Abstract
Purpose
This study first aimed to investigate the differences in drug driver detection rates between a trial of randomised and targeted enforcement operations. The second aim was to identify which indicator categories are most commonly used by police to target drug drivers and to assess the effectiveness of targeted drug testing. Finally, this study aimed to quantify what specific indicators and cues (of the overarching categories) triggered their decision to drug test drivers and which indicators were most successful.
Design/methodology/approach
This research examined the detection rates in a trial comparison of randomised and targeted roadside drug testing (RDT) operations as well as the methods utilised by police in the targeted operations to identify potential drug driving offenders.
Findings
Visual appearance was by far the most commonly utilised indicator followed by age, police intelligence on prior charges, vehicle appearance and behavioural cues. However, the use of police intelligence was identified as the most successful indicator that correlated with positive oral fluid testing results. During the randomised RDT operations, 3.4% of all drivers who were tested yielded a positive roadside oral fluid result compared to 25.5% during targeted RDT operations.
Research limitations/implications
The targeted RDT approach, while determined to be an effective detection methodology, limits the overall deterrent effect of roadside testing in a more general driving population, and the need for a balanced approach to ensure detection and deterrence is required. This study highlights that by focussing on night times for randomised RDT operations and the identified effective indicators for targeted operations, an effective balance of deterrence and detection could be achieved.
Practical implications
While the presence of a single indicator is not indicative of a drug driver, this study highlights for police which indicators currently used are more effective at detecting a drug driver. As a result, police could adapt current RDT procedures to focus on the presence of these indicators to support drug driver detection.
Originality/value
This is a world-first study that examines both randomised and targeted roadside drug testing. This study controls for location and time of day while using the same police unit for roadside testing, thus is able to make direct comparisons between the two methodologies to determine the effectiveness of police targeting for roadside drug testing. Furthermore, this study highlights which indicators used by police results in the highest rate of positive roadside drug tests.

Purpose
Building on the notion of “White fragility,” this study aims to explore how Whites react and cope with perceived discrimination at work. Specifically, the authors explore whether: (1) Whites react more negatively than minorities when they perceive discrimination at work and (2) Whites are more likely than minorities to restore the status quo by leaving the situation when they perceive discrimination at work.
Design/methodology/approach
Data for this study were obtained from the Professional Worker Career Experience Survey. In total, 527 working professionals from multiple organizations across the central USA participated in the survey.
Findings
The authors find evidence that Whites experience more negative psychological effects (i.e. lower job satisfaction and higher work stress) from perceived discrimination than minority employees and are more likely to act to restore conditions of privilege by leaving their current job and employer. The stronger negative effects of perceived discrimination for Whites (vs minorities) were restricted to work outcomes (job satisfaction, work stress, turnover intentions from one's employer) and were not evident with respect to perceptions of overall well-being (i.e. life satisfaction), suggesting that White fragility may play a particularly influential role in work settings, wherein racial stress may be more readily activated.
Originality/value
Consistent with the notion of White fragility, the study’s results demonstrate that the deleterious impact of perceived discrimination on employee work outcomes may, in some cases, be stronger for White than minority employees.

Abstract
This introduction to the essays that follow argues that the chief problem with the dominant understanding of world affairs in the disciplines of International Relations and International Political Economy, including their Marxist versions, is an a historical, non-contradictory and economically cosmopolitan conception of capitalism. In their place, geopolitical economy is a new approach which returns to the conception of capitalism embodied in the culmination of classical political economy, Marxism. It was historical in two senses, distinguishing capitalism as a historically specific mode of social production involving by value production and understanding that its contradictions drive forward capitalism’s own history in a central way. This approach must further develop and specify uneven and combined development as the dominant pattern in the unfolding of capitalist international relations, one that is constitutive of its component states themselves. Secondly, it must understand the logic of the actions undertaken by capitalist states as emerging from the struggles involved in the formation of capitalist states and from the contradictions that are set in train once capitalism is established. Finally, it must see in the ways that class and national struggles and resulting state actions have modified the functioning of capitalism the possibilities of replacing the disorder, contestation and war that are the spontaneous result of capitalism for international relations the basis for a cooperative order in relations between states, an order which can also be the means for realising the permanent revolution and solidifying its gains on the international or world plane.

As computers have become more pervasive it is also clear that they have demanded new standards of attention from us and given rise to radically different training needs. Nowhere is this more evident than in the area of data input: data demanded for computer analysis is now greater than ever before. At the same time, there has been a growing requirement for data of high quality and precision. Unfortunately, the quality now being sought is often well beyond the capability of the average (unaided) human operator. A relatively new piece of equipment overcomes many of the problems associated with data input by effectively recording data where they are generated. In fact, PORTABLE DATA TERMINALS (or hand held recorders) are just another example of a computer function being transferred from the hands of the specialist to those of the user. Of course, this is highly desirable as long as the user is properly trained to operate the new equipment. Unfortunately, as we have seen in so many related areas of technology, this does not always occur. The result is that standards do not improve, and may actually worsen. Hence, it is critical for all concerned that training in the use of portable terminals should be properly understood. Before we analyse training needs in 3 below, we first examine how terminals are currently being used (in 1) and comment on some of the useful ancillary equipment (in 2).

