Abstract
Academic work on responsible leadership has emphasised two aspects: the value orientation of leaders, and the scope of interests they consider in their leadership – the range of stakeholders, current and future, human and non-human. I address these via two questions that are equally important but different in scale: one is about the motives for individual action and the other about the coordination of multiple organisations. Possible answers are considered in the context of leadership development: the developmental pathways, and the structure of leader and leadership development programmes, that are most likely to promote responsible leadership.
On the question of moral motivation (drawing on the work of Paul Ricoeur) I suggest four influential factors: witnessing the suffering of others, admonitions of “masters of justice”, welfare of loved ones, and networks within which to discuss these matters. These I summarise as “the echo of conscience”.
On the question of coordinated change at a systemic level, I review several approaches commonly found in leadership development programmes, interpret these as emerging from four “logics” and consider the implications for responsible leader development. The four logics are: systems are so complex that entrepreneurial innovation is a primary mode of responsible leadership; specific issues might be resolved by bringing “the system in the room”; sector-specific organising to change the rules of the game towards greater social responsibility; identifying “positive tipping points” and seeking triggers for change.
I conclude with a meditation on idealism in responsible leadership.

Abstract
Purpose
The customer order decoupling point (CODP) concept addresses the issue of customer engagement in the manufacturing process. This has traditionally been applied to material flows, but has more recently been applied to engineering activities. This later subject becomes of particular importance to companies operating in “engineer-to-order” (ETO) supply chains, where each order is potentially unique. Existing conceptualisations of ETO are too generic for practical purposes, so there is a need to better understand order penetration in the context of engineering activities, especially design. Hence, the purpose of this paper is to address the question “how do customer penetration concepts apply to engineering design activities?”
Design/methodology/approach
A collaborative form of inquiry is adopted, whereby academics and practitioners co-operated to develop a conceptual framework. Within this overarching research design, a focus group of senior practitioners and multiple case studies principally from complex civil and structural engineering as well as scientific equipment projects are used to explore the framework.
Findings
The framework results in a classification of nine potential engineering subclasses, and insight is given into order penetration points, major uncertainties and enablers via the case studies. Focus group findings indicate that different managerial approaches are needed across subclasses.
Practical implications
The findings give insight for companies that engage directly with customers on a one-to-one basis, outlining the extent of customer penetration in engineering activities, associated operational strategies and choices regarding the co-creation of products with customers. Care should be taken in generalising beyond the sectors addressed in the study.
Originality/value
The paper refines the definition of the ETO concept, and gives a more complete understanding of customer penetration concepts. It provides a comprehensive reconceptualization of the ETO category, supported by exploratory empirical research.

Abstract
Purpose
The purpose of this paper is to evaluate the existing scenarios for 3D printing (3DP) in order to identify the “white space” where future opportunities have not been proposed or developed to date. Based around aspects of order penetration points, geographical scope and type of manufacturing, these gaps are identified.
Design/methodology/approach
A structured literature review has been carried out on both academic and trade publications. As of the end of May 2016, this identified 128 relevant articles containing 201 future scenarios. Coding these against aspects of existing manufacturing and supply chain theory has led to the development of a framework to identify “white space” in the existing thinking.
Findings
The coding shows that existing future scenarios are particularly concentrated on job shop applications and pull-based supply chain processes, although there are fewer constraints on geographical scope. Five distinct areas of “white space” are proposed, reflecting various opportunities for future 3DP supply chain development.
Research limitations/implications
Being a structured literature review, there are potentially articles not identified through the search criteria used. The nature of the findings is also dependent upon the coding criteria selected. However, these are theoretically derived and reflect important aspect of strategic supply chain management.
Practical implications
Practitioners may wish to explore the development of business models within the “white space” areas.
Originality/value
Currently, existing future 3DP scenarios are scattered over a wide, multi-disciplinary literature base. By providing a consolidated view of these scenarios, it is possible to identify gaps in current thinking. These gaps are multi-disciplinary in nature and represent opportunities for both academics and practitioners to exploit.

