Abstract

This bibliography of multidisciplinary periodical literature focuses on white supremacy ideologies and on several groups that espouse white supremacy, including the Ku Klux Klan, neo-Nazi groups like Aryan Nations and The Order, and skinheads. In compiling both scholarly and popular periodical material, the authors were surprised by the relatively low number of recent scholarly articles in the social sciences literature. Nevertheless, some important scholarly sources are cited. Also, although there is voluminous published material covering racism, the authors included only material judged specifically related to white supremacy, a sometimes difficult distinction because the roots of racism and current white supremacist thought are so intertwined.

Abstract

WE place this special Conference number in the hands of readers in the hope and belief that it will offer features of distinct interest which will increase the value and enjoyment of Brighton. There can be no doubt that the organizers of Library Association Conferences have endeavoured to surpass one another in recent years; almost always, it may be said, with success. Brighton, like Blackpool if in a rather different way, is a mistress of the art of welcome, and it will be long before another town can surpass her in the art. She is at her best in September when the great, and to some appalling, crowds of her promenades have thinned out a little. This year, then, librarians have an interesting time ahead; although, as we glance over the programme again, we fear that the outdoor and other pleasures we have subtly suggested will occur only fitfully. There will be so much to do in the way of business.

Abstract

In a circular letter, addressed to local authorities by the Board of Agriculture on December 28, 1901, with reference to the Milk Regulations, the Board suggested that in the absence of any special circumstances indicating the commission of fraud, the local authority might in the first instance call the attention of the vendor to the adverse report of the analyst, and afford him an opportunity of submitting any explanation he might desire to offer on the subject. The Board further expressed the opinion that if the explanation were one which the local authority “felt able” to accept, they might, in the exercise of their discretion, refrain from the institution of proceedings, or withdraw any summons which it might have been necessary to take out in order to avoid the failure of proceedings, at the same time making arrangements for the taking of further samples of the milk supplied, in order that a satisfactory conclusion as to its character might be arrived at. The issue of this letter was obviously a retrograde step, which could only be taken to indicate that the Board were “wobbling” over the milk standards—standards laid down by themselves on the strength of the overwhelming evidence in favour of the institution of those standards as absolute minima, which was laid before the Board's Departmental Milk Committee in 1900. If any proof were wanting that this is a correct view of the case, that proof would be afforded by the issue, on March 27 last, of a further circular letter from the Board, in which the views expressed in the former letter are reiterated, and the study of which can only produce amazement, not unmingled with disgust, among those who have had any experience worthy of the name as regards the working of the Adulteration Acts in this country. Presumably the Regulations were laid down upon due and proper cause shown. By issuing the documents referred to the Board have called the validity of their own Regulations in question, and have suggested that public authorities should base no action upon those Regulations in the absence of other evidence, the nature of which is not stated, indicating “the commission of fraud.” The action of the Board amounts to a smack in the face for the producer of honest and genuine milk such as the purchaser is entitled to get, and can only tend to the introduction of additional loopholes of escape for the dishonest and incompetent.

Abstract

Purpose

The purpose of this paper is to establish the influence and discipline of process control and systems engineering theory plus engineering practices in the chemical process industry on current operations management development. Thus, part I lays the requisite groundwork for subsequent papers, part II covering the concept of a manufacturing system and part III its expansion and exploitation into the managing‐by‐projects engineering change methodology to output an integrated whole.

Design/methodology/approach

Extensive literature and wide ranging project review identifying relevance, mode of transference and application of process control techniques in discrete manufacture and other enterprises.

Findings

Such “technology transfer” of the systems method has visibly improved discrete production performance, often to a state of international competitiveness. Contributions are made at many levels. These range from exploiting elements of the business process systems engineering (BPSE) toolkit is used to analyse material flow right up to examples of successfully enabling of the corporate achievement plan in large organisations.

Research limitations/implications

Established systems philosophy is widely relevant. However, the point at which it transforms into systems engineering is application specific.

Practical implications

No constraints are evident on application, but the extent of useful application is critically dependent on competence and culture of the enterprise. BPSE cannot be regarded as a “quick fix” panacea. It requires extensive and effective investment in people. For this reason a caveat emptor warning appears that applying the systems approach will fail unless taken seriously at all levels in the business.

Originality/value

Originality confined to the domain of bringing existing knowledge together and exploiting it in such a way that the contribution to knowledge is greater than the sum of the constituent parts.
