Abstract
Purpose
The purpose of this paper is to focus on Public Safety Networks (PSNs) created and used in the USA at the state level. Empirical analysis describes the formation and use of extant state‐level PSNs, based upon factors representing rational choice and institutional theories.
Design/methodology/approach
Contextual data representing 160 different characteristics and descriptors of state‐level attributes produces two factors that evidence an underlying structure consistent with rational choice and institutional theories. Using these factors as predictors, the authors employ multiple regression analysis to explain differences in size and maturity among state public‐safety collaborations. The size and maturity indicators come from extensive survey data collected in phone interviews with senior personnel at 80 PSNs.
Findings
Consistent with rational choice theory, higher needs and resources predict larger PSN size. Contrary to expectations, institutionalization rather than a culture of innovation is associated with PSN maturity, and suggests that maturity brings positive benefits, such as more experience, better operational routines and increased organizational competence.
Research limitations/implications
This study moves beyond the usual case study approach to empirically investigate theoretical explanations for state‐level collaboration characteristics.
Originality/value
The authors' research investigates the social and environmental backdrop against which PSNs are implemented, to improve understanding of the state‐specific settings in which PSNs currently reside and develop. Given the financial and human resources involved in PSN creation and implementation, their initiators would benefit from a better understanding of governmental settings linked to PSN success. Identification of potential success or risk factors advances understanding of the underlying dynamics of interagency collaboration efforts.

Distributions of index terms have been used in modelling information retrieval systems and databases. Most previous models used some form of the Zipf distribution. This work uses a probability model of the occurrence of index terms to derive discrete distributions which are mixtures of Poisson and negative binomial distributions. These distributions, the generalised inverse Gaussian‐Poisson and the Generalised Waring give better fits than the simpler Zipf distribution, particularly in the tails of the distribution where the high frequency terms are found. They have the advantage of being more explanatory and can incorporate a time parameter if necessary.

Abstract
Purpose
The purpose of this paper is to provide and illustrate a framework for the role of governance mechanisms in information sharing among supply chain members. The importance of trust in governing interorganizational relationships is emphasized.
Design/methodology/approach
Trust, bargaining power, and contract are three key constructs supporting the governance of information sharing and material flow coordination in supply chains. A conceptual framework showing how these governance mechanisms affect coordination and ultimately, supply chain performance is presented. Four types of trust – calculative, competence, integrity, and predictability – are thought to play an important role in determining the efficacy of information sharing. Three research questions are posed on the relationships among trust, bargaining power, contracts, and information sharing in supply chain coordination. These governance issues are shown to be key factors in the supply chain business model, as illustrated in a case study from the retail distribution industry in the USA where collaborative planning, forecasting and replenishment is used to exchange supply and demand forecasts.
Findings
An example from the retail distribution industry shows that the three constructs of the governance framework are intertwined. Trust as a governance mechanism plays a crucial role in sharing information among business partners.
Research limitations/implications
The proposed framework is illustrated with a single case. It will need to be tested empirically for supply chains across different industries.
Originality/value
The paper presents a governance mechanism framework for supply chain information sharing. Knowledge of the role of governance mechanisms in information sharing coordination will help chain members to realign business relationships and contribute to improved overall operational performance of the chain.

Purpose
This to show how critical success factors (CSFs) from practitioner-oriented research can be tested and used to generate new theory.
Design/methodology/approach
This paper uses an extended example regarding the integration of IT departments following organizational mergers and acquisitions to illustrate in proof of concept that such practitioner-oriented research can generate new substantive theory and be used to begin a cycle of representation-testing leading to enhancing domain knowledge. The method used consists of the identification of an exemplary practitioner-oriented research article, restatement of CSFs into testable propositions, gathering data through interviews with phenomenon participants, analyzing and interpreting data relative to these CSFs, then presenting the results pertaining to these CSFs and observations from examining them holistically.
Findings
No CSFs were affirmed in all cases, neither were they rejected in all cases. The pattern of answers reveals a significant difference between factors representing general management best practices and technical practices. The higher frequency among management factors shows a relative universality to these items, whereas the technical issues are noted less frequently as they each apply to smaller subsets of all post mergers and acquisitions integrations but remain critical when they do apply. This set of responses suggests that the frequency of responses does not indicate the importance of any given factor across settings.
Research limitations/implications
This study suggests (1) CSFs, while generally helpful, can also be misleading when applied such that, where of potential importance, they can be brought into a theorizing mode for refinement and extraction of additional knowledge; (2) that CSFs can be sorted into those tending toward general management principles that apply most frequently in contrast to those of critical importance but applicable across fewer situations; and (3) that as a proof of concept the case to theory transformation method can work to introduce heuristic knowledge into a process-initiating theorizing, raising prospects for subsequent continued improvement.
Practical implications
Assuming robust reporting of CSFs in well-conducted cases, this study knows that at least in one setting these factors were important in achieving particular results. However, this study does not know, without subsequent testing and theorizing, whether the factor applies across circumstances and whether it requires particular handling (e.g. timing may be critical but relies on varied conditions to indicate when actions need be taken). By theorizing based upon CSFs for important IS phenomena, the authors create a bridge between knowledge as used in practice and the scientific tools for increasing its value over time.
Originality/value
Although the authors know of case and multiple case studies surfacing best practices in post mergers and acquisitions integrations, they know of no broad studies across numerous organizations; they also know of no studies demonstrating the relationship of management and technical CSFs in an IS phenomenon. Further, although there are other techniques advocated for theory initiation and building, the authors know of none that transforms heuristic or anecdotal knowledge for subsequent theorizing and continual improvement at a more detailed level than mid-range theory.

Purpose
The purpose of this paper is to broadly explore the contributions of supply chain proficiency in relation to sustainable enterprise excellence, resilience and robustness (SEER2).
Design/methodology/approach
A pre-existing SEER2 model, referred to as the Springboard to SEER2, is put under the microscope to determine specific interactions of supply chain proficiency with six key areas of the Springboard: triple top-line strategy and governance; strategy execution via policies, processes and partnerships; financial and marketplace performance and impact; sustainability performance and impact; human ecology and capital performance and impact; and social-ecological and general innovation and continuous improvement performance and impact.
Findings
Supply chain proficiency is integral to attainment of SEER2. As such, supply chain proficiency must be thoughtfully and strategically approached, with success critical to enterprise contribution to mitigation or solution of wicked global challenges ranging from climate change, to food insecurity, to societal conflict.
Originality/value
This paper reveals in depth the centrality of supply chain proficiency to SEER2, suggesting that such models as those behind America's Malcolm Baldrige National Quality Award and the European Quality Award might be enhanced by more deeply considering supply chain contributions to business and performance excellence. Supply chains are at present peripheral to such models, thereby providing essentially isolated views of enterprises in an age where supply chain collaboration is increasingly the norm.
