Abstract
I would like to begin by taking a general look at the official publications of local authorities, not only at what they are, but also at who uses them and what they are actually used for. In addition, I would like to try to make a rough assessment of the recent attempts to increase access to them, particularly emphasising the positive improvements that have taken place over recent years — and also to try to identify the shortcomings that remain. In examining the changing patterns of the publication of information recently, we should not only look at developments such as the Access to Information Act and the abolition of the Metropolitan County Councils, but also take a wider view, examining, for instance, whether increasing emphasis on value for money techniques in individual local authorities and the aim for objective decision making has altered the information and documentary requirements of local government and the value placed on them. Finally, and most centrally, I would like to look at the existing role played by local government information services in this area, and perhaps speculate on what can be achieved in the future. I would like to approach this by making a number of key points and then, hopefully, we can discuss those you feel of most value. My contribution has the broad title ‘Local government information services’. David Mort of the Centre for Local Economic Strategies will take a look at the information services provided by outside organisations for local authorities. The distinction between our contributions is, I hope, fairly clear and I will attempt to restrict myself to discussing the information services provided by individual local authorities while David will look at the wider scene. There is, of course, a grey area of information services which do not fall exactly within the boundaries of this definition and I will very briefly mention a number of these later, but first it might be useful to begin by having a very brief word about our sponsors. This seminar is a joint venture by the Aslib Planning Environment and Transport Information Group (PETIG) and the Standing Committee on Official Publications (SCOOP). SCOOP was formally set up at the beginning of 1983 and is a direct descendant of the Library Association/HMSO Services Working Party which was established in 1971. It might be helpful if I briefly summarise a number of the formal arrangements under which SCOOP operates in order to set the context for my contribution. The Committee's principal aims relate to UK national and local government official publications and these are to improve access and availability to such documents, to identify and propose solutions to problems of access and to provide mechanisms for the exchange of views between members of the library community on matters of common interest concerning UK official publications.

Although Leutwiler's initiative in taking to the field has been well-documented by scholars and the University of Illinois alike, the role of the UPenn figure, “Benjamin Franklin” or alternately in Illinois narratives “William Penn,” has received little attention (Spindel, 2001; King & Springwood, 2001). Leutwiler's adoption of the “Chief Illiniwek” persona, which will be discussed in-depth later, was not a response to inquiries by the UPenn band who hoped to utilize their articulated personae of “Benjamin Franklin” during a halftime skit as other scholars have suggested. Leutwiler adopted the untitled personae that became the basis for the “Chief” two years earlier during experiences as a Boy Scout and for performances at his alma mater, Urbana High School.6 Although the University of Pennsylvania solicited the Illinois band and assistant director Raymond Dvorak in particular, to create its own figure to interact with “Benjamin Franklin” in a show of “good sportsmanship,” Lester Leutwiler was already performing as an “Indian” before the supposed 1926 inception.7 In fact, his performance was so well known to his classmates at Urbana High School that the yearbook contained multiple references to Leutwiler's penchant for dressing as his Indian persona at school events (Urbana High School, 1925). Importantly, then the UPenn invitation can be read as the opening of a new arena for performances of Indianness – the sports field – not as an inciting event in the creation of “Chief Illiniwek.” Focusing on “Chief Illiniwek” as a sports mascot has eroded the larger cultural context of performances of Indianness that was being undertaken in local and national venues including Urbana High School.

Increases in urbanization and mobility, as well as local government fiscal crises have altered the financing of local government expenditures. Intergovernmental transfer of funds has evolved as a major source of revenue for local government units. Intergovernmental transfers to subordinate governments are enacted by various fsical instruments: (1) direct transfer of funds through loans, categorical grants, and unrestricted grants; (2) sharing of the tax base through tax supplements, tax deducations, and tax credits; and (3) intergovernmental coordination of activities. Federal grants to state and local governments have rapidly increased: federal aid as a percentage of state and local sources of general revenue was 8 percent in 1942, 11 percent in 1948, 15 percent in 1965, and 20 percent in 1967. During this same period, the amount of annual state payments to local governments increased from 3.2 billion dollars to 19.1 billion dollars (although throughout the period the payments were a consistent fraction of the national total of states' expenditures). Local government finances for 1972–73 substantiate the importance of intergovernmental funding directed to the local public sector. The total intergovernmental revenue received by all local governments in the United States was 28.6 billion in 1972–73 with 23.3 billion emanating from state governments and 5.3 billion from the federal government. In 1972 Texas state government expenditure in transfers totaled 1.2 billion dollars.

