Abstract

Purpose

Although much can be learned from schools that regularly foster deeper learning, little research has been undertaken into how and why these schools have been effective or to elucidate key leadership and cultural characteristics. Moreover, there has been limited attention toward deeper learning within schools that focus on career and technical education (CTE), a major omission given the potentially elevated potential for deeper learning in these contexts. This study aims to partially rectify these issues by examining the intersections of leadership and culture at an innovative school that has demonstrated excellence whilst providing a curriculum centered on CTE.

Design/methodology/approach

This instrumental, insider, single-case study is focused on how leadership–cultural interactions have fostered and shaped students' opportunities to experience deeper learning. The authors take the perspective that it is largely through these leadership–cultural intersections that an organization and the work that happens within it takes on a particular meaning, direction and value. This study applies ethnographic methods, drawing upon formally and informally collected data over the past three years – e.g. from field notes, from leadership meetings and site visits; focus group interviews with students, parents, teachers, partners and school leaders; and additional artifacts.

Findings

The authors detail three interrelated features at this school, noting that it is: (1) driven by moral purpose; (2) open, collaborative and trusting; and (3) ambitious and entrepreneurial. The authors explain how/why such a culture has developed and to what effects, especially in relation to facilitating deeper learning.

Originality/value

Study findings meaningfully add to the literature regarding leadership for deeper learning, broadly and in relation to career and technical education and yield recommendations for educational leaders and policymakers.

In his March 1986 article in Newsweek, Russell Watson exposed “Queen Imelda” Marcos's life of indulgence as the Philippines' First Lady in the opening paragraph:Three thousand pairs of shoes, size eight and a half. Five shelves of unused Gucci handbags, still stuffed with paper, price tags still attached. Five hundred bras, mostly black, and a trunk full of girdles, 40 and 42 inches around the hips. Huge bottles of perfume, vats of Christian Dior wrinkle cream, a walk-in-safe littered with dozens of empty jewelry cases. When the palace of Ferdinand and Imelda Marcos was opened to the public as a museum last week, foreigners and Filipinos alike gawked at what the former First Lady had left behind. “It was the worst case of conspicuous consumption I have ever seen,” said an American visitor, Rep. Stephen Solarz. “Compared to her, Marie Antoinette was a bag lady.” (Watson, 1986, p. 14)

Abstract

Purpose

The purpose of this paper is to examine the anti-corruption performance of the Philippine government, particularly under the leadership of President Benigno Aquino III.

Design/methodology/approach

The paper evaluates the anti-corruption measures as represented by pertinent laws as well as anti-corruption agencies (ACAs) under the Aquino administration.

Findings

The Aquino government has exercised remarkable political will in acting on high-profile cases involving former government officials, including former President Gloria Macapagal-Arroyo. However, the government’s overall anti-corruption performance is hampered by outdated and conflicting laws, lack of compliance with anti-corruption laws and regulations by public officials and employees, poor ACA operational capacities, judicial inefficiency, deficient organizational systems and change-resistant government agencies, and selective and partial enforcement of anti-corruption laws. These problems are characteristic of Philippine political administrations and are arguably rooted in a system long characterized by fragile state institutions, strong oligarchic control, and weak citizenship.

Originality/value

The paper is intended to update scholars, policy makers, and anti-corruption practitioners interested in corruption, ACA performance, and political reform in the Philippines. It discusses corruption-related problems of public administration within the purview of political economy. Based on this perspective, it argues that the key to effective control of corruption is a change in the political system’s configuration rather than the mere change in leadership.

Abstract

In his autobiography, Chen Shui-bian (1999, p. 40) condemned the Koumintang's (KMT's) corruption and praised the Democratic Progressive Party (DPP) for being free from money politics and corruption. The DPP fought the 1992 Legislative Yuan election campaign effectively on an anticorruption platform and used the same strategy in subsequent elections. If Chen Shui-bian had criticized the KMT for its involvement with “black gold” politics and had won the 2000 presidential election on his anticorruption platform, why was he and his family found guilty of corruption after his second term of office? The short answer is that even though he had promised to curb corruption, President Chen himself had succumbed to corruption after assuming office. In June 2002, Keesing's Contemporary Archives cited a poll in Taiwan that indicated that more respondents had perceived the DPP to be more corrupt than the KMT (Copper, 2006, p. 14).

