Abstract

A history is presented, including comprehensive tables, of EC legislation controlling the use of 65 substances used as food colours in EC countries since 1962. EC countries vary in their permitted conditions of use – the need for a more consistant approach is discussed. The relevance and benefits of the proposed consolidated EC directive are outlined with particular reference to the present problems of regulating those foodstuffs which are also used as sources of natural colours and of quantitatively expressing the pigment content of such natural extracts.

Abstract

Bibliographers and book collectors must continue to endure “Double, double toil and trouble” so long as publishers refuse to heed Lord Falkland's wise dictum:— “When it is not necessary to change, it is necessary not to change.” Some American and British publishers simply will not let well enough alone in accepting book titles. They persist in issuing books under one title on one side of the ocean and under another title on the other side of the ocean. Prospective book buyers must therefore spend considerable time verifying title entries and comparing the contents of books if they wish to avoid a duplication of an author's works. In 1940, Hodder & Stoughton of London published John Buchan's joyful recollections, Memory Hold ‐ the ‐ Door. The Houghton Mifflin Company of Boston simultaneously released the book under the title, Pilgrim's Way. It would be interesting to learn how many librarians and bibliophiles unwittingly duplicated the memoirs in the innocent belief that they were acquiring distinct narratives. Either title was appropriate, but the dual titles resulted in confusion.

Learning outcomes

The learning outcomes of this study are as follows: ■ understand organizational turnaround and its sustainability;■ applying the understanding of turnarounds to distinguish between operational and strategic levers of a turnaround strategy; ■ analyze and evaluate past and present turnarounds from a sustainability perspective; and ■ formulate managerial actions to make turnaround sustainable.

Case overview/synopsis

Braithwaite Company Ltd. (Braithwaite) was a specialized engineering firm headquartered in Kolkatta, India. It primarily undertook structural steel fabrication to make railway wagons and bridge structures. It was incorporated as a private enterprise almost a century back. However, since its nationalization five decades ago, it has been operating as a public sector undertaking (PSU) under the aegis of Indian Railways, a department of the Government of India. The case documents the past three decades of the firm’s journey, during which it experienced three episodic turnarounds. Details of the first two turnarounds are presented as the background, in light of which sustainability of the third turnaround is to be examined. The case explores the sustainability of organizational turnarounds from the perspective of the current Chairman and Managing Director (CMD), the case protagonist. Braithwaite underwent financial and operational distress in 1992, 2005 and 2015 and negotiated them under different leaders. These leaders from diverse backgrounds used distinct tactics and strategies to bring about organizational turnarounds. The case provides data and information to assess the sustainability of the third turnaround. Hence, it allows a class to explore the paradoxical observation that while “turnaround” inherently implies sustenance of good performance over time, turnaround sustainability is not spontaneous in the real world. The case deals with the performance issues of PSUs, which make significant contributions to the national economy in the case of emerging economies (for example, 5%–8% of the Indian National gross domestic product is contributed by PSUs; https://swarajyamag.com/ideas/psus-are-crucial-for-indias-growth-but-only-if-they-play-a-strategic-role). Under government ownership and management, the poor performance of PSUs is often attributed to bad decision-making by its top management. In contrast, Braithwaite’s top management’s sound contextual decision-making resulted in a jump in its performance during each turnaround phase, but unsound fundamentals resulted in the unsustainability of the turnarounds. Hence, the case enables an exploration of the unique challenges faced by PSU that emanate from legacy roles, monopolistic markets and dual purpose – the concurrent pursuit of profits and social welfare. Consequently, the case allows an examination of the reasons for the distress of PSUs and the viability of turnaround strategies in the context of the broader Business–Government–Society landscape in emerging economies.

Complexity academic level

The case is written for use in the MBA elective course covering “Strategic Revival and Turnaround Strategies.” It can be used at the beginning of the course to identify reasons for organizational failure/distress or in the later part of the course to discuss the implementation of operational and strategic turnaround strategies.

THE Library Association Record will, no doubt, produce the appropriate account of the initiation of Mr. Charles Nowell, at Manchester, as President of the Library Association. Only a few words are necessary here to assure the new president of our satisfaftion with the recipient of our highest honour and our assurance of our loyalty. He has had the full apprenticeship from his youth up in the ways of public librarianship and the great work he has done since he has been Chief Librarian of Manchester has had the approval both of the citizens there and, we venture to assert, of the nation. It was specially appropriate that the ceremony, as was the case with Mr. Cashmore at Birmingham, should take place in his own city where the citizens, his Lord Mayor—who entertained the guests splendidly—his Committee and fellow City Officers could share in our tribute. It was even more fitting that that city should be the cradle of librarianship, having our pioneer of pioneers, Edward Edwards, as its first Librarian, and having also had a succession of fine library committees served by a series of quite eminent librarians. One word more; the speeches were worthy of the occasion and Mr. Gordon transferred his own powers to Mr. Nowell with the grace and eloquence he has shown consistently. Our readers will have seen the capital portrait—a speaking likeness—of Mr. Nowell in the January Record.

Abstract

WHILE there is no doubt that the system of issuing books at “net” prices is of great benefit to booksellers, there is also no doubt that, unless care is taken, it is a serious drain upon a limited book‐purchasing income. A few years ago the position had become so serious that conferences were held with a view to securing the exemption of Public Libraries from the “net” price. The attempt, as was perhaps to be expected, failed. Since that time, the system has been growing until, at the present time, practically every non‐fictional book worth buying is issued at a “net price.”
