Abstract

Purpose

The purpose of this study is to refine and expand an emerging US government communication model, the government communication decision wheel, by testing the differences between the communication practices of US public sector communicators working for non‐elected officials versus those employed by elected officials.

Design/methodology/approach

Drawing from surveys of 781 US government communicators, the study compares the communication practices and influences of government communicators working for elected officials versus non‐elected officials.

Findings

The study identifies four significant differences and five similarities in how the public sector environment affects non‐elected and elected officials’ communicators’ public relations practices.

Research limitations/implications

While the study and underlying model focus on US government communication, this study provides valuable theoretical insights. It supports the model's underlying premise that the public sector is unique from the private sector while also further refining the significant differences within the US government sector.

Practical implications

This study helps US government communicators identify unique environmental attributes that affect communication activities in the public sector. It helps identify how these attributes affect communication practices within individual and collaborative contexts. Finally, it helps non‐governmental communicators and communicators outside of the US to understand how the attributes may affect communication practices when they collaborate with government communicators from the four levels of US government as well as with those who work for elected and non‐elected officials.

Originality/value

Despite the critical importance of communication in the public sector, very little research focuses specifically on government communication outside of political communication. The findings provide valuable insights for practitioners and contribute to public relations theory development for the under‐researched public sector.

Abstract

Purpose

The purpose of this paper is to explicate chaos theory metaphorically from a social science perspective to expand upon a relatively new theoretical framework for crisis communication in the public sector. Using the 2002 Washington, DC, area sniper shootings as a case study, the author unravel chaos theory in terms of a public safety crisis that required crisis communication by government officials.

Design/methodology/approach

The author analysed front-page coverage in The Washington Post and The New York Times as well as CNN coverage during the three weeks of the sniper shootings, 2 October through 25 October. In total, 56 (69 per cent) of the newspaper stories were published in The Washington Post, and 78 news segments were used from CNN archives. Each story was reviewed for evidence of chaotic elements and crisis communication responses using a code sheet, and the resulting thematic analysis created a composite description of the case.

Findings

This case exhibited the main characteristics of a chaotic system, including fractals, error of scale, bifurcation points, self-organisation, feedback, and strange attractors. The results describe how each element of chaos influenced the crisis communication efforts.

Originality/value

To date, there is no known research on law enforcement's efforts in crisis communication during the DC sniper shootings. There is also limited research in chaos theory and crisis response. This research may aid in communication efforts during future public safety crises and disasters.

Abstract

Purpose

This paper seeks to map the employment of female professionals to create a collective biography of women in US public relations from 1940‐1970. It aims to suggest that women were active leaders in many areas of public relations, despite the exclusion of women from most historical accounts.

Design/methodology/approach

The author completed a content analysis of a women's professional directory published in 1970. This directory summarizes women's accomplishments during this critical time period in the development of the public relations profession. The sample of 520 entries was analyzed for demographics and career statistics in relation to social perceptions that prevailed during this timeframe.

Findings

The paper offers empirical insights into the work of female public relations practitioners. It quantifies employment in managerial and technical positions in a variety of industries, charts the trends in employment, and offers support for theoretical explanations for why women were essentially invisible in public relations publications and historical records.

Research limitations/implications

The findings from this research are limited in that they are based on a directory full of self‐reported success stories. Therefore, additional research is needed before these results can be generalized to the population under study.

Originality/value

This paper creates a collective biography of women in public relations that complements the research that has been done on a few individual women. This research contributes to a more robust explanation of the development of US public relations.

Abstract

The purpose of this chapter is to analyze ethical issues and current trends of major college athletics in relationship to Black males in society. The focus of this chapter is on identity and how higher education institutions can cultivate a more balanced student-athlete mindset through images and representations. In addition to a review of relevant literature, a content analysis of six State Farm Insurance Cliff and Chris Paul commercials was conducted so that new knowledge is applied to the constructs of academic and athletic identity. Commercial and advertisement content analysis was utilized to address student-athlete life skills issues in terms of transferable attributes from sport to life. College athletics programs need to develop systemic and culturally relevant strategies that enable Black males to transfer skill sets developed through participation in intercollegiate athletics to future occupational endeavors. The chapter concludes with a recommendation section for education research, practice, and policy.

