Abstract
Purpose
This study aims to investigate the role of the public health advocacy coalition (PHC) in the context of policy change. Using the “advocacy coalition framework” theory, this study examines how new ideas and the transformation of the policy subsystem influenced the adaptation of strategy, framing and messaging used by PHC actors.
Design/methodology/approach
A detailed policy case study was conducted based on a range of primary documents and individual semi-structured interviews (n = 34) with key decision-makers, civil servants, NGO leaders, public health experts and AI representatives.
Findings
In 2020, the Lithuanian PHC coalition became involved in policy-making with a slightly re-framed strategy, which was based on public health priorities and scientific research evidence. The priorities and relevant activities were aimed at maintaining a wide range of regulative measures. The PHC advocates focused on and prioritised arguments pertaining to the social and economic harms of alcohol. This framework created some ground for policy-influencing action and was important for debates with AI actors. The PHC put a great deal of pressure on Members of Parliament to continue the implementation of evidence-based policies.
Originality/value
Over two decades, Lithuanian alcohol policy has shifted in waves, from liberalisation to stricter control interventions. The previous wave of strict alcohol policy was effective from the perspective of the measures implemented, and it also reduced alcohol-related harm. In 2020, two liberal and conservative parties focused on a laissez-faire approach to the elimination of some unfavourable restrictions for the alcohol industry (AI).

Abstract
Purpose
The study aims to assess military procurement strategy in NATO countries labelled as emerging markets (Czechia, Slovakia and Lithuania) and capitalist Norway, which vary in national culture as indicated by the Hofstede Culture Compass.
Design/methodology/approach
This comparative case study analyses the procurement of a simple, mass-produced, off-the-shelf military product (FN Herstal MINIMI gun) in four small but very economically free countries from 2008 to 2023. The study answers the research question of how the unit price of MINIMI guns varies across post-communist and historical NATO countries distinguished by the variables operationalising national culture.
Findings
The general disability of the government to control corruption deviates the strategy of military procurement in post-communist defence institutions from an effective strategy of liberal capitalism, minimising the unit price and risks (Norway), to an odd strategy maximising the unit price and risks by preferring middlemen as agent of hidden agenda (Czechia).
Research limitations/implications
Some defence institutions in post-communist countries may be burdened by legislature capture, and detailed research is needed to determine this.
Practical implications
The authors argue that national culture may contribute to significant goal displacement in the procurement strategy adopted by the government in an economically liberal state.
Social implications
Without perfecting the control of corruption in post-communist defence institutions, the NATO burden-sharing debate on 2% of GDP will remain controversial.
Originality/value
With variables characterising national culture and the government’s ability to control corruption, the study elucidates a slow pace of convergence of post-communist countries to NATÓs values and procedures.

Purpose
The purpose of this paper is to define the problem and to initiate discussion on library evaluation as significant part of institutional evidence-based management from public administration approach.
Design/methodology/approach
In order to fulfilling the purpose, special attention to present the concepts of valuing information, library performance evaluation, measurement, etc. is drawn, main evaluation functions are analysed. Economic aspects of information services vs intellectual ones are discussed. Consistent patterns and principles of public administration as well as possibilities of public administration influence in creation of systematic base of library performance evaluation as well as of information services impact to the user are analysed.
Findings
The paper provides insights about different aspects of information services evaluation. Results of analysis of economic aspects of information services vs intellectual ones are presented, consistent patterns and principles of public administration, possibilities of public administration influence in creation of systematic base of library performance evaluation as well as of information services impact to the user possibilities are presented.
Originality/value
The paper fulfills need to study how public administration could involve library evaluation as tool for evidence-based decision making.

Year 2004 was influenced by the strike in the National Hockey League. The reason of this strike was the option of adoption of the wage ceiling for the NHL players. The paper stresses the attention to the problem how to account and measure the possibility of the players’ contracts with options in the new model. We are dealing with the following hypothesis: “Is possible to use the experiences of valuation of financial options not only to ROA (Real Options Analysis) but also for valuation of players’ contracts with option?” The modified Black‐Scholes Formula is one of the possible solutions how to measure the value of the option clause.

Purpose
Ceramic materials and glasses have become important in modern industry as well as in the consumer environment. Heat resistant ceramics are used in the metal forming processes or as welding and brazing fixtures, etc. Ceramic materials are frequently used in industries where a wear and chemical resistance are required criteria (seals, liners, grinding wheels, machining tools, etc.). Electrical, magnetic and optical properties of ceramic materials are important in electrical and electronic industries where these materials are used as sensors and actuators, integrated circuits, piezoelectric transducers, ultrasonic devices, microwave devices, magnetic tapes, and in other applications. A significant amount of literature is available on the finite element modelling (FEM) of ceramics and glass. This paper gives a listing of these published papers and is a continuation of the author's bibliography entitled “Finite element modelling of ceramics and glass” and published in Engineering Computations, Vol. 16, 1999, pp. 510‐71 for the period 1977‐1998.
