Abstract

Purpose

The two East Asian developmental states of Japan and South Korea share very similar familialistic male breadwinner welfare regimes. However, in the recent years, both countries have made significant social policy reforms that are gradually modulating their familialistic male breadwinner welfare regimes. Both countries have extended public support for the family and women by provisioning, regulating, and coordinating childcare, elder care, and work‐family reconciliation programs. At the same time, labour market deregulation reforms have also made employment more insecure, and created greater pressures on women to seek and maintain paid work outside the home. The purpose of this paper is to compare recent social policy reforms in Japan and Korea and discuss their implications for welfare state changes and gender equality. More specifically, it asks whether this signals the end of the old developmental state paradigm and a shift to a more gender equal policy regime.

Design/methodology/approach

To answer this question, the paper examines recent social policy reforms in conjunction with economic and labour market policy reforms that have also been introduced since 1990.

Findings

The analysis of social and economic policy reforms in Japan and South Korea shows a combination of both progressive and instrumentalist motivations behind social care expansions in these countries. Social care reforms in both countries were responses to the evident need for more welfare and gender equality determined by the structural and ideational changes that were taking place. But they were also a remodelling of the earlier developmental state policy framework. Indeed, social care expansions were not merely timely family friendly social policies that aimed to address new social risks; they were also important complements to the employment policy reforms that were being introduced at the same time. By investing in the family, the Japanese and Korean governments sought to mobilize women's human capital, encourage higher fertility, and facilitate job creation in social welfare and care services.

Originality/value

This paper shows how Japanese and South Korean developmental states might be changing and remodelling themselves in the recent decades, and how new social policies are evolving in close coordination with economic and labor market policy reforms.

Abstract

Purpose

This paper aims to propose a type of T-shaped two-axis force sensor for measuring the forces in x- and z-axes. The developed sensor has a simple structure and can be effectively assembled into compact devices.

Design/methodology/approach

A T-shaped plate, with both ends fixed on a base, is used as the substrate of the sensor. Eight strain gauges are placed in the root of the plate or near the sensor head, which can construct two full Wheatstone bridges on the upper and lower surfaces of the plate. When the x- or z-axes forces are applied to the sensor head, different deformation can be generated to the strain gauges. Therefore, the two Wheatstone bridges can be constructed with a different configuration for measuring the forces in x- or z-axes, respectively.

Findings

A prototype was designed and constructed and experiments were carried out to test the basic performance of the sensor. It has been verified that the developed sensor could measure the x- and z-axes forces independently with a high resolution of 2.5 and 5 mN, respectively.

Originality/value

Only one thin plate was used in the design, the forces in x- and z-axes could be measured independently and simultaneously, which made the sensor with a simple structure and compact size. Experiments were also verified that there was no crosstalk error occurred in one axis when the force was applied to the other axis.

Abstract

Purpose

The aim of this study is to demonstrate the usefulness of the “publicness” and “privateness” concepts in examining childcare policy reforms. Understanding them as having multiple facets, this paper challenges the way in which childcare-going-public is often simply assessed based on the coverage of publicly-funded childcare services. Instead, it highlights that the process should be more thoroughly examined by considering who pays for whom to provide childcare, where it takes place, how it is regulated, and what kinds of normative ideals it works towards.

Design/methodology/approach

The research design is two-fold. Firstly, it coins the concepts of “publicness” and “privateness” based on existing literature on welfare pluralism and public administration. It then unpacks the key facets constituting this conceptual twin within the childcare context, which are utilised to craft four models of childcare production. Secondly, this framework is analytically applied to explore 21st-century South Korea to track the changes and continuities in its childcare production models across four governments.

Findings

The analysis shows that while South Korea's childcare publicness increased in terms of funding, its privateness was bolstered in regard to the location of childcare, the way that publicly-funded childcare services were regulated and delivered, and the manner in which childcare was partially consolidated as a familial responsibility.

Originality/value

This paper proposes a new conceptual framework to analyse the complex and multi-layered process of how childcare goes public, which is analytically applied to a cross-governmental comparative study of South Korea.

Abstract

Purpose

Indium tin oxide (ITO) is a material belonging to the group of transparent conductive oxides, which are widely used in many fields of technology including optoelectronics and photovoltaics. However, the properties of ITO thin films depend on many factors. Therefore, the aim of the study was thorough investigation of the properties of sputtered ITO thin films of various thicknesses.

