Abstract
Purpose
The purpose of this paper is to explore some of the factors that influence innovation in construction professional services firms. The paper examines the role of middle managers who have responsibility for developing the right conditions that foster innovation at the business unit level.
Design/methodology/approach
A theoretical framework was initially developed through a synthesis of the literature. Using a case study approach, three types of innovation were explored to illustrate the role and influence of middle managers in fostering and exploiting innovations.
Findings
Findings from the study suggested that middle managers' innovation supporting behaviours influence innovation outcomes by helping development of a climate for innovation that influence championing behaviours among project managers.
Research limitations/implications
The study was based on a single United Kingdom‐based construction professional services firm. Nevertheless, the research contributes to the call for more qualitative approaches to understanding leadership research in construction.
Originality/value
Limited research has been undertaken on the impact of leadership on construction innovation beyond senior managers. This paper seeks to contribute to addressing this gap in literature by highlighting the significant role that the middle managers play in enabling innovation in construction professional services firms contrary to well‐publicised negative views on the middle managerial roles.

Abstract
Purpose
Of late, cities across the globe are taking pragmatic steps towards addressing environmental, social and economic problems in the debate on sustainable development. Even so, little attention has been paid to studies focused on developing countries. The aim of this study is to examine the barriers to green cities development in developing countries.
Design/methodology/approach
A comprehensive literature review was conducted to examine the barriers to green cities development. In terms of methodological choice, a quantitative research strategy was used to collect data from professionals who have lines of influence on the greening of our cities and sustainable urban development.
Findings
The barriers to green city development identified were lack of awareness of the benefits of a green city, environmental degradation, insufficient policy implementation efforts, excessive generation of solid waste and poor wastewater collection and treatment. It was indicative from the study findings that taking the right sustainable steps in urban development and a paradigm shift towards the pillars of sustainability, Ghanaian cities, especially Kumasi, have a great proclivity of regaining its longstanding status being “Garden City”.
Practical implications
The outcome of this study provides stakeholders in city development an insight into the barriers that inhibit the development of green cities. In practice, this study contributively proposes that the concept of green cities should be incorporated in the education and training of stakeholders to improve the level of awareness.
Originality/value
This paper presents the foremost comprehensive study appraising green city development in Ghana.

Abstract
Purpose
Prodigious teamwork is the basis for augmenting the level of productivity on construction projects. Globalisation of the construction market has meant that many practitioners work outside of their geographical spectrum; however, the multicultural dissimilarities of construction workforces within the project management team (and how these may impact upon project productivity performance) have been given scant academic attention. To bridge this knowledge gap, this paper aims to analyse the effects of a multicultural workforce on construction productivity.
Design/methodology/approach
The epistemological positioning of the research adopted mixed philosophies (consisting of both interpretivism and postpositivism) to undertake a deductive and cross-sectional survey to collate primary quantitative data collected via a closed-ended structured questionnaire. Census sampling and convenience sampling techniques were adopted to target Ghana’s construction workforce and their opinions of the phenomenon under investigation. Out of 96 questionnaires administered, 61 were retrieved. The data obtained were analysed by using mean score ranking, relative important index, one sample t-test and multiple regression. The reliability of the scale was checked by using Cronbach’s alpha coefficient.
Findings
From the t-test analysis, 11 variables sourced from extant literature, and the null hypothesis for the study was not rejected and all factors (except high cost of training and improper gender diversity management) were affirmed as negative effects of the multicultural workforce on construction productivity. Using multiple regression analysis, six of the independent variables were shown to impact upon productivity. The goodness of fit was verified by collinearity and residual analysis. The model’s validation revealed a relatively high predictive accuracy (R2 = 0. 589), implying that the results could be generalized. In culmination, these findings suggest that the predictors can be used to accurately predict the effects of multicultural workforce on construction productivity performance.
Practical implications
The findings indicate that multicultural workforce/teams have a substantial effect on overall construction productivity in the construction sector; consequently, stakeholders must address this issue to enhance productivity across the sector.
Originality/value
The current study significantly contributes to our understanding of how multicultural workers/teams affect construction productivity in the construction business perspective and how to respond to the negative menace.