Abstract

Botanic gardens represent a significant educational resource often acting as major providers of a diverse range of formal and informal education programs for people of all ages and backgrounds. INQUIRE was a three-year project focusing on inquiry-based science education (IBSE) that involved 17 partners in 11 European countries that aimed to reinvigorate IBSE in the formal and Learning Outside the Classroom (LOtC) educational contexts in Europe. This chapter presents a case study of successful practices for embedding inquiry-based teaching and learning in botanic gardens. IBSE training courses were developed, piloted, and run. The study based on a qualitative evaluation strategy centers on the examination of the INQUIRE partners’ design, implementation and delivery of their IBSE teacher/educator training courses. The findings show that the courses had a positive impact on the participants who learned both theoretical and practical aspects of implementing IBSE in school and LOtC contexts (www.inquirebotany.org) and strong indications of good quality course provision across the project. A greater appreciation of botanic gardens as a learning resource was also noted. The project resulted in significant professional development outcomes and the key factors for success are discussed here. Consequently, this chapter presents evidence from IBSE in action in botany-related topics and provides a strong case for IBSE in botanic gardens.

Abstract

Purpose

A central consideration in real estate is the analysis of those factors that impact upon value, in particular how value is created in real estate development and investment deals. The converse of understanding how real estate value may be destroyed is equally important. The paper seeks to argue that a better understanding of these processes would allow more informed and successful decisions to be made in structuring investments and evaluating performance.

Design/methodology/approach

An innovative web‐based survey tool was employed. The paper analyses expert opinion based on a sample of 97 real estate professionals from North America and Europe. Those issues that can impact on the creation and destruction of value in real estate development and investment projects and their relative magnitude of impact are assessed.

Findings

There is no apparent distinction between those factors that create value and those that destroy value, though there are variations in the magnitude of impact. Idea/concept is the major influence for development projects and is even more pronounced for real estate investment. Perception/recognition of the opportunity is a key driver of value.

Research limitations/implications

Limitations arise from the response rate which allows an upper tier of analysis across the entire data set but is not of sufficient size to disaggregate either by respondent professional group or by geographical region.

Originality/value

Although the objective of real estate development, investment and deal making is value creation, there is, paradoxically, little literature about creating value. This paper is the first study to elicit opinion internationally on the subject and to quantify the relative contribution of a range of factors concerning value creation and destruction in a real estate project.

Abstract

Purpose

The purpose of this paper is to assess the extent to which the LEADS Framework guided health-care leaders through organizational change and the COVID-19 pandemic in a western Canadian province.

Design/methodology/approach

A qualitative exploratory inquiry assessed the extent to which health leaders applied competencies that aligned with the LEADS Framework. A purposeful sample of 22 health-care leaders participated in the study representing senior, mid-level and front-line health-care leaders in various health-care organizations to ensure diverse representation of leader competencies. The authors conducted semi-structured interviews to collect the data and used Braun and Clarke’s (2006) six-phase approach to guide data analysis.

Findings

The analysis suggests that health-care leaders found Engaging with Others and Developing Coalitions were the most critical themes of the LEADS Framework for change management and for navigating the COVID-19 pandemic. Findings reveal that during transformational change and a crisis context, leaders embrace relational approaches to adapt and improve performance in dynamic organizations.

Practical implications

These findings have implications for a relational approach to improve teamwork and decrease emotional strain; a focus on mobilizing and sharing power with nurses; and educational programs to advance relational and self-management skills, shared leadership, communication, change management, human resource and talent development as critical learning components for current and future health-care leaders.

Originality/value

The LEADS Framework is used to examine how health-care leaders responded to transformational change in the organization while situated in a pandemic context.
