Abstract
Purpose
In this paper, the authors examine the strategies used to reduce labour costs in three public hospitals in South Africa, which were effective and why. In the democratic era, after the revelations of large-scale corruption, the authors ask whether their case studies provide lessons for how public service institutions might re-make themselves, under circumstances of austerity.
Design/methodology/approach
A comparative qualitative case study approach, collecting data using a combination of interviews with managers, focus group discussions and interviews with shop stewards and staff was used.
Findings
Management in two hospitals relied on their financial power, divisions between unions and employees' loyalty. They lacked the insight to manage different actors, and their efforts to outsource services and draw on the Extended Public Works Program failed. They failed to support staff when working beyond their scope of practice, reducing employees' willingness to take on extra responsibilities. In the remaining hospital, while previous management had been removed due to protests by the unions, the new CEO provided stability and union–management relations were collaborative. Her legitimate power enabled unions and management to agree on appropriate cost cutting strategies.
Originality/value
Finding an appropriate balance between the new reality of reduced financial resources and the needs of staff and patients, requires competent unions and management, transparency and trust to develop legitimate power; managing in an authoritarian manner, without legitimate power, reduces organisational capacity. Ensuring a fair and orderly process to replace ineffective management is key, while South Africa grows cohorts of competent managers and builds managerial experience.

Abstract
Today, appearance is an integral aspect of a politician's image and personality and therefore his or her brand (Budesheim & DePaola, 1994; Sanghvi & Hodges, 2015; Smith & French, 2009). While appearance is critical to political marketing, most of the research focusing on appearance in politics is experimental in nature (Lenz & Lawson, 2011; Olivola & Todorov, 2010; Todorov et al., 2005). This study investigates the importance of appearance for marketing politicians through a qualitative interpretivist framework that offers implications for theory. Moreover, this chapter offers a specific focus on the importance of appearance for female politicians.
Research shows women face greater scrutiny on their appearance (Carlin & Winfrey, 2009; Sanghvi, 2018). This chapter examines myriad of issues women in politics face based on their appearance. It also examines how women have successfully managed the issue of appearance at local, state and national levels. Thus, this study delivers a multifaceted view of the topic and facilitates the understanding of how appearance management enters into the political marketing process.

Even before these words appear in type we may be involved in the more intense struggle for the very existence of our country which everyone seems to think must come sooner or later. A CORRESPONDENT complains that he has undertaken a course for his final examination, after spending six years from Dunkirk to the Elbe far removed from library opportunities—only to find that librarians and libraries are building up their staffs now. The Times Literary Supplement, he says, carries column after column of advertisements of desirable posts for which he, as he thinks, is a desirable and legitimate aspirant, but he is barred by his academic obligations. This appears to be a genuine grievance and we place it first in these notes in the hope that authorities, and especially librarians, may be induced to consider it. It may be answered that there is a present urgent need to tune up libraries of every kind to meet the great public need and that many of them have already waited some years. It is perhaps a pity that they did not wait a little longer so that the men who deserve most of the country could have been brought into the competition.

Abstract
The management of children′s literature is a search for value and suitability. Effective policies in library and educational work are based firmly on knowledge of materials, and on the bibliographical and critical frame within which the materials appear and might best be selected. Boundaries, like those between quality and popular books, and between children′s and adult materials, present important challenges for selection, and implicit in this process are professional acumen and judgement. Yet also there are attitudes and systems of values, which can powerfully influence selection on grounds of morality and good taste. To guard against undue subjectivity, the knowledge frame should acknowledge the relevance of social and experiential context for all reading materials, how readers think as well as how they read, and what explicit and implicit agendas the authors have. The good professional takes all these factors on board.

Abstract
Purpose
This study aims to explore worldwide innovative solutions that have been proposed to mitigate the effects of COVID-19 pandemic on people’s mental health.
Design/methodology/approach
A qualitative methodology is adopted, which performs an exploratory study considering the innovative projects identified by the Observatory for Public Sector Innovation framework. Additionally, the analysis of the relevance and characteristics of these projects are explored considering a multidimensional framework composed of five dimensions: novelty level; social need; improvement of society; sector neutrality; and level of emergence.
Findings
The findings reveal that the number of projects in the field of mental health is low, despite their strong relevance to their communities. These projects arise from a strong social need to protect especially the most vulnerable groups in this pandemic and involve a large number of partners in the public sector, business and civil society. The role of volunteering in the revitalization and growth of these initiatives is also recognized.
Originality/value
This study is relevant in both the theoretical and practical dimensions. It allows the exploration of these projects considering the dimensions of social innovation and offers practical implications that allow these projects to be replicated in other countries and regions.
