Abstract

Purpose

Mora and Acevedo (2019) report that the government spending multipliers in Latin American countries are notably higher than what is typically reported for developed economies. Latin American countries have been inclined toward using procyclical fiscal policies. Those policies have been perceived as being effective at mitigating the effects of the 2008–2009 Great Recession. This study aims to estimate the government spending multiplier using Latin American panel data from 19 Latin American countries from 2000 to 2018. The estimates are conditional on the extent of openness, capital mobility and economic freedom. Based on the results, the latter is important: the less economically free a country, the larger its spending multiplier. Lower economic freedom in Latin American countries can help to account for their large spending multipliers. In particular, restrictions on international trade are positively associated with multipliers. This is the case even while controlling the trade share of GDP.

Design/methodology/approach

The authors provide regression results that are conditional on the extent of openness, capital mobility and economic freedom.

Findings

The less economically free a country, the larger its spending multiplier. Lower economic freedom in Latin American countries can help to account for their large spending multipliers. In particular, restrictions on international trade are positively associated with multipliers. This is the case even while controlling the trade share of GDP.

Originality/value

To the best of the authors’ knowledge, this is first study to estimate the fiscal multiplier conditional on economic freedom levels. The authors provide correctly calculated multipliers conditional on different levels of economic freedom. The authors point the way to future studies considering the effectiveness of fiscal policy conditional on institutional/policy quality.

Abstract

Purpose

This paper aims to evaluate the evolution of the organizational field in the Colombian coffee industry between 1960 and 2020 and explain how peripheral actors influenced institutional change.

Design/methodology/approach

The methods analyze historical processes from a hermeneutical and interpretative perspective. The authors used data collection techniques through interviews, archive data, publications and media reports, embracing an interdisciplinary and qualitative documentary approach. This approach helps the authors unravel the temporal dimensions of the historical discourse related to coffee and the involvement of various actors within organizational structures.

Findings

The authors found that, unlike the literature regarding the change in organizational fields, recently, within the coffee sector in Colombia, the institutional work of peripheral actors (small producers, local associative groups and coffee women, among others) is changing the field as follows: (1) women are changing traditional behaviors moving from hierarchical family structures and lack of gender awareness, to empowered, horizontal and sustained relationships, (2) indigenous people include rituals and other traditional practices in coffee production and (3) ex-guerrilla members are helping to strengthen the peace process implementation in Colombia through coffee production.

Research limitations/implications

The authors did not conduct statistical or computational analysis to simulate the emergence of new organizational forms. Instead, the authors attempted to elucidate narratives and discourses that reflect the tensions between central and peripheral actors from a historical perspective.

Practical implications

This study seeks to help leaders and managers overcome processes or organizational change in which peripheral actors are crucial. From that perspective, allocating resources and capabilities can become more effective.

Originality/value

This paper offers a new perspective of change within organizational fields from the roles of peripheral actors, which are fundamental in change processes within organizational fields, especially in the global south, where tensions between elites and vulnerable people are familiar.

Abstract

Purpose

The literature on expatriation rarely considers environmental stressors beyond cultural differences or interaction adjustment from the standpoint of host country nationals (HCNs). The authors develop a typology of expatriate–HCN interaction adjustment in response to a call to investigate the conditions under which pandemic stress facilitates cohesion or division among culturally diverse colleagues.

Design/methodology/approach

The typology is based on Berry’s acculturation model, developed with conservation of resources theory and extended with the dual-concerns problem-solving framework from the conflict management literature.

Findings

The authors propose that expatriate and HCN perceptions of resource adequacy to cope with pandemic stress shape their choice of adjustment mode, and that contextual resources, including those provided by the organization, are critical. An Integration adjustment mode characterized by perceptions of adequate contextual resources and collaborative problem-solving is proposed to be most beneficial in the context of a pandemic to foster cohesion among culturally diverse colleagues, while a Separation mode characterized by perceptions of inadequate contextual resources and competitive problem-solving is proposed to foster division. Theoretical and practical contributions are provided.

Originality/value

The study takes a novel interdisciplinary approach to develop a contextualized typology of interaction adjustment between expatriates and HCNs. It contributes to the literature on managing multinational enterprise stakeholders in high-risk environments and offers insights into the formulation of international HRM policies and practices during a pandemic that are applicable to other high-risk contexts.

Abstract

Purpose

In cloud computing, banking knowledge with business intelligence (BI) will be a better option for the users, and the users do not have an overall picture of the whole thing until the entire job is completed.

Design/methodology/approach

Although the constraints are costly, complex, inflexible and integrated BI infrastructures, it helps to combine the banking and electronic commerce (EC) application data. Furthermore, this paper explores cloud computing infrastructure as a potential remedy for data processing issues.

Findings

A modern cloud computing with artificial intelligence, environmental climate to shorten periods for BI delivery, rising the expense of BI programs relatively with traditional BI of EC applications, provide customers with the ability for quicker rollout and better flexibility to incorporate research and to improve the performance, accuracy and efficiency.

Originality/value

In the technological world of today, the new era of BI analytical data management has been established with certain restrictions on the adoption of BI.

Abstract

Purpose

This paper aims to review the efficient use of economic and social resources to generate income and, at the same time, reduce the concentration of wealth in the 32 states of the Mexican Republic during the period 1990-2015.

Design/methodology/approach

Data envelopment analysis with the inclusion of a bad output was used to diagnose the efficiency of Mexican entities, and the Malmquist–Luenberger index was applied to understand how this efficiency evolves.

Findings

The results clearly show that only 3 of the 32 units studied generated and distributed wealth efficiently, while the other 29 must increase their level of income and its distribution.

Originality/value

According to the authors’ knowledge, this is the first work that performs a temporal analysis of the efficiency in the generation of Human Development Index using bad outputs and the Malmquist–Luenberger index.

Abstract

Purpose

The aim of the study is to show that merging two areas of mathematics – topology and discrete optimization – could result in a viable option to solve classical or specialized integer problems.

Design/methodology/approach

In the paper, discrete topology concepts are applied to propose a metaheuristic algorithm that is capable to solve binary programming problems. Particularly, some of the homotopy for paths principles are used to explore the solution space associated with four well-known NP-hard problems herein considered as follows: knapsack, set covering, bi-level single plant location with order and one-max.

Findings

Computational experimentation confirms that the proposed algorithm performs in an effective manner, and it is able to efficiently solve the sets of instances used for the benchmark. Moreover, the performance of the proposed algorithm is compared with a standard genetic algorithm (GA), a scatter search (SS) method and a memetic algorithm (MA). Acceptable results are obtained for all four implemented metaheuristics, but the path homotopy algorithm stands out.

Originality/value

A novel metaheuristic is proposed for the first time. It uses topology concepts to design an algorithmic framework to solve binary programming problems in an effective and efficient manner.
