Abstract

This paper highlights factors that influence planning in academic libraries. It highlights institutional politics, inadequate planning skills and financial constraints as major challenges. Recent global developments have necessitated strategic planning. Strategic planning by its nature requires the involvement of stakeholders. Involvement of stakeholders provides opportunities for libraries to have constant contact with stakeholders for forming required alliances for mutual benefits. The paper discusses the processes involved in drawing up a Five Year Rolling Strategic Plan at the University of Dar es Salaam and highlights the achievements of the Institutional Transformation Programme at both the University of Dar es Salaam level and the Library. It concludes by recommending the need for taking a more holistic approach in dealing with partnership issues.

Abstract

The development of library and information services human resources has, in the main, been the responsibility of individual institutions. Development of career structure is not closely monitored. Skills are often not matched to tasks performed, nor to services to be provided, as is inferred from the reasons given for dissatisfaction with services and the apparent uneasiness between the library and information workforce and their respective employers. However, professionals’ growing concern over cooperative undertakings in dealing with professional matters seems to pave the way for improvement of services in the future.

Abstract

Recently there has been growing criticism of public universities in relation to government funding as competition becomes stiffer in the face of other equally demanding government responsibilities. This development calls for greater austerity and strategization of plans in order to maintain standards in the process of dealing with adverse conditions. One of the key strategies in this case is diversification of funding sources, while using available resources effectively and efficiently. Libraries as heavy investors are the most hit in this respect. Thus they have to be more strategic than ever before by using all internal and external potentials/opportunities they can lay their hands on. This paper emphasizes the importance of keeping comprehensive data needed for costing services, and also highlights opportunities and strategies to be used in exploiting such opportunities.

Abstract

This paper is based on a Master’s dissertation whose objective was to determine the purpose for which students of the University of Dar es Salaam use the Internet (see www.udsm.ac.tz/). It was to determine if students were using the Internet for academic purposes. The study also investigated the level of students’ access to the Internet, as well as the problems students faced in Internet use. The web site has specific information on faculties, institutes, and departments, including training programmes. The Online Public Access Catalogue (OPAC) has been installed at the Main Campus and UCLAS libraries, replacing the manual card catalogues. The OPAC has simple and advanced search options, using ADLID software. Plans are underway to convert the manual catalogue of MUCHS library into an online catalogue. The survey method was used as the basic method for data collection, employing the questionnaire and the interview. Participant observation and focus group discussion are other methods used. The study revealed that the level of students’ access to the Internet was low, and the major reason was that at the time of the study, computers with Internet facilities were inadequate. The findings also revealed that the students who had access to the Internet were not using it effectively. They used it mainly for communication with friends and relatives more than for academic purposes. The cause of this was found to be lack of skills required for effective use of the internet. The study recommends the provision of more computers with Internet facilities, increasing Internet access speed, as well as providing more chances of training in Internet use.

Abstract

Purpose

The purpose of this paper is to highlight the factors that aid e-training adoption in the Nigerian civil service.

Design/methodology/approach

This paper is based on a review of past literature from databases, reports, newspapers, magazines, etc. The literature recognised the role of perceived cost, computer self-efficacy, availability of resources and perceived support in e-training adoption. Using technology acceptance model (TAM), this paper explained the importance of these variables in e-training adoption in developing country context.

Findings

The authors found that the combined role of perceived cost, computer self-efficacy, technological infrastructure, Internet facilities, power supply, organisational support, technical support and government support is critical for e-training adoption in developing countries, particularly in Nigeria. Thus, the authors proposed the combination of these variables which would encourage future research on the use of TAM in technology adoption.

Research limitations/implications

This paper gives an elaboration of the role of computer self-efficacy, perceived cost, availability of resources and perceived support with TAM as base of the framework. This provides researchers the opportunity to test the proposed framework empirically and further suggest other variables that can aid e-training adoption in the context of developing country.

Practical implications

The result of this paper can serve as a guide to managers and policymakers to have a better understanding of the requirements for e-training adoption, especially in developing countries. This will go a long way towards designing good policies that could maximise e-training results.

Originality/value

This paper adds to the existing literature on e-training and TAM with the suggestion of proposed variables.
