Abstract
This chapter looks at the past, present and future of international cannabis control required by the UN drug control conventions in the post-2016 United Nations General Assembly Special Session era with an eye on the next High Level Ministerial Segment (HLMS) at the UN Commission on Narcotic Drugs in 2019, and beyond. From a policy analysis perspective, the author meanders through the increasing tendency to legally regulate recreational cannabis markets notwithstanding the obligation enshrined in the UN drug control conventions to limit cannabis exclusively for ‘medical and scientific’ purposes. Taking into account relevant national and international developments, the chapter describes how the growing discomfort with the status of cannabis and the prohibitive and punitive approach stemming from the international drug control regime went through a process from soft to hard defections of the treaty obligations. The case of the Netherlands demonstrates the difficulty faced by reform-minded states in reconciling their wish for a different cannabis control mechanism with their obligations under international law, resulting in an incomplete regulation of its coffee-shop system, where small amounts of cannabis are tolerated for sale, but where the illicit supply to the shops remained unregulated. Subsequent more wide-ranging reforms to regulate cannabis from seed to sale in Uruguay, several US States and – in 2018 – in Canada, are clearly violating the obligations of the UN drug control conventions. Nevertheless, the HLMS will likely leave the elephant in the room untouched. The emerging paradigm shift regarding cannabis shows that a modernisation of the UN drug control regime is long overdue. This chapter discusses some of the options available.

Abstract
The breakdown of laminar flow in the clearance space of a journal is considered, and the point of transition is considered in relation to experiments carried out with ‘bearings’ of large clearance. Experiments involving flow visualization with very large clearance ratios of 0.05 to 0.3 show that the laminar regime gives way to cellular or ring vertices at the critical Reynolds number predicted by G. I. Taylor for concentric cylinders even in the presence of an axial flow and at a rather higher Reynolds number in the case of eccentric cylinders. The effect of the transition on the axial flow between the cylinders is small. The critical speed for transition as deduced by Taylor, is little affected by moderate axial flows and is increased by eccentricity. The effect of critical condition on the axial‐flow characteristics of the bearing system appears to be negligible, again for moderate axial flows. Assuming that the results can be extrapolated to clearances applicable to bearing operation, the main conclusion of this paper is that the breakdown of laminar flow, which is a practical possibility in very high‐speed bearings, is delayed by eccentric operation.

Abstract
Engagement, motivation, and persistence are usually associated with positive outcomes. However, too much of it can overtax our psychophysiological system and put it at risk. On the basis of a neuro-dynamic personality and self-regulation model, we explain the neurobehavioral mechanisms presumably underlying engagement and how engagement, when overtaxing the individual, becomes automatically inhibited for reasons of protection. We explain how different intensities and patterns of engagement may relate to personality traits such as Self-directedness, Conscientiousness, Drive for Reward, and Absorption, which we conceive of as functions or strategies of adaptive neurobehavioral systems. We describe how protective inhibitions and personality traits contribute to phenomena such as disengagement and increased effort-sense in chronic fatigue conditions, which often affect professions involving high socio-emotional interactions. By doing so we adduce evidence on hemispheric asymmetry of motivation, neuromodulation by dopamine, self-determination, task engagement, and physiological disengagement. Not least, we discuss educational implications of our model.

Purpose
This paper proposes to rethink the concepts of relevance and usefulness and their relation to the theory–practice gap in management research.
Methodology/approach
On the basis of the cognitive-linguistic relevance theory or inferential pragmatics, supplemented by insights from information science, we define relevance as a general conceptual category, while reserving usefulness for the instrumental application in a particular case.
Findings
There is no reason to hold onto the difference between theoretical and practical relevance, nor to distinguish between instrumental and conceptual relevance.
Originality/value
This novel approach will help to clarify the confusion in the field and contribute to a better understanding of the added value of management research.
