Leaking underground fuel storage tanks are a major environmental hazard in the U.S. Several studies have dealt with leaking tanks caused by external corrosion of the steel tanks. This review documents reports of tank leakage caused by internal corrosion and offers recommendations for preventing internal corrosion in underground tanks.

Abstract

IF YOU should ever have a mind to experience the flavour of life in the British public library service during the early decades of this century, you could not do better than turn to the contemporary files of the periodicals of librarianship. Apart from its beastlier aspects, to which only a George Orwell could have done justice, the library journals reflected pretty well the public library world as it used to be: impoverished and imperfect, but optimistic and resilient.

Abstract

The method of making a series of similarly shaped structural elements adapted to occupy spaced positions in a constructional assembly, comprising the steps of forming the individual elements of said series as a structural member having a plurality of angularly related faces similar to each other in shape but differing in size so that the outer contour of a smaller element is substantially congruent to the inner contour of a larger element, by corrugating a piece of sheet metal so as to include the angularly related faces of all said elements connected with each other along their congruent contours respectively, and each part of each element being spaced from the corresponding part of the adjacent element by a distance which is proportional to the spacing which such portions will have in the finished assembly, and separating the similarly shaped elements of said blank by cutting the blank along spaced parallel lines which are located in corresponding positions in adjacent portions.

Abstract

British public administration has endured radical antistate reforms since 1979. This essay outlines the three phases of these administrative reforms, their sources of support, underlying rationales, basic institutional elements as well as their limitations. As a result of profound administrative changes, UK academic administrative sciences have undergone a redefinition and relabelling. Yet, there is still not a distinctive British School of public administration, nor a pronounced shift to Continental European thinking. Indeed, the author concludes, “UK academic public administration is still more that of a North American satellite than a core European State.”

Abstract

Financial assurance rules, also known as financial responsibility or bonding requirements, foster cost internalization by requiring potential polluters to demonstrate the financial resources necessary to compensate for environmental damage that may arise in the future. Accordingly, assurance is an important complement to liability rules, restoration obligations, and other regulatory compliance requirements. The paper reviews the need for assurance, given the prevalence of abandoned environmental obligations, and assesses the implementation of assurance rules in the United States. From the standpoint of both legal effectiveness and economic efficiency, assurance rules can be improved. On the whole, however, cost recovery, deterrence, and enforcement are significantly improved by the presence of existing assurance regulations.

Abstract

3‐D Reluctance Network Method has proved as an effective, experimentally verified method of an evaluation of leakage fields and interactive design of screens. Though relative loss distribution is also easy to obtain the evaluation of absolute value — due to higher order of nonlinearity is much more difficult. In the paper analysis of this problem and simplified method of total loss calculation in tank wall, with semiempirical correction is given.

Abstract

The review of food consumption elsewhere in this issue shows the broad pattern of food supplies in this country; what and how much we eat. Dietary habits are different to what they were before the last War, but there have been few real changes since the end of that War. Because of supplies and prices, shifts within commodity groups have occurred, e.g. carcase meat, bread, milk, but overall, the range of foods commonly eaten has remained stable. The rise of “convenience foods” in the twenty‐five year since the War is seen as a change in household needs and the increasing employment of women in industry and commerce, rather than a change in foods eaten or in consumer preference. Supplies available for consumption have remained fairly steady throughout the period, but if the main food sources, energy and nutrient content of the diet have not changed, changes in detail have begun to appear and the broad pattern of food is not quite so markedly stable as of yore.