Abstract

Purpose

The purpose of this paper is to compare and evaluate how the governments in six Asian countries have dealt with selected grand corruption scandals.

Design/methodology/approach

This paper is based on the comparative analysis of 11 corruption scandals examined in the six articles on India, Japan, Macau, Malaysia, Philippines and Singapore included in this special issue of Public Administration and Policy.

Findings

The responses of the governments in the six countries depend on the strength of their political will in combating corruption. The responses of the governments in Malaysia, Philippines, India and Japan reflect their weak political will in combating corruption and lack of accountability of the corrupt offenders. By contrast, the strong political will of the governments in Singapore and Macau is reflected in the investigation and punishment of the corrupt offenders without any cover-up of the scandals.

Originality/value

The findings would be of interest to scholars, policymakers and anti-corruption practitioners and activists.

Abstract

Purpose

The purpose of this paper is to analyse the contextual differences and causes of police corruption in Indonesia, Japan, the Philippines, South Korea and Taiwan and to assess their governments’ effectiveness in minimising this problem.

Design/methodology/approach

The paper begins by identifying the contextual differences in the five countries before analysing their major causes of police corruption and their governments’ effectiveness in minimising it.

Findings

Police corruption is a more serious problem in Indonesia and the Philippines because of their more difficult governance environments, low salaries of police officers, red tape, lack of meritocracy in recruitment and promotion, and lack of accountability of police officers. By contrast, the perceived extent of police corruption has declined in Japan, South Korea and Taiwan in recent years because of the improvement in the salaries of their police officers and the implementation of various police reforms.

Originality/value

This comparative analysis of combating police corruption in five Asian countries will be of interest to policy makers and scholars concerned with minimising this problem.

Abstract

Purpose

The purpose of this paper is to identify the five mistakes made by political leaders in Asian countries in combating corruption. These mistakes constitute the cycle of failure which must be broken for Asian countries to succeed in fighting corruption.

Design/methodology/approach

This paper is based on the comparative evaluation of the effectiveness of the anti-corruption measures adopted by various Asian countries.

Findings

The cycle of failure in combating corruption in Asian countries arises from their governments’ reliance on corrupt political leaders and the police, and multiple anti-corruption agencies as attack dogs or paper tigers.

Originality/value

This paper would be of interest to those policymakers, anti-corruption practitioners, and scholars, who are concerned with enhancing the effectiveness of anti-corruption strategies in their countries by breaking the cycle of failure.

Abstract

Purpose

The purpose of this paper is to explain why Singapore has succeeded in curbing corruption and to recommend three measures for enhancing South Korea’s anti-corruption strategy.

Design/methodology/approach

The paper compares the contextual differences between Singapore and South Korea before analysing Singapore’s effective anti-corruption strategy and identifying the weaknesses of South Korea’s anti-corruption strategy.

Findings

Singapore’s success in minimising corruption is the result of its government’s strong political will and the adequate budget, personnel and operational autonomy given to the Corrupt Practices Investigation Bureau to enable it to enforce the anti-corruption laws impartially. To improve South Korea’s anti-corruption strategy, the Korea Anti-Corruption Agency should be established and adequately staffed and funded to investigate corruption cases. Those found guilty of corruption offences should be punished according to the law, without suspending their jail sentences or being pardoned by the president. Finally, the existing public outreach anti-corruption programmes should be evaluated to identify their weaknesses and improve their effectiveness.

Originality/value

This paper recommends three measures for South Korean policy-makers to improve their anti-corruption strategy by learning from Singapore’s success.