Abstract
Purpose
The selection of a suitable contractor for a project has a significant impact on project success. In order to avoid the selection of an incapable contractor, the capabilities of contractors must be assessed prior to tendering through pre-qualification. However, the pre-qualification process is characterized by partiality and ambiguity. In view of this, numerous models have been developed to solve the pre-qualification problems. Prior to the development of such models, it is very important to assess how the pre-qualification criteria impact project success criteria so as to aid in the selection of pre-qualification criteria while considering the project and client’s objectives. Therefore, the purpose of this paper is to ascertain the relationship between contractors’ pre-qualification criteria and project success criteria.
Design/methodology/approach
The study utilized explanatory research design in testing 35 hypotheses. The views of 121 practising quantity surveyors were solicited using a structured questionnaire and analyzed using the partial least square structural equation modeling to validate the hypothesis.
Findings
In all, 13 of the 35 hypotheses were not supported. The findings indicated a clear relationship between contractors’ pre-qualification and project success.
Practical implications
Therefore, it is evident that the practice of lowest evaluate bidder is not adequate for providing a satisfactory project outcome. It is, therefore, suggested that more emphasis should be placed on contractor’s technical abilities, health and safety and management capabilities as they have proven to have a significant correlation with the project success.
Originality/value
This study provides insights to the how various pre-qualification criteria can impact the project success criteria and further contributes to the symbiotic that exist in the literature on pre-qualification and project success.

Abstract
Purpose
Firms in the architectural, engineering, construction and operations (AECO) sector continue undertaking projects in a disruptive environment due to the coronavirus disease 2019 (COVID-19) pandemic. This study aims to explore environmental turbulence in the AECO project delivery space and suggest mechanisms for enhancing resilience against future pandemics.
Design/methodology/approach
The study adopts the quantitative approach by administering 110 survey questionnaires to participants comprising project managers, site engineers, quantity surveyors, contractors and subcontractors.
Findings
The study identifies 24 COVID-19 disruptions linked to environmental turbulence categorised as scheduling, performance and productivity, project budget, supply chain, resource allocation and technological and regulatory. The study suggested resilient mechanisms for surviving in future pandemics.
Originality/value
This study enhances the understanding of environmental turbulence from the perspective of COVID-19 disruptions in AECO project delivery, while the implementation of the resilient mechanisms improves capability of AECO firms against future pandemics.

Purpose
The integration of building information modelling (BIM) and life cycle assessment (LCA) is an effective means of achieving sustainability in the built environment. However, research remains scant on BIM-LCA integration in the Ghanaian construction industry (GCI). This study aims to evaluate the barriers to BIM-LCA integration in the GCI from the perspective of construction professionals.
Design/methodology/approach
Epistemologically relevant theory was developed using interpretivism and post-positivist principles and tested using primary quantitative data. Firstly, a comprehensive literature review identified and examined BIM-LCA integration barriers. Structured surveys of 216 Ghanaian construction professionals collected data on BIM-LCA integration barriers. Data was then analysed using exploratory factor analysis.
Findings
Findings revealed three clusters of barriers, namely, organisational barriers; technical complexity; and knowledge and education. These findings identify and recommend solutions to BIM-LCA integration barriers to standardise processes, raise awareness and integrate project management systems. BIM-LCA adoption will increase productivity, sustainability, construction sector employment (and skills development) and economic growth. This paper concludes with future research on how artificial intelligence and machine learning could improve BIM-LCA integration in building designs. Such work would reveal how new technologies can be used to overcome adoption barriers and promote sustainable building.
Originality/value
This research provides novel knowledge on the barriers to BIM-LCA adoption in Ghana. Practical recommendations for overcoming these barriers are also proposed, e.g. developing standardised procedures and protocols, increasing awareness and education and integrating BIM-LCA into project management systems.

Purpose
This research aims to evaluate the status of project management best practices in the road infrastructure sector of Ghana through the inquiry of project managers’ competency.
Design/methodology/approach
Based on a thorough literature review on competency and project management best practices, a criterion for measuring best practices based on the competencies was identified. Using closed-ended questionnaires as a survey instrument, data was collected and analyzed using a one-sample t-test, Kendall’s concordance coefficient and simple regression.
Findings
The key finding reveals that in achieving project management best practices for the Ghanaian road infrastructure projects, project managers should straighten and strengthen their capability in terms of skills, personal characteristics and knowledge as ranked. An appropriate blend of these characteristics would be a necessary requirement for project managers. Through this, project managers and project-based road infrastructure organizations will be able to win the confidence of their stakeholders and attain improvements in cost-effectiveness, quality and time management.
Research limitations/implications
This study provides project managers in the road infrastructure sector with relevant information on which criteria and variables are critical and are frequently required to manage such projects. This will be helpful for training programs and professional development of project managers in the road infrastructure sector.
Originality/value
The study provides a new direction and focuses for project managers in the road infrastructure industry toward best project management practices in developing countries. It also complements existing studies in this area which deepen the understanding of the subject area.

