Abstract

Purpose

Explore the factors making emergency procurement more prone to corruption by advancing explanations for when rules and transparency are relaxed allowing corrupt practices to emerge. Describe institutional factors, such as corruption syndrome (Johnston, 2005, 2015) and legal system, and their impact on procurement rules changes.

Design/methodology/approach

A qualitative event study using publicly available data offer a timeline and explanation of government procurement control mechanisms and transparency roles in emergencies by comparing two countries. Argentina and Canada had very similar and advanced food procurement systems prior to COVID-19, but they took different stances when the pandemic broke out.

Findings

Legal systems and corruption syndrome are linked, where Civil Law is related to Elite Cartels (Argentina) and Common Law with Influence Markets (Canada). The study contributes to understand the role of transparency to minimize the opportunity for direct purchases (electronic trails of decisions, justifications and approvals). Judicial system's actions favor corrupt practices and are aligned with elites despite the civil society outcry.

Research limitations/implications

Research on corrupt practices has limited access to primary data due to fear of reprisals. Informal conversations revealing glimpses of corruption were used to identify publicly available documents. Numbers play a role in emergencies and performativity theory literature is enriched by providing an example of different interpretation of information when frameworks differ between civil society and courts.

Originality/value

A comparative analysis that evidences the role of pre-existing institutional and social conditions shows when emergency situations will be used as an excuse to relax procurement control and transparency mechanisms which in turn facilitate corrupt practices.

Abstract

Purpose

In January 2021, Spanish paid parental leave for fathers was fully equated with that for mothers. Is this facilitating working fathers developing an identity of caring fathers?

Design/methodology/approach

We conducted qualitative research based on 31 interviews with heterosexual fathers residing in Spain, who had a child from January 1, 2021 onwards, who cohabited with the baby’s mother, and who were salaried. We also added two mothers with the same characteristics and seven human resources managers from large companies.

Findings

There has been a rapid acceptance and normalization of the use of these new equalized leaves. For many fathers this has been accompanied by the experience of a greater sense of “being legitimized” to engage in caregiving. The intensity of this process could be subject to two opposing forces. One in favor, especially when fathers care alone for as long as possible; and one against, when fathers assume the role of the mother’s helper and when the support of significant and relevant others is lacking in several domains, including the work place.

Social implications

Whether this ambivalence is resolved in favor of advancement could depend on how successful public policy is. Reforms of parental leave systems should encourage men to take on single-handed care, and companies should be encouraged to become more aware of the need for co-responsibility between fathers and mothers in childcare.

Originality/value

Spain now has one of the most gender-equal parental leave systems in the world. It is important to know what meaning new fathers are giving to this advance and to what extent this is facilitating the emergence of a caregiving masculinity.

Abstract

Purpose

In a project-based learning experience, the detailed monitoring of the activities in which team members participate can be useful to evaluate their work. However, the project activity produces a large amount of data that can be hardly assessed by a single project supervisor. This poses a scalability issue if the number of users or projects size increases. In this vein, the purpose of this paper is to make the assessment of online learning experiences more sustainable.

Design/methodology/approach

This paper describes a learning-oriented collaborative assessment method, supported by an open data framework. Also, an architecture for the extraction of different indicators to facilitate the assessment process is presented.

Findings

The assessment method and the open data framework were applied to a project-based course on web engineering. This experience has provided positive evidences because the grade measurement was backed up with assessment evidences and calculated with less effort.

Research limitations/implications

At the moment, results indicate that apparently there are no significant evidences against the sustainable evaluation practices for students’ summative evaluation. Nevertheless, when more data become available, a more statistically significant analysis could be made to determine the influence of the assessment practices in the final result of the evaluated skills.

Originality/value

In contrast to various existing proposals for e-assessment, the strategy focuses on assessing learning experiences in software development projects. Also, the approach is based on the reuse of information from external process supporting tools by integrating a number of metrics in a non-intrusive way.

Abstract

Purpose

This paper aims to define the efficiency achieved by urban transport companies in Spain concerning the resources they use, considering the type of management used for implementation, public-private, and size.

Design/methodology/approach

This study consisted of an analysis of the efficiency of 229 public-private urban transport operators during the period 2012–2021 using Data Envelopment Analysis, the Malmquist Index and inference estimators to determine productivity, efficiency change into Pure Technical Efficiency Change (PTECH), and scale efficiency change.

Findings

Based on the efficiency analysis, the authors concluded that of the 229 companies studied, more than 35 were inefficient in all analysed periods. Considering the sample used, direct management is considered significantly more efficient. It cannot be concluded that the size of these companies influences their efficiency, as the data show unequal development behaviours in the studied years.

Originality/value

This study provides arguments on whether there is a significant difference between the two types of management in the urban transport sector. It also includes firm size as a study variable, which has not been previously considered in other studies related to urban transport efficiency. Efficiency should be a crucial factor in determining funding allocation in this sector, as it encourages operators to optimize and improve their services.

Abstract

Purpose

There is a clear recognition that strategic management models are frameworks for achieving sustainable competitive advantage. In this sense, excellence models are directly related to intellectual capital models. The purpose of this paper is to trace and define the relation between several EFQM criteria and the components of intellectual capital. In light of the analysis, the EFQM model may be considered as tool for the governance of knowledge.

