000s, by contrast, imported the concept of the learning organisation that primarily viewed learning as an instrumental process of knowledge production. That strategy is incommensurable to what we define as a Nordic way, one in which learning is also understood as a cultural and social process advanced by democratic participation.
Originality/value
The authors add to organisational learning theories by demonstrating the importance of cultural context for theories and showing that the understanding of learning is historically and culturally embedded.

The article addresses the relationship between social distance and charismatic leadership. Current theories of charismatic leadership in organizations have borrowed ideas from the literature on socially distant charismatic leaders and applied them to leadership situations that involve direct contacts between leaders and their immediate subordinates. This article argues that while social distance is not a necessary condition for charismatic leadership, there are fundamental differences between distant charismatic leadership and close charismatic leadership. The article attempts to identify these differences through a theoretical analysis of the two leadership situations and through an exploratory content analysis of interviews about close and distant charismatic leaders.

Abstract
Purpose
Many authors have called for a more humane and effective type of leadership. This article seeks to propose a research program on the content and process of integral leadership. This type of leadership has been exemplified by leaders known for their ethical and spiritual maturity, such as Nelson Mandela, the Dalai Lama, Mother Teresa, Eleanor Roosevelt, Martin Luther King, Mohandas Gandhi and Rachel Carson, among others, and by many men and women who have not achieved fame.
Design/methodology/approach
As this research requires a multi‐disciplinary, multi‐level and developmental approach, Ken Wilber's integral model is described and used as a frame for the research program, going beyond the limitations of current leadership inquiry.
Findings
After having presented both the critics offered on leadership research and the tenets of the integral model, the article proposes a research program articulated by the analysis of individual cases of this leadership pattern and the collective analysis of these cases. Further, it adopts a micro, meso and macro perspective through the use of three methodologies: interpretative biography, institutional analysis and historical inquiry.
Originality/value
This research program contributes to a developmental theory of leadership. Researchers will find in this paper an innovative and sounded research program which can generate results on both the practice and development of a type of leadership we badly need.
