Abstract
Purpose
This study develops a phase-oriented evaluation mechanism based on the public–private partnership (PPP) project process and provides a preliminary framework for the promotion of the phase-oriented evaluation of PPPs in China.
Design/methodology/approach
Through a literature review and survey interviews the success criteria for the implementation process of PPPs are documented. Process success criteria findings are used to populate the content of the phase-oriented evaluation. The result is then tested, revised and improved through follow-up expert interviews.
Findings
This paper identifies PPP project process success criteria. Using these criteria, a phase-oriented evaluation framework is developed. Moreover, in consultation with industry experts in the PPP field, eight evaluation aspects were determined: confirmation of project compliance and performance, confirmation of value for money, confirmation of financial affordability, trend analysis of annual performance appraisal, risk review and early warning, rebankability analysis, project externality analysis, benchmarking analysis of similar projects. These eight application aspects are analyzed in the light of the outcomes of the resulting phase-oriented evaluation framework.
Research limitations/implications
The results of the research can only provide researchers and practitioners with generic insights regarding inputs into a phase-oriented evaluation of PPP projects. For any specific PPP project, the focus and priority of the evaluative content will vary.
Practical implications
A phase-oriented evaluation of PPP projects is put forward. This will allow project stakeholders to better track the progress of projects throughout what can be a lengthy implementation stage.
Originality/value
This study can provide governments and stakeholders with a new, theoretical understanding as to factors required of an effective phased evaluation of China's PPP projects. In that regard it will be significant value in PPP project policy and decision-making.

This study purposes to study the influence of artificial freezing on the liquefaction characteristics of Nanjing sand, as well as its mechanism.
Design/methodology/approach
was studied through dynamic triaxial tests by means of the GDS dynamic triaxial system on Nanjing sand extensively discovered in the middle and lower reaches of the Yangtze River under seismic load and metro train vibration load, respectively, and potential hazards of the two loads to the freezing construction of Nanjing sand were also identified in the tests.
Findings
The results show that under both seismic load and metro train vibration load, freeze-thaw cycles will significantly reduce the stiffness and liquefaction resistance of Nanjing sand, especially in the first freeze-thaw cycle; the more freeze-thaw cycles, the worse structural behaviors of silty-fine sand, and the easier to liquefy; freeze-thaw cycles will increase the sensitivity of Nanjing sand's dynamic pore pressure to dynamic load response; the lower the freezing temperature and the effective confining pressure, the worse the liquefaction resistance of Nanjing sand after freeze-thaw cycles; compared to the metro train vibration load, the seismic load in Nanjing is potentially less dangerous to freezing construction of Nanjing sand.
Originality/value
The research results are helpful to the construction of the artificial ground freezing of the subway crossing passage in the lower reaches of the Yangtze River and to ensure the construction safety of the subway tunnel and its crossing passage.

Purpose
Value co-creation (VCC) helps platforms establish competitive advantages. Unlike their traditional counterparts, social attribute is a key concept of social e-commerce platforms. This study integrates VCC and social network theories, introduces relational embeddedness and divides this variable into economic and social relational embeddedness to explore its impact on VCC intention. This study also explores the mediating and moderating roles of customers' psychological ownership (CPO) and regulatory focus, respectively.
Design/methodology/approach
A questionnaire survey was conducted among users of mainstream social e-commerce platforms in China, and the relationship among the variables was revealed through a structural equation modeling of 464 valid responses.
Findings
The dimensions of relational embeddedness positively affect CPO and VCC intention, with social relational embeddedness exerting the strongest effect. CPO positively affects VCC intention and partially mediates the relationship between relational embeddedness and VCC intention. Promotion and prevention focus positively and negatively moderate the relationship between CPO and VCC intention, respectively.
Originality/value
This study expands the VCC research perspective and links the VCC concepts to social network dynamics. From the relational embeddedness perspective, this study identifies the type and intensity of relational embeddedness that promotes users' VCC intention and contributes to theoretical research on VCC and relational embeddedness. This study also introduces CPO as an intermediary variable, thus opening the black box of this mechanism, and confirms the moderating role of regulatory focus as the key psychological factor motivating users' VCC intention.