Purpose
The construction industry continues to struggle to deliver a right first time culture, seeking a panacea for improvement whilst maintaining project milestones. Complex construction projects demand stringent programmes, however, (un)foreseen changes, political influences and human behaviours all have significant impacts on delivering schemes without error. Previous studies have questioned the ability of the construction industry to successfully learn from errors. A major barrier has been the sharing of sensitive data from failed outcomes. Hence, this paper investigates non-conformance on an existing scheme and suggests avenues for improvement.
Design/methodology/approach
A mixed-method approach was adopted whereby 1,260 non-conformance reports (NCRs) from a highways megaproject were interrogated using root cause analysis (RCA) techniques to uncover the most frequent and costly areas. This was followed by a survey to industry professionals within a tier 1 principal contractor to gain insight into their perceptions of non-conformance and rework on construction projects.
Findings
Using Pareto analysis, the authors find that materials management, workmanship (poor quality execution) and supervision issues are the most frequently occurring and costly root causes of non-conformance on a major highways scheme. Furthermore, the authors link corresponding viewpoints of two project professional groups to the posed, achieving a high degree of consensus for the areas requiring development. Lastly, the authors suggest avenues for improvement via lessons learnt. These include greater emphasis on quality culture via a strong leadership mandate, enhanced vetting of workforce competence and improving the way materials are managed by embracing technology to drive efficiency.
Originality/value
This paper interrogates a current highways scheme using a uniquely rich, sensitive dataset to determine how the construction sector may improve efforts to achieving right first time outcomes.

Purpose
The construction industry has struggled to deliver schemes on time to budget and right-first-time (RFT). There have been many studies into nonconformance and rework through quantitative research over the years to understand why the industry continues to see similar issues of failure. Some scholars have reported rework figures as high as 12.6% of total contract value, highlighting major concerns of the sustainability of construction projects. Separately, however, there have been few studies that explore and detail the views of industry professions who are caught in the middle of quality issues, to understand their perceptions of where the industry is failing. As such, this paper interrogates qualitative data (open-ended questions) on the topic of nonconformance and rework in construction to understand what industry professionals believe are the causes and suggested improvement areas.
Design/methodology/approach
A qualitative approach is adopted for this research. An industry survey consisting of seven open-ended questions is presented to two professional working groups within a Tier 1 contractor, and outputs are analysed using statistic software (NVivo 12) to identify prominent themes for discussion. Inductive analysis is undertaken to gain further insight into responses to yield recurrent areas for continuous improvement.
Findings
Qualitative analysis of the survey reveals a persistent prioritisation of cost and programme over quality management in construction project. Furthermore, feedback from construction professionals present a number of improvement areas that must be addressed to improve quality. These include increased training and competency investment, overhauling quality behaviours, providing greater quality leadership direction and reshaping the way clients govern schemes.
Research limitations/implications
There are limitations to this paper that require noting. Firstly, the survey was conducted within one principal contractor with varying levels of knowledge across multiple sectors. Secondly, the case study was from one major highways scheme; therefore, the generalisability of the findings is limited. It is suggested that a similar exercise is undertaken in other sectors to uncover similar improvement avenues.
Practical implications
The implications of this study calls for quality to be re-evaluated at project, company, sector and government levels to overhaul how quality is delivered. Furthermore, the paper identifies critical learning outcomes for the construction sector to take forward, including the need to reassess projects to ensure they are appropriately equip with competent personnel under a vetted, progressive training programme, share collaborative behaviours that value quality delivery on an equal standing to safety, programme and cost and tackle the inappropriate resource dilemmas projects finding themselves in through clear tendering and accurate planning. In addition, before making erratic decisions, projects must assess the risk profiling of proceed without approved design details and include the client in the decision-making process. Moreover, the findings call for a greater collaborative environment between the construction team and quality management department, rather than being seen as obstructive (i.e. compliance based policing). All of these must be driven by leadership to overhaul the way quality is managed on schemes. The findings demonstrate the importance and impact from open-ended survey response data studies to enhance quantitative outcomes and help provide strengthened proposals of improvement.
Originality/value
This paper addresses the highly sensitive area of quality failure outcomes and interrogates them via an industry survey within a major UK contractor for feedback. Unique insights are gained into how industry professionals perceive quality in construction. From previous research, this has been largely missing and offers a valuable addition in understanding the “quality status quo” from those delivering schemes.