Purpose
This paper describes the entrepreneurial ecosystems of three public research universities involved in the National Science Foundation (NSF) Midwest I-Corps TM (trademark symbol) Node. It presents a synthesis of programming, functional structure, commonly referenced university metrics and their limitations in measuring impact on commercialization and regional development.
Design/methodology/approach
Based on current literature, university data and discussions with entrepreneurship leaders at the University of Michigan/Ann Arbor, University of Illinois/Urbana Champaign and Purdue University, this paper provides an overview and analysis of entrepreneurial resources and education initiatives.
Findings
University contributions to entrepreneurial ecosystems can be described with respect to infrastructure and leadership, technology and talent and culture of innovation. Four main university entities are responsible for driving entrepreneurship initiatives. Identification of these entities, their respective activities and their outcomes allows us to propose a framework for analyzing and measuring university entrepreneurial ecosystem impact.
Practical implications
The paper describes the variety of university-based entrepreneurial initiatives believed to contribute to university entrepreneurial vibrancy and ultimately regional development. It identifies ecosystem stakeholders and provides a framework for examining their role and impact for continuous development.
Originality/value
The research complements prior reviews and empirical studies of university-wide entrepreneurial ecosystems by focusing on programming within and across institutions according to four dimensions (academic, research administration, technology transfer and community engagement) with respect to technology and talent development. It describes similarities across institutions and limitations associated with measuring impact. It provides a foundation for future empirical research related to the impact of NSF I-Corps and entrepreneurial programming in academic settings.

Purpose
New Space activities offer benefits for human progress and life beyond the Earth. However, there is a risk that the New Space Economy may develop according to an anthropocentric mindset favouring human progress and survival at the expense of all other species and the environment. This mindset raises concerns over the social and environmental impacts of space activities and the accountability of space actors. This research article explores the accountability of space actors by presenting a pluralistic accountability framework to understand, inspire and change accountability in the New Space Economy. This study also identifies future research opportunities.
Design/methodology/approach
This paper is a reflective and normative essay. The arguments are developed using contemporary multidisciplinary academic literature, publicly available evidence and examples. Further, the authors use Dillard and Vinnari's accountability framework to examine a pluralistic accountability system for space businesses.
Findings
The New Space Economy requires public and private entities to embrace hybrid and pluralistic accountability for their social and environmental impacts. A new way of seeing the relationship between human life, the Earth and celestial space is needed. Accounting language is used to mirror and mobilise broader forms of responsibility in those involved in space.
Originality/value
This paper responds to the AAAJ's special issue call for examining how accountability can be ensured in the New Space Age. The space activities businesses conduct, and the anthropocentric view inspiring their race toward space is concerning. Hence, the authors advocate the need for rethinking accountability between humans and nature. The paper contributes to fostering the debate on social and environmental accounting and the accountability of space actors in the New Space Economy. To this end, the authors use a pluralistic accountability framework to help understand how the New Space Economy can face the risks emanating from its anthropocentric mindset.

Abstract
Purpose
A new approach to investigate serendipitous knowledge discovery (SKD) of health information is developed and tested to evaluate the information flow-serendipitous knowledge discovery (IF-SKD) model. The purpose of this paper is to determine the degree to which IF-SKD reflects physicians’ information behaviour in a clinical setting and explore how the information system, Spark, designed to support physicians’ SKD, meets its goals.
Design/methodology/approach
The proposed pre-experimental study design employs an adapted version of the McCay-Peet’s (2013) and McCay-Peet et al.’s (2015) serendipitous digital environment (SDE) questionnaire research tool to address the complexity associated with defining the way in which SKD is understood and applied in system design. To test the IF-SKD model, the new data analysis approach combining confirmatory factor analysis, data imputation and Monte Carlo simulations was developed.
Findings
The piloting of the proposed novel analysis approach demonstrated that small sample information behaviour survey data can be meaningfully examined using a confirmatory factor analysis technique.
Research limitations/implications
This method allows to improve the reliability in measuring SKD and the generalisability of findings.
Originality/value
This paper makes an original contribution to developing and refining methods and tools of research into information-system-supported serendipitous discovery of information by health providers.