Rotating machinery is a crucial component of large equipment, and detecting faults in it accurately is critical for reliable operation. Although fault diagnosis methods based on deep learning have been significantly developed, the existing methods model spatial and temporal features separately and then weigh them, resulting in the decoupling of spatiotemporal features.
Design/methodology/approach
The authors propose a spatiotemporal long short-term memory (ST-LSTM) method for fault diagnosis of rotating machinery. The authors collected vibration signals from real rolling bearing and gearing test rigs for verification.
Findings
Through these two experiments, the authors demonstrate that machine learning methods still have advantages on small-scale data sets, but our proposed method exhibits a significant advantage due to the simultaneous modeling of the time domain and space domain. These results indicate the potential of the interactive spatiotemporal modeling method for fault diagnosis of rotating machinery.
Originality/value

Purpose
This study aims to examine the causal relationship between mandatory CSR disclosure and financial audit efficiency.
Design/methodology/approach
The authors use the unique institutional setting of China, where a subset of listed firms are mandated to disclose their corporate social responsibility (CSR) reports. The authors use propensity score matching and difference-in-differences approaches to compare audit efficiency in the pre- and post-mandatory CSR disclosure periods between the treatment and control groups. The regression models are estimated with robust standard errors clustered at the firm level.
Findings
This study finds that following China’s adoption of the mandatory disclosure of CSR, audit report lags decreased by 6% on average, suggesting that audit efficiency improved greatly following mandatory CSR disclosure. Moreover, this association is stronger when firms have better CSR performance, higher CSR report preparation costs, more earnings management before disclosure regulations and better internal controls and when firms belong to high-profile industries and in Big 4 (Big 10) accounting firms. Moreover, neither audit quality nor audit fees decrease when shorter audit lags occur for firms with mandatory CSR disclosures. Overall, the evidence suggests that mandatory CSR disclosure has a positive effect on audit efficiency and that the improvement of audit efficiency does not come as a consequence of reducing audit fees or deteriorating audit quality.
Research limitations/implications
The results reported in this study have practical and policy implications for policymakers, accounting firms and auditors to pay more attention to CSR information.
Originality/value
This study provides evidence of the causal relationship between mandatory CSR disclosure regulation and audit efficiency. It enriches the research on audit service production efficiency from the perspective of nonfinancial information disclosure.

Abstract
Purpose
This study aims to investigate how environmentalism in photovoltaic (PV) substitution and nationalism in PV rivalry with the USA are associated with the trade-offs made by young consumers in Lanzhou when selecting Chinese brand portable solar power banks.
Design/methodology/approach
In this study, the choice-based conjoint survey was conducted to investigate mobile power bank consumers aged 18–28 in Lanzhou urban districts. A total of 2,004 valid questionnaires were collected and 1,813 sample was used in analyses. Logit and ordinary least squares regression models were run for empirical analyses.
Findings
The research results show that consumers tend to sacrifice certain levels of affordability for moderate technological capability, a reputable brand, better portability and advanced charging functions or sacrifice certain levels of technological capabilities for a moderate price. Consumers with stronger environmentalism in PV substitution tend to prioritize median price levels, larger battery capacity and better portability, while being less sensitive to brand and showing less preference for advanced charging functions. Consumers with stronger nationalism in PV rivalry tend to prioritize reasonably higher prices, bigger brands, enhanced portability, more solar panels and advanced charging functions.
Practical implications
This research sheds light on consumer trade-offs between price, brand, portability, technological capability and charging function. It also explores how environmentalism and nationalism sentiments are associated with consumer decision-making. These insights carry valuable policy implications for fostering product innovation, supporting brand-building initiatives for small and medium-size enterprises, promoting market competition and preventing the weaponization of consumer nationalism.
Originality/value
As an emerging solar power product, the portable solar power bank holds significant potential for widespread adoption as a means to drive energy transition. Within the current context, two notable sentiments have surfaced: environmentalism, which pertains to the adoption of PV technology as a substitute for conventional energy sources and nationalism, which manifests in the PV rivalry between China and the USA. This research aims to investigate consumer preference related to this emerging product, specifically focusing on its relationship with these two sentiments.

