Abstract
Purpose
This research informs the intersection of climate and heritage policy development by examining the history of US energy policy as it relates to historic buildings, emerging policy tools to reduce greenhouse gas emissions, and the implications of a changing legislative landscape on historic buildings through the case of New York City.
Design/methodology/approach
This study employs a multi-method approach, including a review of US energy codes; discourse analysis of government records, energy studies, and reports related to historic buildings and energy; select research into energy-related heritage policy at the municipal level; and geospatial and statistical methods to analyze policy implications in the case study of New York City.
Findings
Historic buildings have long been afforded exemptions from energy code compliance in the US, and these waivers are widespread. Contemporary operating energy and greenhouse gas data, as well as energy justice findings about whom these waivers privilege, challenge these exemptions and signal a need for significant policy reform in light of climate change.
Originality/value
This study questions longstanding rhetoric about historic buildings being inherently green and supports the need for more evidence-based research to undergird heritage policy reform that is equitable and climate-responsive.

Abstract
Purpose
This study aims to consider how lesson study (LS) supports international graduate assistants (IGAs) teaching in settings that are culturally different from their own prior experiences as learners.
Design/methodology/approach
The authors used a single-case design to understand LS, including two IGAs and a domestic GA teaching at a US university. Data sources include audio recordings and field notes from LS sessions and lesson observations, data collected from online interactions, and individual interviews.
Findings
Qualitative analysis indicates IGAs felt their instruction improved as a result of participation, and they incorporated instructional practices aligned with norms in their new context. Through practical work with a narrow focus, IGAs collaborated with one another and with a more-experienced other. This created a context that reduced IGAs' cognitive dissonance, resulting in transformative teacher learning.
Practical implications
The findings suggest LS might provide supports for transformative learning for IGAs and other teachers, especially when they experience cognitive dissonance, such as that caused by culturally different classroom expectations.
Originality/value
This paper speaks to the identified need for supporting IGAs' understanding of values and norms undergirding pedagogy in their new contexts.

Abstract
Purpose
The nature of policework is uniquely challenging to officers’ mental health, producing detrimental outcomes such as higher rates of suicide, substance abuse and divorce compared to other occupations. This is especially true in small and rural police departments, where officers often have broader responsibilities and cover a larger geographic area than their counterparts who work in large urban departments. Given the limited resources available to small and rural police, the purpose of this study is to explore the mental health services available to officers in small and rural police departments.
Design/methodology/approach
We used a mixed methods approach. First, we surveyed 349 small and rural Pennsylvania police chiefs about the mental health services in their department. Of these chiefs, 53 participated in subsequent in-depth qualitative interviews about officer awareness of the mental health services available to them, what resources they thought would be helpful to officers and what barriers exist to prevent officers from seeking help.
Findings
Quantitative results indicated that 22% of small and rural police departments had no mental health programs available to officers; Critical Incident Stress Management and Employee Assistance Programs were most commonly available. Budget size and the presence of a union influenced whether a department had mental health programs available to officers. Qualitative interviews found that although most departments provided some mental health services, officers were unlikely to use them. Chiefs expressed a need for improved services that officers might be more likely to use.
Practical implications
Given the lack of resources available in small and rural police departments and the lack of adoption of some resources, we recommend peer assistance, general wellness programs and telehealth as feasible options for officer mental health.

Abstract
Purpose
Research on human trafficking largely focuses on large, urban areas, yet it is a problem in small, rural areas. Police in these areas must have the training to identify human trafficking and resources to combat the issue – both of which may be lacking in small, rural areas. The purpose of this project is to explore police chiefs' perspectives on human trafficking in small, rural areas.
Design/methodology/approach
A mixed-methods approach was used to assess Pennsylvania police chiefs' understanding of human trafficking and their perspective of the extent of the problem in their area. First, 349 police chiefs completed an online survey during the summer of 2020. Follow-up in-depth interviews were conducted with 52 police chiefs.
Findings
Most chiefs believed human trafficking is a problem in Pennsylvania (81%) or in their local area (12%). Logistic regression analysis indicated chief experience, department budget and the number of employees affect small and rural police chief perceptions of human trafficking. Qualitative analyses identified three themes of police chief perceptions of human trafficking: conflation with prostitution, definitional debates and competing beliefs about prevalence. Training on identifying human trafficking would benefit small and rural police departments. Chiefs recommended outside assistance investigating human trafficking cases and other state-level resources would be helpful.
Originality/value
Scant research exists on small and rural police departments in the United States, especially in regards to human trafficking. This study contributes to the literature by addressing this gap with a mixed-methods approach.