Purpose
The purpose of this paper is to explore whether an in-service life teacher training program can improve boarding students’ health, behavior, and academic performance.
Design/methodology/approach
The authors conducted a cluster-randomized controlled trial to measure the effect of life teacher training on student health, behavior, and academic performance among 839 boarding students in ten central primary boarding schools in Shaanxi. And the authors also tried to identify why or why not life teacher training works. Both descriptive and multivariate analysis are used in this paper.
Findings
The authors find significant improvements in health and behavior. Specifically, compared to boarding students in control schools, 15 percent fewer students in treatment schools reported feeling cold while sleeping at night. The results also showed that student tardiness and misbehaviors after class declined significantly by 18 and 78 percent, respectively. However, the in-service life teacher training program had no measurable impact on boarding students’ BMI-for-age Z-score, number of misbehaviors in class, and academic performance. The analysis suggests that improved communication between life teachers and students might be one mechanism behind these results.
Originality/value
This is the first empirical work which explored how to improve the welfare of boarding students via their life teachers. Because of the sudden increase in boarding students in rural China, it is almost certain that school personnel lack experience in managing boarding students. As such, one promising approach to improving student outcomes might be in-service training for life teachers.

When men still alive to‐day were young, not a single cargo of chilled or frozen meat, of fruit or of dairy produce from the Southern Hemisphere, had been landed in this country. We have, that is, lived in the last generation through a dietetic revolution which has left us to a large and increasing extent dependent on foodstuffs grown at the ends of the earth and consumed weeks or even months after they leave the places of their origin. Fifty years ago Australia was importing butter, and a century ago the first cow was imported into New Zealand—where there are to‐day more cattle than men. This change in the balance of trade has created a series of new problems in practical science. Some of these have been solved in part, others remain impregnable, and all urgently call for solution; for every year, and almost every month, damage to cargoes is suffered that has its origin in our imperfect knowledge of how to submit perishable goods to the ordeal of prolonged ocean carriage. Beef, to take an obvious example, is hard to bring satisfactorily from Australia. There are two methods by which meat may be preserved, freezing and chilling. The same installation is used in both cases, but for the former, the machine requires to be more powerful, since the temperature of the meat must remain well below 32 degrees F. Mutton lends itself perfectly to freezing, but beef, owing to structural and other causes, is deteriorated if frozen. The tissues are ruptured by expansion, and so, when the meat is defrosted, much of the nutritive liquid escapes. It is possible, that this problem of “drip” may be solved. It is also possible that beef from Australia may be transported to Europe in a chilled (not frozen) state. Experimentally this has already been achieved, but much remains to be done before small scale experiment can be converted into current commercial practice. When it is remembered that there is available in Australia land which would feed a further seven to ten million head of cattle, the importance of the investigations now being conducted into means of transport will be understood. The ocean carriage of fruit involves inquiries equally fascinating and, perhaps, less known. An apple or an orange is not killed by being plucked, but continues to live and “breathe,” that is to say, to absorb oxygen from the air and yield in its place carbon dioxide. In consequence, a ship's hold packed with fruit would quickly resemble a Black Hole of Calcutta were not certain precautions taken. The crowded living cargo threatens to suffocate itself, and the remedy lies in lowering the temperature of the fruit so that it may breathe more slowly, and in the provision of adequate ventilation. Cold, and to a certain extent the expired gas, CO2, itself, lower the rate of living—that is to say, the rate of chemical change, so that the fruit ripens more slowly. It is in this state of delayed ripening that apples from Australia or oranges from South Africa can be brought to this country without damage. Stated in this way, the problem sounds simple enough; given some degree of cold and ventilation, all will be well. As a matter of fact, the limits of temperature and of ventilation within which it is permissible to move are narrowed by both engineering and biological considerations. Living matter does not suffer coercion gladly or passively, and the attempt to delay ripening, though it undoubtedly succeeds, does not leave the fruit at the end where it would be if it had ripened normally. The sequence of chemical change is different; flavouring substances abnormal in character or in amount are apt to be produced, and the problem of successful storage is to hit upon that combination of temperature humidity and ventilation, which will in the end present the product to the palate of the consumer in a state as near to the normal as may be. Fruit, moreover, has its recognisable storage diseases, and, though much advance has been recorded in recent years, losses are still suffered regularly. As an example of the tricks that can be played with plants, it may be mentioned that a rose bush, just budding, can be kept at its “freezing” point and its growth arrested. Then, if it is sheltered under a hothouse roof so that light shines upon it continuously, it will bloom to perfection many months later, when its temperature is allowed to rise. Roses in December arc, in fact, a practical proposition. The stowage of fruit naturally requires particular care. On banana boats, for instance, the chambers are subdivided into pens by portable rails supported in special stanchions, and from the air trunk access may be had to the bananas for inspection during the voyage. To check the danger caused by bulging cases it is sometimes the practice to fit battens around the case ends of thickness equal to the amount of bulge, thus preventing pressure on the fruit itself when the ship rolls. Mere ventilation without refrigeration is sometimes found to be adequate. Provided a good, regular circulation of air is secured, fruit can be brought here and even to America in this manner from the Mediterranean. Ingenious precautions are taken to see that rough weather does not affect storage conditions. In the old days one of the popular methods of artificial lowering of temperature was that of the direct expansion cold air machine. The air from the cargo spaces was sucked into the machine, compressed, cooled, expanded and sent back through the cargo spaces. This system proved, however, unsatisfactory, and has virtually been scrapped. The problem of the elimination of loss from fruit cargoes begins not in the cold store but in the orchard. A layman might expect different varieties of apples to vary in their carrying quantities. But experience has shown that apples of the same kind, even when grown near together and showing no difference if eaten as soon as plucked, vary considerably in their keeping power according to the soil on which they are grown. Thus Victoria plums under standard uniform conditions of commercial storage have had a life varying from one to six weeks. In another case Allington Pippin apples of the 1925 crop, taken from two different trees growing in the same garden less than 15 yards apart, showed a commercial storage life in the same cold store until January, 1926, in one instance, and in the other until May, 1926. Evidently growers, shippers and all concerned in the fruit trade dare not allow such results to be possible, for waste has to be paid for, and if the damage is charged to the public the consumption of fruit is liable to be lowered. It may be feasible to vary keeping quality by modifying soils, and this aspect of the matter, which is, of course, extremely complicated, is being strenuously tackled. If the tasks before scientific investigators are hard, the prizes are valuable. For, apart from the desirability of adding to knowledge, huge commercial interests are at stake. Our capacity for consuming fruit imported from the Southern Hemisphere is only beginning to be tested. It is scarcely too much to say that until after the war we had been accustomed to enjoy apples and oranges only in the colder months. The supplies now on the market all through the summer come wholly from the Southern Hemisphere. South Africa only started exporting oranges in the first decade of the present century, and then only in very small quantities. Now she sends nearly a million cases every season, and it is estimated that this figure could be multiplied tenfold in the next fifteen years if the demand were sufficient. It is such considerations that have led the Empire Marketing Board to give a substantial grant to the Low Temperature Research Institute at Cambridge, which is enabling the Institute to build a new and enlarged station, and considerably to extend its activities in all directions. But producers and consumers are alike dependent on workers in the spheres of low temperature research and soil investigation. These scientific inquirers have much ground to cover before we can claim completely to have learnt the art of carrying perishable cargoes half round the world.—(The New Statesman).