Purpose
The purpose of this paper is to combine the entropy weight method with the cloud model and establish a fire risk assessment method for airborne lithium battery.
Design/methodology/approach
In this paper, the fire risk assessment index system is established by fully considering the influence of the operation process of airborne lithium battery. Then, the cloud model based on entropy weight improvement is used to analyze the indexes in the system, and the cloud image is output to discuss the risk status of airborne lithium batteries. Finally, the weight, expectation, entropy and hyperentropy are analyzed to provide risk prevention measures.
Findings
In the risk system, bad contact of charging port, mechanical extrusion and mechanical shock have the greatest impact on the fire risk of airborne lithium battery. The fire risk of natural factors is at a low level, but its instability is 25% higher than that of human risk cases and 150% higher than that of battery risk cases.
Practical implications
The method of this paper can evaluate any type of airborne lithium battery and provide theoretical support for airborne lithium battery safety management.
Originality/value
After the fire risk assessment is completed, the risk cases are ranked by entropy weight. By summarizing the rule, the proposed measures for each prevention level are given.

Abstract
Purpose
The purpose of this study is to investigate the impact of board secretaries’ characteristics on annual report readability using an original method that evaluates the readability of Chinese characters.
Design/methodology/approach
The authors manually collect board secretaries’ characteristics from the China Securities Market and Accounting Research database and obtain annual reports from the China Information website. Ordinary least square regression is applied to evaluate the impact, and then robustness tests and additional regression analyses are conducted.
Findings
Board secretaries’ legal-professional expertise, international expertise and role duality improve annual report readability. However, their political connections are negatively associated with it. The effect of expertise (role duality) is more pronounced for firms with lower ex ante litigation risk (board secretaries with equity holdings). Furthermore, higher readability increases the compensation of board secretaries, whereas lower readability increases their turnover. Finally, annual report readability is positively related to firm performance.
Research limitations/implications
The authors only investigate listed firms in China from 2007 to 2017 because of the difficulties of obtaining data and text mining.
Practical implications
The authors provide managerial insights for regulators aiming to establish an effective governance mechanism with Chinese characteristics. First, certain requirements for board secretaries’ expertise can improve annual report readability. Further, firms can consider appointing board members or senior executives as board secretaries to enhance disclosure quality.
Originality/value
To the best of the authors’ knowledge, this study is the first to verify the effect of board secretaries’ characteristics on disclosure quality, especially annual report readability. Moreover, this study proposes a novel measure of annual report readability for Chinese texts.

Abstract
Nonperforming assets in any banking system have stressed the economic health of nations. Resultantly, literature has given considerable impetus to predict failures and bankruptcy. Past studies have focused on the outcome of failures, while, there is a dearth of studies focusing on ongoing firms in bad shape. We plug this gap and attempt to identify underlying communication patterns for firms witnessing prolonged underperformance. Using text mining, we extract and analyze semantic, linguistic, emotional, and sentiment-based features in non-numeric communication channels of these poor-performing firms and their peers. These uncovered patterns highlight the use of vocabulary and tone of communication, in correspondence to their financial well-being. Furthermore, using such patterns, we deploy various Machine Learning algorithms to identify loser firm(s) way ahead in time. We observe promising accuracy over a time window of five years. Such early warning signals can be of critical importance to various stakeholders of a firm. Exploration of writing style-related features for any firm would help its investors, lending agencies to assess the likelihood of future underperformance. Firm management can use them to take suitable precautionary measures and preempt the future possibility of distress. While investors and lenders can be benefitted from this incremental information to identify the likelihood of future failures.