Design/methodology/approach

ITO coatings were deposited by magnetron sputtering in pure argon atmosphere using ceramic ITO target. Various deposition times resulted in obtaining thin films with different thickness, which had significant influence on the optoelectronic properties of deposited coatings. In this work the results of investigation of structural, surface, optical and electrical properties were presented.

Findings

Increase of the coating thickness caused change of the microstructure from amorphous to nanocrystalline and occurrence of grains with a size of 40 to 60 nm on their surface. Moreover, the fundamental absorption edge was red-shifted, whereas the average transmission in the visible wavelength range remained similar. Increase of the thickness caused considerable decrease of the sheet resistance and resistivity. It was found that even thin films with a thickness of 10 nm had antistatic properties.

Originality/value

The novelty and originality of presented work consists in, among other, determination of antistatic properties of ITO thin films with various sheet resistances that are in the range typical for dielectric and semiconducting material. To date, there are no reports on such investigations in the literature. Reported findings might be very helpful in the case of, for example, construction of transparent antireflective and antistatic multilayers.

Abstract

Purpose

Contemporary stochastic optimal control by synergy of the probability density evolution method (PDEM) and conventional optimal controller exhibits less capability to guarantee economical energy consumption versus control efficacy when non-stationary stochastic excitations drive hysteretic structures. In this regard, a novel multiscale stochastic optimal controller is invented based on the wavelet transform and the PDEM.

Design/methodology/approach

For a representative point, a conventional control law is decomposed into sub-control laws by deploying the multiresolution analysis. Then, the sub-control laws are classified into two generic control laws using resonant and non-resonant bands. Both frequency bands are established by employing actual natural frequency(ies) of structure, making computed efforts depend on actual structural properties and time-frequency effect of non-stationary stochastic excitations. Gain matrices in both bands are then acquired by a probabilistic criterion pertaining to system second-order statistics assessment. A multi-degree-of-freedom hysteretic structure driven by non-stationary and non-Gaussian stochastic ground accelerations is numerically studied, in which three distortion scenarios describing uncertainties in structural properties are considered.

Findings

Time-frequency-dependent gain matrices sophisticatedly address non-stationary stochastic excitations, providing efficient ways to independently suppress vibrations between resonant and non-resonant bands. Wavelet level, natural frequency(ies), and ratio of control forces in both bands influence the scheme’s outcomes. Presented approach outperforms existing approach in ensuring trade-off under uncertainty and randomness in system and excitations.

Originality/value

Presented control law generates control efforts relying upon resonant and non-resonant bands, and deploys actual structural properties. Cost-function weights and probabilistic criterion are promisingly developed, achieving cost-effectiveness of energy demand versus controlled structural performance.

Abstract

Visitor center plays an important role in the normal operation and sustainable development of scenic spots, especially as a portal image of its management. This paper presents resilience theory for visitor centers to identify some common issues in designing visitor centers in China scenic spots, including the lack of function, loss of architectural characteristics, and difficultly in adapting to changes in the number of visitors with periodic variations. The framework of resilience theory was set from four dimensions, namely, resilience and match in the composition of ontology function, the extended function, integration of buildings into the surrounding environment, and alternative construction technologies and materials. This theory was explained and analyzed with the application of the theory in practice in combination with the design of Mount Hua visitor center. Results showed that resilience theory yields good application effect.

Purpose

The study aims to carry out the production of a bulk heterojunction organic solar cell in a laboratory scale using a blend of poly (3-hexylthiopene) (P3HT) and [6, 6]-phenyl (C61) butyric acid methyl ether (PCBM).

Design/methodology/approach

Four inverted geometry organic solar cells were prepared based on 1:1 ratio of P3HT to PCBM and subjected to post annealing at different temperatures of 32, 120, 130 and 140°C. Solar cells were fabricated with structure glass/ITO/P3HT:PCBM/PEDOT:PSS/Au and characterized using Keithley 2400 series sourcemeter and a multimeter interfaced to a computer system with a LabVIEW software, which showed both dark and illumination current–voltage characteristic curves. Four reference cells were also fabricated with structure soda lime glass/P3HT:PCBM and annealed at different temperatures of 32, 120, 130 and 140°C.

Findings

The third organic solar cell prepared, Sample CITO, had the best performance with power conversion efficiency (PCE) of 2.0281 per cent, fill factor (FF) of 0.392, short circuit current of −0.0133 A and open circuit voltage of 0.389 V. Annealing of active layer was found to improve cell morphology, FF and PCE. Annealing of the active layer at 140°C resulted in a decrease of the PCE to 2.01 per cent.