Abstract
Purpose
The systems approach is an exemplar of design science research (DSR), whereby specific designs yield generic knowledge. DSR is increasingly being adopted in logistics and operations management research, but many point to neglect of the human aspects of solutions developed. The authors argue that it is possible to look back at the history of the systems movement to seek precedent for ‘dealing’ with the social components, providing a methodologically pluralistic ‘research design’ framework. Thereby, systems approaches are foundational to providing a design-based ‘science’ to progressing the logistics and supply chain management field, dealing with contemporary topics such as resilience.
Design/methodology/approach
The authors undertake a discursive assessment of relevant streams of engineering, social science and systems research, with a conceptual development of how the latter influences supply chain design approaches.
Findings
Building on a phenomenological framework, the authors create a generic design science research design (DSRD) that enables researchers to choose and integrate the right tools and methods to address simple, complicated and complex problems, dealing with technological, process and social problems.
Research limitations/implications
The DSRD provides a framework by which to exploit a range of methodological stances to problem solving, including quantitative modelling perspectives and ‘soft’ systems social science approaches. Four substantive gaps are identified for future research – establishing the root cause domain of the problem, how to deal with the hierarchy of systems within systems, establishing appropriate criteria for the solution design and how best to deal with chaotic and disordered systems.
Originality/value
The authors argue that the systems approaches offer methodological pluralism by which a generic DSRD may be applied to enhance supply chain design. The authors show the relevance of the DSRD to supply chain design problems including in reducing supply chain dynamics and enhance resilience. In doing so, the study points towards an integrated perspective and future research agenda for designing resilient supply chains.

Purpose
A number of governments are making building information modeling (BIM) a mandatory requirement for all public works construction projects. While main contractors may be ready to comply with such requirements, the supply chain as whole may be vulnerable as lower-tier suppliers may not be able to adopt BIM. There is currently no objective approach to assessing BIM maturity; hence, this paper aims to develop a new approach to determine suppliers’ current vision and execution-based capabilities to exploit BIM and their capacity to reach a higher maturity level.
Design/methodology/approach
Based on UK Government BIM maturity levels, the authors exploit a unique data set made available by a main contractor, to determine a data-driven approach, using K-means, to assess the capabilities and vision of its supply base.
Findings
The authors find a direct comparison between our suggested K-means clusters and the UK Government’s BIM maturity levels. However, in interrogating specific cases, the authors find that using a subjective approach would have wrongly categorized certain companies. The authors also determine what capability and strategic developments are required for companies to move to a higher level.
Research limitations/implications
The method aligns with the existing UK BIM maturity model and enhances the model by determining the likelihood of a supplier in progressing to a higher level of maturity. The research was with a single case company, exploiting their existing survey instrument and data. A more comprehensive study could be adopted with a generic survey questionnaire.
Practical implications
The research may be exploited by companies to take a strategic approach to assess suppliers in BIM adoption and to establish supplier development mechanisms.
Originality/value
The data-driven approach avoids ambiguity of categories and mis-categorizing suppliers.

Abstract
Purpose
Flexibility is a fundamental performance objective for manufacturing operations, allowing them to respond to changing requirements in uncertain and competitive global markets. Additive manufacturing machines are often described as “flexible,” but there is no detailed understanding of such flexibility in an operations management context. The purpose of this paper is to examine flexibility from a manufacturing systems perspective, demonstrating the different competencies that can be achieved and the factors that can inhibit these in commercial practice.
Design/methodology/approach
This study extends existing flexibility theory in the context of an industrial additive manufacturing system through an investigation of 12 case studies, covering a range of sectors, product volumes, and technologies. Drawing upon multiple sources, this research takes a manufacturing systems perspective that recognizes the multitude of different resources that, together with individual industrial additive manufacturing machines, contribute to the satisfaction of demand.
Findings
The results show that the manufacturing system can achieve seven distinct internal flexibility competencies. This ability was shown to enable six out of seven external flexibility capabilities identified in the literature. Through a categorical assessment the extent to which each competency can be achieved is identified, supported by a detailed explanation of the enablers and inhibitors of flexibility for industrial additive manufacturing systems.
Originality/value
Additive manufacturing is widely expected to make an important contribution to future manufacturing, yet relevant management research is scant and the flexibility term is often ambiguously used. This research contributes the first detailed examination of flexibility for industrial additive manufacturing systems.

Leadership is often challenged to provide a sense of continuity in spite of disruptive changes caused by strategic (managed) and external (un managed) processes. The authors reflect on their experience as organisation development consultants to a multinational merger and integration of three companies – part of a 15-year series of industry re-structuring. The authors focus on one intervention, showing how the situation displayed characteristics common in TV serials (soap operas). The authors describe an intervention informed by this analysis, offerings brief vignettes followed by a more extended explanation of how soap opera norms can be more widely applied to organisation and leader development.