Design/methodology/approach

This paper focuses on a conceptual analysis of the relations among excellence and intellectual capital. The EFQM excellence model is considered as a suitable framework for the governance of organisational knowledge. In other words, EFQM model is revisited from an intellectual capital perspective. The revision of academic literature and logical analysis are the main methodological tools.

Findings

The study shows that intellectual capital is taken into account in the overarching framework of the EFQM model. In this sense it is possible to define relationships between each component of the intellectual capital navigators and those coming from the model.

Originality/value

This paper considers that the intellectual capital perspective is a key element that runs horizontally across the criteria of the EFQM excellence model.

Abstract

Purpose

The purpose of this paper is to analyze the functioning of a non-sanction “soft” gender quota policy structure (a simple recommendation), using the case of Spain. In the first part of the paper, the authors have reported the dismal improvement regarding the increase of female percentage presence in the companies’ boards of members.

Design/methodology/approach

The authors provide a detailed sectorial analysis and a classification of board members by type (executive, proprietary, independent and other external). In the second part, the authors exploit the fact that since 2013, the stock-listed companies are legally obliged to respond to a series of questions on gender diversity issues in their annual reports. Using this requirement, the authors perform an analysis using text processing techniques. The authors find that “self-plagiarism” is common in the responses – i.e. they copy responses from previous years – as well as “plagiarism” – i.e. they copy responses from other companies in previous years.

Findings

The insufficient progress in respect to the goals of the Law of Equality of 2007 (enacted by Spanish authorities) and the lack of interest that can be inferred from the companies’ responses included in their annual reports lead the authors to consider the necessity of changing the law on the corporate policies gender quotas in Spain.

Originality/value

It is the first study that realizes this type of analysis for Spain.

Abstract

Purpose

The purpose of this paper is to develop an investment valuation model using the mezzanine debt mechanism based on blue bonds that explicitly allude to public–private partnerships (P3s) and project finance (PF). Additionally, this study proposes the financial captured value (FCV) theory for measuring how much financial value lenders may capture by becoming sponsors through financing of sustainable infrastructure systems (SIS).

Design/methodology/approach

The investment valuation model was validated through the Aguas Claras wastewater treatment plant as a case study.

Findings

The empirical results show that lenders may capture financial value by converting outstanding debt into equity shares throughout the operation and maintenance stage. Furthermore, case study results provide new insights into the implications of the debt–equity conversion ratio on the relationship between the sponsors’ internal rate of return and the FCV.

Research limitations/implications

The most significant limitation is the lack of primary and secondary information on blue bonds. Thus, robust statistical analyses to contrast results were not possible.

Practical implications

Researchers and practising professionals can improve their understanding of how mezzanine debt, P3s and PF into an investment valuation model allows financing SIS using a non-conventional financial mechanism. The recommendations will benefit both the academia as well infrastructure industry in bridging the gap between design theory and practice.

Originality/value

Sustainability components have not been addressed explicitly or combined in the financing’s structuring. Therefore, the investment valuation model could be considered a novel methodology for decision making related to financing and investment of SIS.

The current world is characterized by VUCAT (Volatility, Uncertainty, Complexity, Ambiguity, and Technology). These elements provoke in workers a need for leadership that must be addressed continuously (Deepika & Chitranshi, 2021). Companies must dedicate efforts to leading their employees in a homogeneous way for team integration (Contreras et al., 2020; Sandeep & Latasri, 2021). It should be noted that remote work is a permanent feature for more organizations. Despite the difficulties that workers at all levels have had to adapt to remote work, an adaptation has been achieved in general terms based on communication technology. However, in many cases, it has altered the traditional performance of resources in companies, which makes the leading global and local institutions design new rules in favor of the health of workers and, at the same time, contribute to their better performance. For that, managers in the areas of Human Resources, Finance, and Information Technology (IT) must be able to propose strategies to take care of the human capital of companies in all their departments. For the process to work efficiently, leadership is necessary. The transition of workers from the Asia Pacific region to teleworking, the influence of leadership, and the impact on job satisfaction, which is a measure that shows the optimal management of this new way of working in companies, are described. The organizational models related to business management, the barriers in the first steps of teleworking, the strategies used, the legislation created, and the results achieved by the company are described.

Abstract

In this chapter, we analyse the role of women in armed Basque nationalist and separatist terrorist group Euskadi Ta Askatasuna (ETA) from a gender perspective. ETA women were essential agents in the armed conflict, but their image in the mass media and society has been very different from that of their male colleagues (Rodríguez Lara, 2017). Also, their role in the terrorist gang has described a sexually based functional specialisation. In addition, this chapter seeks to contribute to the area of feminist studies on women and political violence. Women's role in one of the most important armed nationalist groups in Europe, ETA, stands as a suitable case study to understand how the mass media (press, journalism), audiovisual content, and social representations of ETA have portrayed these women. The final conclusion of this chapter is that women were not portrayed in the same way as their male colleagues. Women of ETA were doubly penalised because they were women and because they were terrorists.
