Abstract

While Kentucky lags somewhat in the exploitation of new technologies and is last in the Southeast for percentage of state general fund investments in technology, it probably leads the country in broad‐based, state‐level participation by all types of government agencies in technology planning. The Kentucky Information Resource Management Commission (KIRM), established under KRS 61.945, and its two primary sub‐groups, the Communications Advisory Council (CAC) and the Geographic Information Advisory Council (GIAC), provide a forum for participation by state executive agencies, local governments, and public universities. The statutory “roles and duties” assigned KIRM are detailed in sidebar 1.

Abstract

Describes the history and evolution of the Kentucky Library Network from an independent, not‐for‐profit organization to a membership‐based, state‐operated organization. Covers some of the key points of transition in this process and describes an evolving philosophy of inclusion and expansion. Notes the somewhat unique connections of Kentucky’s library services community with nonlibrary organizations as examples of how KLN Inc. has developed connections with mainstream information resource‐sharing activities in that state. Includes breakdown of current membership and cost‐sharing elements to illustrate how this networking structure operates its financial base.

Abstract

Purpose

The purpose of this paper is to identify capital flows due to trade misinvoicing in 30 African nations.

Design/methodology/approach

Data from 30 African nations were examined for deviations from average import and export prices as an indicator of capital flows This paper uses US customs data to document the amount of capital flows which may be hidden in commodity trade. Deviations from average prices (price filter matrix) within these commodity classes are used to identify abnormal prices and to produce conservative estimates of the amount of capital movement from 30 countries in Africa to the USA.

Findings

The results of this study demonstrate that, between 2000 and 2005, capital outflows from all 58 countries in Africa to the USA grew by more than 50 percent, through both low‐priced exports and high‐priced imports.

Research limitations/implications

A clear understanding as to the true purpose of the overall capital movement is not easy to determine from the data. Approximately half of the countries (16 out of 30) utilized low‐priced exports as a means to move more money into the USA, while the other half (14 out of 30) used high‐priced exports to move the most money.

Practical implications

When trade misinvoicing is used as a tool to move capital in and out of a country or continent in order to evade taxes and/or customs duties, avoiding quotas, smuggling, and laundering illegally obtained money, or as a means of capital flight, the economic development of the given country is severely hindered. This movement of capital may be due to tax evasion, duty reduction, money laundering, capital flight, or other reasons beyond the scope of this paper.

Originality/value

The technique of using a price filter matrix can be of value to researchers and governments to identify capital flows due to trade misinvoicing.

Abstract

In this study we examine how resource-constrained organizations can maneuver for competitive advantage in highly institutionalized fields. Unlike studies of institutional entrepreneurship, we investigate competitive maneuvering by an organization that is unable to alter either the regulative or normative institutions that characterize its field. Using the “Moneyball” phenomenon and recent changes in Major League Baseball as the basis for an intensive case study of entrepreneurial actions taken by the Oakland A’s, we found that the A’s were able to maneuver for advantage by using bricolage and refusing to enact baseball’s cognitive institutions, and that they continued succeeding despite ongoing resource constraints and rapid copying of their actions by other teams. These results contribute to our understanding of competitive maneuvering and change in institutionalized fields. Our findings expand the positioning of bricolage beyond its prior characterization as a tool used primarily by peripheral organizations in less institutionalized fields; our study suggests that bricolage may aid resource constrained participants (including the majority of entrepreneurial firms) to survive in a wider range of circumstances than previously believed.

Abstract

The Bureau of Economics in the Federal Trade Commission has a three-part role in the Agency and the strength of its functions changed over time depending on the preferences and ideology of the FTC’s leaders, developments in the field of economics, and the tenor of the times. The over-riding current role is to provide well considered, unbiased economic advice regarding antitrust and consumer protection law enforcement cases to the legal staff and the Commission. The second role, which long ago was primary, is to provide reports on investigations of various industries to the public and public officials. This role was more recently called research or “policy R&D”. A third role is to advocate for competition and markets both domestically and internationally. As a practical matter, the provision of economic advice to the FTC and to the legal staff has required that the economists wear “two hats,” helping the legal staff investigate cases and provide evidence to support law enforcement cases while also providing advice to the legal bureaus and to the Commission on which cases to pursue (thus providing “a second set of eyes” to evaluate cases). There is sometimes a tension in those functions because building a case is not the same as evaluating a case. Economists and the Bureau of Economics have provided such services to the FTC for over 100 years proving that a sub-organization can survive while playing roles that sometimes conflict. Such a life is not, however, always easy or fun.

Neal M. Ashkanasy has a Ph.D. in Social and Organizational Psychology from the University of Queensland, and has research interests in leadership, organizational culture, and business ethics. In recent years, his research has focused on the role of emotions in organizational life. He has published his work in journals such as the Academy of Management Review, the Academy of Management Executive, and the Journal of Management, and is co-editor of three books: The Handbook of Organizational Culture and Climate (Sage) and Emotions in the Workplace; Theory, Research, and Practice (Quorum); Managing Emotions in the Workplace (ME Sharpe). He is a past Chair of the Managerial and Organizational Cognition Division of the Academy of Management.Claire E. Ashton-James is completing an Honors degree in Business Management through the University of Queensland Business School. Her undergraduate degree majors were in philosophy, music, and psychology. Her present research interest is in the role of the impact of cognitive information processing capacity on emotion regulation and social functioning.Cary L. Cooper is Professor of Organizational Psychology and Health, Lancaster University Management School, Lancaster University. He is the author of over 80 books and over 300 academic journal articles. Quick is Director, Essential Drugs and Medicines Policy (EDM) for the World Health Organization, Geneva. He joined WHO in 1995 after 20 years in international health, serving in Pakistan, Kenya, and over 18 other countries in Africa, Asia, and Latin America. He has authored or edited ten books, including as senior editor of Managing Drug Supply (1997/1978), and over 40 articles and chapters on essential drugs, public health, and stress management. He is a Diplomat of the American Board of Family Practice, and a Fellow of both the Royal Society of Medicine (UK) and the American College of Preventive Medicine. Abstract

Scotland's day of reputation in publishing came with the Foulises, who set a standard not only for Scotland but also for Europe. Robert Foulis, who was inspired by Dr. Francis Hutcheson to become bookseller and printer, opened his shop in Glasgow about 1741. He and his brother Andrew had visited the Continent on occasions, devoting themselves to studying the printing houses there. In a letter written by Thomas Innes of the Scots College of Paris, a well‐known Jacobite, to James Edgar, Secretary to the Chevalier de St. George at Rome, he tells about the departure of the brothers from Paris, and says that they returned home by London bringing with them six or seven hogsheads of books they had bought up in France. On their return to Glasgow, Robert opened out as a bookseller, his printers being Urie & Co., a firm some of whose issues are of higher quality than had to that date been achieved in Scotland. There was an obvious leaning to the classical side in the early Foulis publishing, and this inclination increased as the connexion with the University became cemented.
