Abstract
Research on the social determinants of health demonstrates that workers who feel insecure in their jobs suffer poorer health as a result. However, relatively few studies have examined the relationship between job insecurity and illegal substance use, which is closely related to health. In this study, we develop a theoretical model focusing on two intervening mechanisms: health and life satisfaction. Additionally, we examine differences in this relationship between women and men. We test this model using logistic regression models of substance use for women and men based on longitudinal data from the National Survey of Midlife Development in the United States. The results indicate that job insecurity is associated with a significantly higher probability of illegal substance use among women but not men. We interpret this as further evidence of the gendering of precarious employment. This relationship is not channeled through health or life satisfaction, but there is evidence that job insecurity has a stronger association with illegal substance use for women with poorer overall health.

Abstract
Purpose
The purpose of this paper is to review the empirical research on matrix organizations and cross-functional teams (CFTs) in the public sector, focussing on typical application areas and settings and on motivation for deployment and evidence of utility.
Design/methodology/approach
This is a systematic literature review compiled from several electronic databases. Data cover the period from 1990 to 2015 and are confined to academic articles written in English.
Findings
Applications of the matrix approach in public sector organizations are found in human resource management and performance management, service development and public procurement, and creation of new organizations or organization reform and network organizations. While the proven utility of matrix organization is often unclear, especially CFTs are linked to better organizational performance, improved coordination, internal collaboration and development of cross-boundary tasks.
Research limitations/implications
Methodological limitations relate to excluded data due to non-accessible articles.
Practical implications
The findings have practical implications for public sector organizations in adapting to a changing environment.
Originality/value
This is the first systematic literature review of matrix management in public sector organizations.

Abstract
Purpose
The purpose of this paper is to address questions related to public service delivery. Specifically, the authors note that existing research relating to public services is usually based on a number of oversimplifications, and that a novel conceptual understanding of change management practices related to public services is necessary. As such, the authors base the argument on the observation that the notion of public services has evolved into one of service systems, which call for new kinds of conceptual and theoretical approaches in order to understand this transformational shift.
Design/methodology/approach
This paper is intended to be inherently interdisciplinary – meaning that the authors discuss systemic governance challenges in a specific context (public service) relating this notion to a body of literature that is relevant to this context, though one which has not previously been used in this way (e.g. Modern Systems Theory, New Public Management and New Public Governance). This paper highlights the ongoing discussion on service-dominant logic and links these discussions to the framework of public services. The notion of public services is inherently under-theorised in the service science literature and thus presents a unique and important area for future inquiry.
Findings
The paper provides three main conclusions. The first concerns the new understanding of public services as an embedded part of the service economy when looking at service delivery from the organisational viewpoint – and also from the viewpoint of service users. Public service systems operate in a world of open systems which are more or less difficult to govern and manage. Second, the emergent systemic governance changes will be both pervasive and profound. These changes cannot, however, be understood only in economic terms; only by adopting a wider societal standpoint can they be fully appreciated. Such changes include, for instance, gene technology, robotics, informatics and nanotechnology and they cover various technological fields. Third, systemic adaptability requires new leadership and management styles. Future governance, leadership and management models must therefore be agile and adaptive to complex changes.
Practical implications
Based on this paper, potential future research topics include, analysing the role of public services as a delivery mechanism for public policies from the perspective of the coherence of public policies, to leadership models, forecasting methods and decision-making in service systems, the capacity of public service systems to adapt to systemic governance challenges, co-ordination in service organisations and service systems, service delivery mechanisms adopted at the service organisation level, touch-points between service staff and service users and the accountability functions of public service systems.
Originality/value
Public service systems clearly face new challenges, challenges that are not adequately addressed by the currently dominant paradigmatic approaches such as NPM and New Public Governance. The connection between the challenges posed by systemic governance and their impact on public service systems has not been adequately analysed thus far, either theoretically or empirically.

Purpose
The purpose of this paper is to analyse whether high responsibility for housework or childcare is related to weak labour market attachment.
Design/methodology/approach
Survey data on domestic responsibilities in 1998 and 2003 were linked to register data on respondents’ employment spells for 2004-2011. Effects of the responsibilities on labour market trajectories – identified with latent class growth analyses – were analysed with multinomial logistic regression analyses.
Findings
Four trajectories for labour market attachment were identified among both genders. When adjusted for prior labour market attachment and other control variables, a high responsibility for housework predicted weak labour market attachment, compared to the trajectory of strong attachment, only among men. Compared to the trajectory of strengthening attachment, a high responsibility for housework was related to weak attachment among both men and women.
Research limitations/implications
Personal orientations may, to some extent, explain both the division on domestic responsibilities and attachment to the labour market. In the Finnish type of welfare state, domestic responsibilities have long-term effects, especially on men’s careers. More attention should be given to men’s roles in families and their possible consequences.
Originality/value
This is the first study analysing the division of domestic responsibilities on later labour market attachment among both genders. The strength of this study is the long follow-up time and methodology; it combines survey data at two time points and register data on employment spells over eight years, identifying patterns in employment with latent class growth analyses.

