Abstract
The extant literature provides very little insight into the way in which public purchasing departments are contributing to competitive acquisition processes for consulting services. This research attempts to address this shortcoming by describing the way that public purchasing departments have been able to contribute to these decisions throughout the various stages of the acquisition process. Study informants included 1782 public purchasers from federal, state, provincial, and local government agencies throughout the United States and Canada. While the purchasing department is involved in these important purchase decisions, it would seem that their respective agencies might benefit from increased involvement and consequently the value that can result.

Abstract
Over the last several decades, lean thinking has been credited with several advancements in the practices of private sector organizations. Only recently have researchers begun to report on lean thinking as it applies to the public sector. For public procurement research, the concept remains largely unexamined. This research used the extant literature to identify preconditions that are required to successfully deploy lean thinking principles, tools, and techniques. Salient preconditions were organized into key categories. These categories provided the basis for a framework designed to assess public procurementʼs ability to adopt lean thinking, and aid in its implementation within this public sector environment. Questions suggested to guide future research, along with an approach intended to facilitate this work, are also presented.

Abstract
Presented herein is a tool for assessing the value contributed by public sector purchasing departments throughout various stages of competitive acquisition processes for consulting services. Both direct and indirect measures are included in this assessment tool. Although direct contributions are particularly important in an environment where the public scrutinizes the way in which public organizations spend money, indirect contributions made by the purchasing department can be even more important due to the significance of these services in terms of the impact that they have on the functioning of organizations and their ability to serve the public. This tool provides a practical means by which to improve the way that public purchasing departments help make these traditionally difficult purchase decisions, and in doing so, positively affect departmental and organizational performance.

Abstract
This paper could have implications for both public service managers and academics alike. Some of the most difficult challenges facing public purchasers, including those associated with public sector procurement, purchasing consulting services, and purchasing department involvement are discussed. This paper presents insight into the beliefs of municipal purchasing department managers as they relate to meaningful involvement of their departments in consulting service acquisition processes. These research findings may assist others with developing the strategies necessary for increasing municipal purchasing department involvement in these acquisition processes in order to improve organizational effectiveness.

Abstract
Purpose
The purpose of this research is to use a case‐based approach to develop an improved understanding of the conditions under which municipal purchasing departments can be meaningfully involved in acquisition processes for consulting services.
Design/methodology/approach
Data were collected at five Canadian municipalities and involved a detailed examination of ten cases where the supply function demonstrated meaningful involvement in the acquisition process.
Findings
Findings, along with organizational behavior literature on trust, were used to develop a conceptual model and tentative measurement scales that may be used to test the validity of the theory developed.
Originality/value
This work addresses the problem of low public sector purchasing department involvement in these important purchase decisions and some significant gaps in the public procurement literature.

Abstract
Black women faculty are experiencing multiple marginalities within their intersectional identities (Thomas & Hollenshead, 2001). The overwhelming obstacles that they face in academia regarding racism, lack of mentorship, and its impact on productivity are well documented (Allen, Huggins-Hoyt, Holosko, & Briggs, 2018). However, through a raced and gendered intersection centering Black women, these workplace obstacles can transform into something far more insidious (Young & Hines, 2018). Black women academics do not enter academic environments that have been liberated from racism, sexism, or misogynoir; instead, the environment itself is a microcosm of the world in which they reside (Thompson, 2020). Black women academics are double minorities and face issues such as isolation from collegial networks; lack of institutional/departmental support; forced positionality into the role of mentorship for students of color; and increased visibility and bodily presentation concerns (Allen et al., 2018; Pittman, 2010). Further still, the workplace dynamics and needs of students of color can collide within the work of Black women academics, increasing the prevalence of othermothering and a racialized and gendered racial uplift (Griffin, 2013; Mawhinney, 2011). Though previous studies have demonstrated positive effects of university diversification, women, ethnic minorities, sexual minorities, and religious minorities continue to face antagonistic environments (Cunningham, 2009; Hughes & Howard-Hamilton, 2003). Rooted within Black Feminist Thought and Critical Race Theory, this chapter aims to highlight the intersectional identities of Black women academics and identifies mechanisms to address how Black women are experiencing multiple marginalities within their intersectional identities (Hirshfield & Joseph, 2012).

Abstract
Purpose
The purpose of this study is to provide a comprehensive bibliometric analysis of publications in the Journal of Public Procurement (JoPP) from 2001 to 2021. The study provides insights into trends in publications, prominent publication themes, influential authors, institutions and countries that have prominently been associated with the journal’s journey.
Design/methodology/approach
The study used a bibliometric and content analysis approach using the VOSviewer software to develop insights into the trends, structures and patterns in publications in the journal. Data for the study was extracted from the Scopus and Google Scholar databases.
Findings
The study established that there has been consistent growth in the number of papers published by the journal within the last two decades. Yearly average publication by the journal stood at 14 papers between 2002 and 2009, with the annual average rising to approximately 18 papers between 2010 and 2021. The trend in publication has been established and identified the influential citations and contributors to the journal. The study has also clustered out the thematic structures in journal’s publications. The prominent and emerging research issues in the public procurement environment needing immediate research attention have been highlighted.
Research limitations/implications
The study is a one-journal bibliometric analysis and subsequently ignores publications on public procurement from other journals.
Social implications
The findings of this study highlight to the research community the contributions of JoPP to the public procurement discourse and present important avenues for future research agenda.
Originality/value
To the best of the authors’ knowledge, this study is the first bibliometric study for the JoPP, providing detailed bibliometric indexes of the 21-year period of the journal’s publications. The study comprehensively analyses the contributions in the JoPP to assess the trend and scope in publications in the field of public procurement and draws attention to emerging concerns and critical issues of neglect requiring research attention in the journal.

Abstract
This study sought to examine the extent to which outsourced contracts, buyer-supplier trust and supplier opportunistic behavior explain supplier performance in Ugandan Public Procuring and Disposing Entities (PDEs). This study was prompted by reports of long lead times, failure to match specifications, late deliveries, poor quality of services delivered, contract violations, and increased supplier cheating. Cross sectional data from 116 central government PDEs concerning outsourced contracts was collected using a self-administered questionnaire. Hierarchical regression was used to indicate what happens to a model that was developed as part of this research as different predictor variables are introduced. The findings revealed that outsourced contracts, buyer-supplier trust, and supplier opportunistic behavior are significant predictors of supplier performance. The study has both managerial and policy implications which are discussed in this paper.

Abstract
Purpose: In this paper, we focus on the mythic nature of the anonymous Bitcoin creator, Satoshi Nakamoto. Drawing on ideas from Foucault and Barthes on authorship, we analyze the notion of the absence of the author and how that sustains the brand. Design/methodology/approach: Based on interview data, participant observation, archival data, and a netnography, we examine the discourses that emerge in the wake of multiple Satoshi Nakamoto exposés that serve as both stabilizing and destabilizing forces in the Bitcoin ecosystem. Findings: We analyze the different interpretations of Satoshi Nakamoto through his own text and how his readers interpret him. We identify how consumers employ motifs of myth and religiosity in trying to find meaning in Satoshi’s disappearance. His absence allows for multiple interpretations of how the Bitcoin brand is viewed and adopted by a diverse community of enthusiasts.
Implications: Our findings provide a richer understanding of how, in a period of celebrity brands, Satoshi Nakamoto’s anti-celebrity stance helps sustain the Bitcoin ecosystem.
Originality/value: Our analysis examines the nature of anonymity in our hyper-celebrity culture and the mystique of the anonymous creator that fuels modern-day myths for brands without owners.
