Abstract
Purpose
Increasing minority representation in law enforcement has long been viewed as a primary means to improve police-citizen relations. The recommendation to diversify police departments was endorsed by the Kerner Commission and, most recently, the President’s Task Force on 21st Century Policing. While these recommendations make intuitive sense, little scholarly attention has examined whether greater levels of minority representation translate into positive police-community relations. The purpose of this paper is to use the representative bureaucracy and minority threat frameworks to assess the impact of the racial/ethnic composition of both police departments and municipalities on disparities in traffic stops.
Design/methodology/approach
A series of ordinary least squares regression analyses are tested using a sample of more than 150 local police agencies from Illinois and Missouri.
Findings
Higher levels of departmental representativeness are not associated with fewer racial/ethnic disparities in stops. Instead, the racial/ethnic composition of municipalities is more predictive of racial patterns of traffic stops.
Originality/value
This study provides one of the few investigations of representative bureaucracy in law enforcement using individual departments as the unit of analysis. It examines Hispanic as well as black disparities in traffic stops, employing a more representative sample of different size agencies.

Purpose
The purpose of this paper is to provide a contemporary review of the research on racial disparities in police decision making.
Design/methodology/approach
State of the art literature review.
Findings
The findings are mixed on racial disparities in the primary policing domains of stops, arrests, use of force, and neighborhood deployment. While minorities are often overrepresented among those subjected to police enforcement actions, these findings vary considerably. Almost all of the current studies that have reported racial disparities in the exercise of police authority lack the methodological rigor or statistical precision to draw cause and effect inferences.
Research limitations/implications
Efforts underway to document the impact of body-worn cameras on citizen complaints and force used by police could be extended to examine the impact of cameras on racial disparities in other enforcement-related outcomes such as arrests, stops and frisks, or searches. In addition, evaluating the effects of police training, such as anti-bias training or training on police legitimacy, on reducing racial disparities in police enforcement outcomes is another promising line of research inquiry.
Originality/value
This paper provides a concise review of the current state of the literature on a topic that is dominating the national conversation currently underway about the role of the police in American society.

Abstract
Police technology fundamentally shapes the police role, and the adoption of technology is even linked to the success of police reforms. Police adoption of emerging technological tools changes the way police interact with citizens. The change in police citizen interactions can then have serious implications for the social control that police have over citizens, the civil liberties citizens enjoy, police accountability, and the legitimacy that the police hold in contemporary American society.
While technology impacts these critical issues in policing, not all technology adopted by the police is likely to influence their relationship with the public. As such, this chapter closely examines the ways that several emerging technologies adopted by the police (i.e., body-worn cameras (BWC), aerial surveillance, visual surveillance, social media, mapping and crime prediction, and less lethal force technology) impact issues related to social control, accountability, and legitimacy. The current literature seems to indicate that some innovations such as BWCs enhance police accountability and legitimacy, and also expand social control. Other technologies such as aerial surveillance and conducted energy devices increase social control, and display a complicated or unclear influence over police legitimacy.

Abstract
Prior to 2020, the Czech higher education institutions (HEIs) did not have much experience with distance learning and blended learning. Experience with hybrid teaching was minimal. The Covid-19 pandemic therefore presented the management of public universities in the Czech Republic with a number of new tasks in resolving the crisis situation. It also made the possibilities of distance education and other flexible forms of education significantly more visible. In 2021, a total of 26 public universities joined together in a central development project, in order to discuss the most important issues of distance education and blended learning, the current background for the implementation of flexible forms of education, and also their future plans in this area. In this chapter, the authors present in detail the results of a study on the background of public universities for the implementation of distance education and blended learning, which have become the basis for creating the action plans of individual institutions. The results of the analysis showed, among other things online supported education is important, especially in emergency situations.

Abstract
Purpose
Little is known regarding the impact of organizational policies and practices on police officers’ driving behaviors. To address an important gap in the empirical literature, this study examined how perceived likelihood of discipline for violations of agency driving policies impacted officer-involved vehicle collisions.
Design/methodology/approach
Surveys were distributed to patrol officers and their supervisors in eight California law enforcement agencies. The surveys elicited information regarding the perceived likelihood of discipline for violations of agency driving policies regarding cell phone use, text messaging, seatbelt use, speeding, and vehicle operations during emergency and pursuit situations.
Findings
The findings demonstrated a significant impact of perceived likelihood of enforcement for some but not all agency driving policies on officer-involved vehicle collisions.
Research limitations/implications
This study was limited to self-reported data from patrol officers and their supervisors in eight California agencies.
Practical implications
Findings suggest that agencies may reduce officer injuries and other costs by increasing supervision and enforcement of agency driving policies.
Originality/value
This study contributes to the extant body of literature on officer-involved vehicle collisions by considering the impact of agency policy and supervision on officer behavior.