Abstract
Purpose
Based on the concept of “intelligent public organisation” as a new theoretical trajectory for New Public Management (NPM) theory, this paper brings together the recent critical discussion on NPM as it relates to public services and service science while specifically pinpointing the nature of public sector intelligence, evaluation, as well as management and leadership of public services. The paper aims to discuss these issues.
Design/methodology/approach
The paper highlights the ongoing discussion on service-dominant logic and reflects the major innovations in service research, innovation studies, organisational learning, development methods, and evaluation from the public services’ perspective.
Findings
It is argued that contemporary public management theories and practices – and theories reflecting the role of public services – should make more use of that body of literature focusing on substantive service-dominant theories found in marketing and business studies. The paper concludes that the academic discourse on NPM and New Public Governance (NPG) has been rich in content, but to date rather biased from a public services perspective.
Practical implications
It is argued that public services are arenas for interaction, co-operation, and co-creation, orchestrated by the networks of organisations providing these services. The essence of “service user” has also changed in recent decades. This development has practical implications for developing leadership practices in public services.
Originality/value
Doctrines of NPM and NPG have been missing an appreciation of the comprehensive role played by public services and the role of evaluation of public services has also been largely ignored. In this light and in regards to public services in particular, the new wave of public policy evaluation paradigms could usefully be integrated with NPG.

Abstract
Purpose
The purpose of this paper is to develop a novel totally passive, wireless temperature sensor tag based on ultra high-frequency (UHF) radio frequency identification (RFID) technology. The temperature-sensing functionality is enabled by using distilled water embedded in the tag antenna substrate. The novel sensor tag is designed to provide wireless temperature readings comparable to a commercial thermocouple thermometer even in environments with high levels of interference, such as reflections. The structure of the novel sensor tag is aimed to increase its usability by minimizing user-created errors and to simplify the measurement procedure.
Design/methodology/approach
The sensor tag is based on a dual port sensing concept in which two ports are used to obtain sensor readings. By utilizing two ports instead of one, the effects of environmental interference, tag-reader antenna orientation and distance can be effectively minimized. Two alternative methods of acquiring the sensor reading from the operating characteristics of the two ports are presented and discussed.
Findings
Temperature measurements in practical scenarios show that by utilizing the dual port sensing concept, the developed tag produces temperature readings wirelessly which are comparable to readings from a commercial thermocouple thermometer.
Research limitations/implications
The concept of dual port sensing was shown and two alternative methods on extracting sensor readings from the differences in the port operating characteristics were introduced and discussed. In this paper, the dual port sensing concept is utilized in creating a temperature sensor tag; however, the same concept can be utilized in a variety of passive wireless sensors based on UHF RFID technology. This enables a new approach in designing accurate, easy to use and easily integrable passive sensors. The dual port sensing concept is in its early stages of development; its accuracy could be improved by developing more advanced data post-processing techniques.
Practical implications
The accuracy of a passive dual port UHF RFID-enabled temperature sensor tag is proven to be sufficient in many applications. This indicates that other sensor types utilizing the dual port sensing concept can reach high levels of accuracy as well. Furthermore, the passive RFID-enabled sensors based on the dual port sensing concept are superior in usability versus sensor tags equipped only with a single port. Therefore, dual port sensing concept in passive UHF RFID-enabled sensor tags could make such sensors more attractive commercially and lead to truly widespread ubiquitous sensing and computing.
Originality/value
This paper presents a novel passive, wireless temperature sensor tag for UHF RFID systems. The sensor tag utilizes a new structure which allows tight integration of two ports and two tag antennas. The accuracy of the developed tag is confirmed throughout measurements and it is found comparable to the accuracy of commercial thermometers in practical measurement scenarios. Moreover, the paper presents a dual port sensing concept and two readout methods based on the concept which are aimed to increase the accuracy and usability of all kinds of UHF RFID-enabled sensor tags.

Abstract
Purpose
The purpose of this paper is to discuss health services managers’ experiences of management in a special health-care unit and development efforts from the point of view of the Lean method. Additionally, the aim is to deepen the knowledge of the managers’ work and nature of the Lean method development processes in the workplace. The research focuses on those aspects and results of Lean method that are currently being used in health-care environments.
Design/methodology/approach
These data were collected through a number of thematic interviews. The participants were nurse managers (n = 7) and medical managers (n = 7) who applied Lean management in their work at the University Hospital in the Northern Ostrobothnia Health Care District. The data were analysed with a qualitative content analysis.
Findings
A common set of values in specialized health-care services, development of activities and challenges for management in the use of the Lean manager development model to improve personal management skills.
Practical implications
Managers in specialized health-care services can develop and systematically manage with the help of the Lean method. This emphasizes assumptions, from the point of view of management, about systems development when the organization uses the Lean method. The research outcomes originate from specialized health-care settings in Finland in which the Lean method and its associated management principles have been implemented and applied to the delivery of health care.
Originality/value
The study shows that the research results and in-depth knowledge on Lean method principles can be applied to health-care management and development processes. The research also describes health services managers’ experiences of using the Lean method. In the future, these results can be used to improve Lean management skills, identify personal professional competencies and develop skills required in development processes. Also, the research findings can be used in the training of health services managers in the health-care industry worldwide and to help them survive the pressure to change repeatedly.

Researchers have for a long time attempted to understand the concept of strategy. One way to examine strategy is to approach it through managers. According to the theory of cognitive style, there are differences in the ways people perceive things and make judgements. Based on these consistent differences, it can be proposed that there is consistent variation in the ways managers see strategy. Strong evidence of the relationship between cognitive style and strategy can be found in past research. Makes propositions concerning that relationship and suggests some guidelines for empirical research.