Abstract
Purpose
This study aims to focus on public policy concerning the implementation of public procurement policies in Nigeria and Ghana toward achieving value for money in the procurement of goods, services and works. It specifically analyzes some major administrative challenges Nigeria and Ghana are faced with in the administration/implementation of public procurement policies toward achieving value for money. It looks at the relationship between the state (regulatory authorities) and substate (procurement entities) in the public sectors of Nigeria and Ghana.
Design/methodology/approach
A comparative case study approach is adopted, where the two countries are compared in terms of achieving value for money. Data was collected from multiple sources, including in-depth interviews. The use of official documents and direct observations at the procurement regulatory authorities and entities’ premises.
Findings
This study found Nigeria often used the four Es – economy, efficiency, effectiveness and equity while Ghana mainly used the traditional five rights (right quantity, right quality, right price, right place and right time) as their criteria for ensuring value for money. The major administrative challenges found include corruption, low capacity of procurement personnel and poor knowledge of the procurement laws.
Social implications
It recommends effective collaboration between government and civil society groups in the fight against corruption in procurement-related activities, with the implication that there is a need for periodic training for public procurement officials.
Originality/value
It adds to the field of public procurement in terms of value for money in the procurement of goods, services and works in developing countries context.

Purpose
The advances in green city growth are widely discussed in extant literature. The benefits of green cities to urban development in recent discussions of sustainability and sustainable development are well documented and cannot be overemphasised. Although a growing study on green building development in developing countries has been advanced in literature, there is a paucity of studies that explore green cities in developing countries. Moreover, evidence of studies that have focussed on green cities development in Ghana is lacking. Because of this identified knowledge gap, the purpose of this study is to establish the indicators/attributes for measuring the level of greenness of cities in developing countries.
Design/methodology/approach
A comprehensive literature review was conducted to identify the indicators/attributes for measuring the level of greenness of cities in developing countries. This study has adopted the pragmatism as its undergirding research philosophy and the deductive research approach. In terms of methodological choice, quantitative research strategy was used to collect data from experts in sustainable urban development. The primary data retrieved from this study was analysed using descriptive statistics, relative importance index and one-sample t-test. The reliability and validity of this study were measured with the Cronbach’s alpha test.
Findings
This study established eight indicators for measuring green city development: air quality, water, sanitation, land use, health and safety, transportation, energy and building and construction. It was discovered that the development of green cities should enhance air quality, improve water production and supply, improve management in sanitation, promote mixed and integrative land use, maintain the health and safety of city dwellers, reduce the demand for transportation and formalise public transport, adopt renewable and efficient energy technologies and promote sustainable construction and green buildings. These indicators are key to policymaking and implementation of green cities development.
Research limitations/implications
This study focusses primarily on Ghana; however, the findings of this study do not limit the generalisability, as it can be used as an example for other developing countries.
Practical implications
Theoretically, this study adopted quantitative indicators that are reproducible in another geographical context. This study contributively adds to the discourse on sustainability, especially in Ghana, and can be a source of reference to motivate others to conduct further research in related areas. The outcomes of this study will help the local government, policymakers, city stakeholders and industry expertise to gain insights of the overall indicators that underpin green city development.
Originality/value
This paper attempts to posit in literature the foremost appraisal of green city indicators adaptive in Ghana, which could motivate other developing countries to develop their own green cities.

Purpose
This study aims to examine the influence of market logics on tendering capabilities and small and medium enterprise (SME) involvement in public procurement, the influence of SME governance mechanisms on tendering capabilities and SME involvement in public procurement and the influence of tendering capabilities on SME involvement in public procurement.
Design/methodology/approach
Data was collected from owners/managers of SMEs registered by the Public Procurement and Disposal of Public Assets Authority. The SPSS software and CB-SEM software were used to obtain results on the influence of market logics on tendering capabilities and SME involvement in public procurement, the influence of SME governance mechanisms on tendering capabilities and SME involvement in public procurement and the influence of tendering capabilities on SME involvement in public procurement.
Findings
Findings indicated that SME involvement in public procurement is mainly influenced by their governance mechanisms whilst both market logics and governance mechanisms had a positive influence on tendering capabilities of SME firms. Market logics and tendering capabilities had no effect on SME involvement.
Research limitations/implications
The study mainly focussed on SMEs’ involvement in public procurement. The research has implications for decision makers in government and SME firms concerned with enhancing levels of SME involvement in public procurement activities.
Originality/value
Many governments are now focussing on procurement lot sizing so as to increase SME involvement in public procurement. Despite the use of lot sizing, SME involvement in public procurement is still low in many developing countries and also declining in others. Aspects such as market logics and governance mechanisms that may help understand the variations in involvement have not been given significant attention.