Abstract
Purpose
This paper aims to focus on development of a green supplier selection model using an index system based on a combination of traditional supplier and environmental supplier selection criteria. Strategies that balance economic and environmental performance are increasingly sought after as enterprises that increasingly focus on the sustainability of their operations. Green supply chain management (GSCM) in particular, enables the integration of environmentally friendly suppliers into the supply chain to be systematised to fit with specific environmental regulations and policies. More persuasively, GSCM allows enterprises to improve profits whilst lowering impacts on the global environment.
Design/methodology/approach
A two-phase survey approach was adopted for the research. For the first phase, semi-structured interviews with senior management representatives of the case company – a Chinese-based electronic machinery manufacturer – were used to determine green supplier selection criteria. For the second phase, a two-part questionnaire survey was undertaken, the first part providing the data for an analytic hierarchy process (AHP) analysis of the first-phase criteria and the second with collecting data for an Entropy weight analysis. The resultant AHP and Entropy weights were then combined to form compromised weights – which, using technique for order preference by similarity to the ideal solution (TOPSIS) methodology, were translated into preferential rankings of suppliers.
Findings
Senior managers were found to rank traditional criteria more highly than environmental alternatives – the implication being that for the company, concerned, it may take some time before environmental awareness is fully assimilated into GSCM practice.
Originality/value
The paper moves us a significant step closer to the application more widely, of innovative AHP-Entropy/TOPSIS methodology to real-world SCM problems.

Abstract
Purpose
The use of indoor living plants for enhancement of indoor relative humidity and the general environment of a large, modern, open plan office building are studied using a mixed-methods paradigm.
Design/methodology/approach
The quantitative element involved designated experimental and control zones within the building, selected using orientation, user density and users’ work roles criteria. For a period of six months, relative humidity was monitored using data loggers at 30 min intervals, and volatile organic compounds were measured using air sampling. Qualitative “perception data” of the building’s users were collected via a structured questionnaire survey among both experimental and control zones.
Findings
Study findings include that living plants did not achieve the positive effect on relative humidity predicted by (a-priori) theoretical calculations and that building users’ perceived improvements to indoor relative humidity, temperature and background noise levels were minimal. The strongest perceived improvement was for work environment aesthetics. Findings demonstrate the potential of indoor plants to reduce carbon emissions of the [as] built environment through elimination or reduction of energy use and capital-intensive humidification air-conditioning systems.
Originality/value
The study’s practical value lies in its unique application of (mainly laboratory-derived) existing theory in a real-life work environment.
