Abstract
The paper provides an overview of recent developments in the provision of networked moving image and sound resources for UK higher and further education, initiated by JISC (Joint Information Systems Committee). The outcomes of the Imagination/Universities Network Pilot Project based at the universities of Glamorgan and Glasgow are outlined, and details are given of the work of JISC’s Moving Pictures and Sound Working Group, including the setting up of two national services (a Managing Agent and an Advisory Service) for moving picture and sound resources. Information is also given on four major new projects in this area funded as part of JISC’s programme to develop the DNER (Distributed National Electronic Resource) for learning and teaching, and the technical opportunities and challenges presented by networked moving picture and sound development are discussed.

Provides an overview of the activities of SCONUL (Standing Conference of University Libraries) with regard to quality assurance in higher education since 1993. Outlines the contribution of a joint working group set up by SCONUL and the Funding Council quality agencies; setting out the working group’s terms of reference, weaknesses identified in the inspection process for library support services for academic subjects, and setting out a checklist of aspects which assessors should be looking for. Concludes that SCONUL has an important future role with regard to quality assurance procedures for libraries in higher education, and with regard to the place of libraries and other learning resources in such institutions.

TeleData The 3‐year trial period of TeleData, the Norwegian version of videotex, is underway in the industrial sector. Some 20 companies are taking part and they will be joined in the Spring of 1980 by up to 100 terminals in the domestic sector. Negotiations are taking place with many potential information providers, including the newspaper group and the Norwegian Standards Association (which makes a database of its standards available via Scannet on the NSI computer) but only the Norwegian Centre for Information and the Norwegian Telephone Administration are actually providing information at present.

Abstract
Purpose
The purpose of this paper is to provide an overview of the process of commissioning adult social care services in England. It reflects the literature on commissioning at the strategic level followed by a section on operational or micro-commissioning. The rest of the paper focusses on the emergence of ideas about outcomes-based commissioning (OBC) in the field of adult social care and ends with critical consideration of the effectiveness of OBC in adult social care as applied to support and care provided in extra care housing.
Design/methodology/approach
The review of strategic and operational commissioning in adult social care in England (and Scotland in brief) is based on both policy documents and a review of the literature, as are the sources addressing OBC in adult social care particularly in extra care housing settings.
Findings
The core of this paper focusses on the challenges to the implementation of OBC in adult social care in the context of provision for residents in extra care housing. Of central importance are the impact of the squeeze on funding, increasing costs as a result of demographic change and the introduction of a national living wage plus the focus on the needs of service users through the idea of person-centred care and resistance to change on the part of adult social care staff and workers in other relevant settings.