Most larger companies and corporations who own or lease multiple locations face challenges in designing, tracking and managing property. The following case study examines the work of the Facilities Design and Planning Group at Dow Jones & Co. The study follows the group’s efforts to improve the strategic efficacy of its operations by expanding its implementation of its computer‐aided facility management (CAFM) system and by developing some novel CAFM tools. These technologies are intended to reduce management costs by creating a central and comprehensive resource of facilities information. Both facilities professionals and those seeking facilities‐related information can then use this resource. These tools support day to day facilities operations, from master planning to project design and budgeting, from construction to lease management. Such technology increases accuracy through data validation, but remains flexible in reporting and inquiry. This paper documents both the evolution of these tools, and the decisions that guided their development. It aims to describe in detail the particular business circumstances that influenced Dow Jones’ efforts as well as expose the setbacks in using and expanding various aspects of the technology.

Abstract
Purpose
This study aims to explore the psychological effects of lockdown during the early stages of the COVID-19 pandemic on people living in an Italian prison. The suspension of family visits and most activities, along with the difficulties in applying social distancing to this vulnerable population was associated with increased psychological distress. Riots broke out over two days in more than 22 prisons across Italy at the beginning of March 2020, highlighting the negative psychological impact of the pandemic and the country’s emergency policies.
Design/methodology/approach
The research involves 17 men (Italians and foreigners) detained in a Lombardy prison from 1 March to 4 May 2020, corresponding to the lockdown phase in Italy. The qualitative content analysis (CA) of 27 posts, written by participants during that period and published on the blog “L’Oblò”, were analysed. The analysis allowed the identification of topics and subtopics that are related to two major categories of content: cognitions and emotional connotations about the COVID-19 lockdown in prison.
Findings
Analysis showed that blog post content was predominately negative in terms of emotional connotations. The most frequent coded negative emotional connotations were: missing, worry, psychological pain and fear, whilst the most frequent coded positive emotional connotations were: hope and gratitude for the support they received from prison workers. The rest of the blog content was coded as “cognitions”. Cognitions were coded as descriptions of lockdown effect on detention; prison during the COVID-19 emergency; the pandemic situation in general; and comparison between inside and outside prison.
Originality/value
The current study is original as it describes through blog CA the psychological condition of prisoners during the first COVID-19 pandemic lockdown in the most affected region in Italy.

Findings
The necessary raw materials for an integrative solution are two opposing models. By exposing your model to other models through interaction, together you can utilize pieces of those models to generate a new one.
Practical implications
We see the value of prototyping solutions – expecting to be only partially right with the first prototype and learning a lot from putting the ideas into action, seeing what works and what doesn’t, and improving iteratively.
Originality/value

Abstract
Purpose
The purpose of this study is to examine what teachers notice in their own enactment of eight high leverage practices as well as the patterns of interactions between the teachers and their peers when participating in video-based lesson study.
Design/methodology/approach
Each teacher taught and uploaded video from one lesson to a platform, which allowed video annotation, for their lesson study team. There were nine lesson study teams. This study used a qualitative design to examine the teachers' comments on their own videos as well as the patterns in the comments between peers on lesson study teams.
Findings
Teachers noticed both positive instantiations as well as opportunities for growth in their enactment of: using and connecting mathematical representations, posing purposeful questions and supporting students' productive struggle. Analysis displayed a pattern of exchanges where peers coached, validated, empathized and pushed each other beyond their comfort zone as critical peers.
Research limitations/implications
Although not all lesson study teams were made up of school-based teams and the teachers shared short recordings of their teaching, this research contributes to the understanding of how adapting lesson study by using video can help teachers notice their instantiation of teaching practices and peers can support and push one another towards ambitious instruction. Future research could extend this work by investigating the impact of video-based lesson study on teachers in isolated areas who may not have professional learning networks.
Practical implications
Video-based LS may help to overcome barriers to the implementation of lesson study, such as the challenge of scheduling a common release time for lesson observation and the financial burden of funding substitute teachers for release time.
Originality/value
The current realities of COVID-19 creates an opportunity for mathematics educators to reimagine teacher professional development (PD) in ways that push the field forward. In light of this disruption, the authors propose an innovative model of utilizing video-based Lesson Study (LS; Lewis, 2002) with peer coaching to offer PD opportunities with methodological considerations for both mathematics researchers and teacher practitioners. The authors document and analyze a collection of online LSs that were taught by a focal teacher and recorded for the peers in the LS group. Video-based LS PD structure allowed the authors to examine how they can leverage this online model of LS to analyze student thinking and learn about teaching rich tasks in an online environment using eight teaching practices. Through their paper the authors will detail the necessary features of online LS specifically using a video annotation tool like Goreact and how video can be used to enhance the professional learning of the mathematics teaching practices (MTPs; NCTM, 2014) and the noticing of student thinking (Jacobs et al., 2010; Sherin and van Es, 2009; van Es and Sherin, 2002, 2008). In addition, the authors will document the norms that were established in the online LS community that impacted collaboration of LS teams and developed strong peer coaching relationships. The online LS PD design also supports collaboration of teachers from varying contexts, promotes professional growth and demonstrates how educators might leverage peer coaches as social capital within their schools to develop teachers along the professional continuum.
