Abstract
Water‐borne coatings continue to be of importance owing to widespread concern about the potentially harmful effects associated with the release of organic solvents into the atmosphere. This concern is reflected in their relative growth as a share of the total market. In the UK, for example, the proportion of paint (by volume) that was water‐based rose from 46 per cent in 1970 to 60 per cent in 1990, and the trend still appears to be upward.

At a recent inquest upon the body of a woman who was alleged to have died as the result of taking certain drugs for an improper purpose, one of the witnesses described himself as “an analyst and manufacturing chemist,” but when asked by the coroner what qualifications he had, he replied : “I have no qualifications whatever. The Corporation of the City of London are about to appoint a Public Analyst, and by advertisement have invited applications for the post. It is obviously desirable that the person appointed to this office should not only possess the usual professional qualifications, but that he should be a scientific man of high standing and of good repute, whose name would afford a guarantee of thoroughness and reliability in regard to the work entrusted to him, and whose opinion would carry weight and command respect. Far from being of a nature to attract a man of this stamp, the terms and conditions attaching to the office as set forth in the advertisement above referred to are such that no self‐respecting member of the analytical profession, and most certainly no leading member of it, could possibly accept them. It is simply pitiable that the Corporation of the City of London should offer terms, and make conditions in connection with them, which no scientific analyst could agree to without disgracing himself and degrading his profession. The offer of such terms, in fact, amounts to a gross insult to the whole body of members of that profession, and is excusable only—if excusable at all—on the score of utter ignorance as to the character of the work required to be done, and as to the nature of the qualifications and attainments of the scientific experts who are called upon to do it. In the analytical profession, as in every other profession, there are men who, under the pressure of necessity, are compelled to accept almost any remuneration that they can get, and several of these poorer, and therefore weaker, brethren will, of course, become candidates for the City appointment.

THE centenary celebration is that of the apparently prosaic public library acts ; it is not the centenary of libraries which are as old as civilization. That is a circumstance which some may have overlooked in their pride and enthusiasm for the public library. But no real librarian of any type will fail to rejoice in the progress to which the celebration is witness. For that has been immense. We are to have a centenary history of the Public Library Movement—that is not its title—from the Library Association. We do not know if it will be available in London this month; we fear it will not. We do know its author, Mr. W. A. Munford, has spent many months in research for it and that he is a writer with a lucid and individual Style. We contemplate his task with a certain nervousness. Could anyone less than a Carlyle impart into the dry bones of municipal library history that Strew these hundred years, the bones by the wayside that mark out the way, the breath of the spirit that will make them live ? For even Edward Edwards, whose name should be much in the minds and perhaps on the lips of library lovers this month, could scarcely have foreseen the contemporary position ; nor perhaps could Carlyle who asked before our genesis why there should not be in every county town a county library as well as a county gaol. How remote the days when such a question was cogent seem to be now! It behoves us, indeed it honours us, to recall the work of Edwards, of Ewart, Brotherton, Thomas Greenwood, Nicholson, Peter Cowell, Crestadoro, Francis Barrett, Thomas Lyster, J. Y. M. MacAlister, James Duff Brown and, in a later day without mentioning the living, John Ballinger, Ernest A. Baker, L. Stanley Jast, and Potter Briscoe—the list is long. All served the movement we celebrate and all faced a community which had to be convinced. It still has, of course, but our people do now allow libraries a place, more or less respected, in the life of the people. Librarians no longer face the corpse‐cold incredulity of the so‐called educated classes, the indifference of the masses and the actively vicious hostility of local legislators. Except the illuminated few that existed. These were the men who had the faith that an informed people was a happier, more efficient one and that books in widest commonalty spread were the best means of producing such a people. These, with a succession of believing, enduring librarians, persisted in their Struggle with cynic and opponent and brought about the system and the technique we use, modified of course and extended to meet a changing world, but essentially the same. Three names we may especially honour this September, Edward Edwards, who was the sower of the seed; MacAlister, who gained us our Royal Charter ; and John Ballinger, who was the person who most influenced the introduction of the liberating Libraries Act of 1919.

WE write on the eve of an Annual Meeting of the Library Association. We expect many interesting things from it, for although it is not the first meeting under the new constitution, it is the first in which all the sections will be actively engaged. From a membership of eight hundred in 1927 we are, in 1930, within measurable distance of a membership of three thousand; and, although we have not reached that figure by a few hundreds—and those few will be the most difficult to obtain quickly—this is a really memorable achievement. There are certain necessary results of the Association's expansion. In the former days it was possible for every member, if he desired, to attend all the meetings; today parallel meetings are necessary in order to represent all interests, and members must make a selection amongst the good things offered. Large meetings are not entirely desirable; discussion of any effective sort is impossible in them; and the speakers are usually those who always speak, and who possess more nerve than the rest of us. This does not mean that they are not worth a hearing. Nevertheless, seeing that at least 1,000 will be at Cambridge, small sectional meetings in which no one who has anything to say need be afraid of saying it, are an ideal to which we are forced by the growth of our numbers.

Abstract
Purpose
To provide an excellent numerical method to simulate an important industrial process – wet chemical etching problem.
Design/methodology/approach
A mathematical model describing the wet chemical etching process is formulated in terms of a parabolic variational inequality and a non‐overlapping domain decomposition (DD) method is proposed in the etching region, where a partial differential equation is treated in one sub‐domain, while a variational inequality is considered in the second sub‐domain. A Robin boundary condition with a parameter whose optimal value is to be found is enforced on the common boundary between these two sub‐domains. Finite difference technique with projection and the Crank‐Nicholson scheme for the time discretization are the major numerical tools utilized in this paper.
Findings
The proposed numerical method has achieved the best numerical performance for the famous wet chemical etching process among all the numerical schemes applied to this problem. It also shows the great computational power of domain splitting technique.
Research limitations/implications
Lack of parallel supercomputer system limits the authors to perform further numerical tests with extremely large data. This will be done in the future.
Practical implications
This is a very useful paper for the academic researchers and industry engineers who wish to develop more advanced numerical methods to simulate various kinds of industry processes along the research direction from this paper.
Originality/value
This paper provides a new and promising version of DD method in the field of moving boundary problems and offers a practical way to simulate wet chemical etching process for the engineers and scientists in the related field.