Abstract
Purpose – This chapter provides an overview to the challenges of policing both natural and man-made disasters. Questions surrounding police preparedness to respond to large-scale disasters as well as the causes of failure are likely one of the single biggest system threats faced by police today.
Design/methodology/approach – The chapter starts out with a short discussion about the important impact the 9/11 attacks as well as both Hurricanes Katrina and Rita had on policing in the United States. The materials presented also provide a conceptual framework for understanding the meaning of “disasters,” as well as making sense of the effectiveness of the police response. Finally, this chapter provides an overview of the role of police in disasters, and more importantly, their role in “creating order out of chaos” (Punch & Markham, 2000).
Findings – After more than 10 years of substantial attention to problems associated with responses to natural and man-made disasters, significant barriers remain in the level of communication and coordination among first responders. These barriers are best understood as cultural and not technical in nature.
Originality/value of paper – The conceptual role of police in both pre-disaster planning and post-disaster responses has been largely ignored in the literature. This chapter provides a strong framework for conceptualizing these roles. We argue that police, as core members of the first responder system, must continue to break down cultural barriers that diminish their capacities to effectively serve communities in the wake of disasters.

Abstract
In this paper, a residual correction method based upon an extension of the finite calculus concept is presented. The method is described and applied to the solution of a scalar convection‐diffusion problem and the problem of elasticity at the incompressible or quasi‐incompressible limit. The formulation permits the use of equal interpolation for displacements and pressure on linear triangles and tetrahedra as well as any low order element type. To add additional stability in the solution, pressure gradient corrections are introduced as suggested from developments of sub‐scale methods. Numerical examples are included to demonstrate the performance of the method when applied to typical test problems.

Abstract
After the September 11 event in the United States, some Muslim destinations faced a severe decline in tourist arrivals because of the so-called neighborhood effect. Concurrently, other destinations performed extremely well. This chapter addresses the question of how the emergence of inconsistent tourism patterns within the same region can be explained. The analysis demonstrates that whereas arrivals from the Western countries decreased, intraregional tourism boomed and Muslim tourists avoided traveling to the Western destinations. This regionalization of travel behavior is explained by the rise of confrontational geopolitical world pictures in the Western and the Muslim worlds. This has created a new two-sided neighborhood effect, which has stabilized destinations in the Muslim world with a strong intraregional orientation.

Abstract
Purpose
Drawing from representative bureaucracy theory, hiring minority police officers has been a perpetual reform recommendation for improving tense police-community relationships with minority communities since the 1960s. The expectation is that minority officers will provide active/symbolic representation, but little is known about minority officers' experiences during racially tense situations. This paper examines whether black officers experienced double marginality in the context of prolonged protests against police in Ferguson, MO in 2014 and compares black vs. nonblack officers' self-assessments about their preparedness to handle the crisis, procedural justice during the crisis and mental and emotional effects on officers following protest policing.
Design/methodology/approach
In-depth interviews with 45 police personnel who policed the Ferguson protests provide a rich description of the context and experiences through the lens of police officers. Surveys of 218 officers who conducted protest policing in Ferguson are used to compare the impact on black vs. non-black officers.
Findings
The results provide a detailed portrayal of the double marginality experienced by black officers while policing the Ferguson protests, but also demonstrate that black officers were resilient to the effects of that experience, showing significantly more favorable outcomes than their nonblack peers.
Originality/value
This is the only study to utilize a mixed methods approach with police officers who conducted protest policing to understand officers' experiences in the midst of a racially inflamed context. The findings provide support for policymakers interested in advocating and supporting hiring more minorities in policing.

Purpose
The current study examines the effects of race, agency and environment on traffic stops in rural and non-rural spaces.
Design/methodology/approach
Using traffic stop data collected in a Midwest US County from January 1, 2020 to December 31, 2021, the current study uses logistic regression to examine racial disparities in traffic stops.
Findings
The results indicate that police decision-making in traffic stops may be influenced by other factors besides a driver’s race or ethnicity. In other words, the police officer’s decision making in a traffic stop varies between small and large agencies as well as rural and non-rural places.
Originality/value
This study provides one of the few examinations of racial disparities in traffic stops in rural places.