Research limitations/implications

These findings are in good agreement with previous investigation in literature which reported that best annealing temperature for a 1:1 ratio blend of active material is 130°C. Ultraviolet–visible spectra on reference cells showed that sample CITO had wider absorption spectra with peak absorbance at a wavelength of 508 nm.

Abstract

Purpose

In the process of Renminbi (RMB) internationalization, the heterogeneity and complexity in knowledge under the multicultural contexts have been considered as important factors that can have profound impacts on the cross-border flow of the RMB currency. Moreover, COVID-19, an exogenous shock, also triggers more in-depth reflection on the relationship between cross-border knowledge management and the financial risk governance. In addition, the needs to effectively respond to global risks and crises prompt the necessity in systematically establishing an effective cross-border knowledge management mechanism and innovatively solidifying the knowledge bases needed for the further internationalization of the RMB.

Design/methodology/approach

Based on the analysis on the current status of the RMB internationalization, this paper qualitatively explores some major challenges and difficulties encountered in the process of RMB internationalization from the perspectives of knowledge management and cross-cultural theories. To effectively mitigate these challenges and difficulties, discussions and recommendations centered on three main aspects: cross-cultural management; cognition; and innovation for the further development of the RMB internationalization are also presented in this paper.

Findings

Based on the analysis on the cross-border knowledge management and cross-cultural perspectives, this paper identifies three major challenges and difficulties that the RMB internationalization is encountering, including: cultural heterogeneity and its adverse impacts on the communication amongst economic entities; the existence of knowledge iceberg; and the difficulty it presents to cognition and financial innovation. Meanwhile, the authors also present recommendations on the development of the cross-border knowledge management mechanism for furthering the progress of internationalizing the RMB currency.

Research limitations/implications

From the perspective of cross-border knowledge management, this study not only elaborates on the recommendations aimed at further promoting the RMB internationalization but also provides reference and guidance for the state, central banks and commercial banks to play better roles in furthering the RMB internationalization.

Originality/value

This paper creatively integrates the micro knowledge management into the macro process of RMB internationalization, thoroughly discusses two main challenges and difficulties encountered in the process of RMB internationalization from the unique perspective of cross-border knowledge management under the multicultural contexts and provides relevant recommendations for RMB’s further internationalization. This study also enriches the exploration of knowledge management outcome variables and further expands the research field of knowledge management.

Abstract

Purpose

The purpose of this paper is to introduce flexible dye-sensitized solar cells (FDSSCs).

Design/methodology/approach

In the third generation solar cells, glass was used as a substrate, which due to its high weight and fragility, was not possible to produce continuously. However, in flexible solar cells, flexible substrates are used as new technology. The most important thing may choose a suitable substrate to produce a photovoltaic (PV) device with optimal efficiency.

Findings

Conductive plastics or metallic foils are the two main candidates for glass replacement, each with its advantages and disadvantages. As some high-temperature methods are used to prepare solar cells, metal substrates can be used to prepare PV devices without any problems. In contrast to the advantage of high thermal resistance in metals, metal substrates are dark and do not transmit enough light. In other words, metal substrates have a high loss of photon energy. Like all technologies, PV devices with polymer substrates have technical disadvantages.

Practical implications

In this study, the development of FDSSCs offers improved photovoltaic properties.

Social implications

The most important challenge is the poor thermal stability of polymers compared to glass and metal, which requires special methods to prepare polymer solar cells. The second important point is choosing the suitable components and materials for this purpose.

Originality/value

Dependence of efficiency and performance of the device on the angle of sunlight, high-cost preparation devices components, limitations of functional materials such as organic-mineral sensitizers, lack of close connection between practical achievements and theoretical results and complicated fabrication process and high weight.

Abstract

Purpose

The literature on information technology outsourcing (ITO) prioritises monetary considerations and overlooks human aspects. This qualitative study adopts a contextualised approach to address a research gap in understanding agency workers’ intent to stay in the ITO sector.

Design/methodology/approach

In contrast to previous studies that focus on intra-organisational factors and use quantitative designs, this study takes a qualitative approach. It analyses data from 85 in-depth interviews with agency workers in the Chinese ITO supply chain and project managers of supplier and client firms.

Findings

The study constructs an integrated framework covering 15 factors at three levels and shows how they interact to influence Chinese agency workers’ intent to stay in the ITO supply chain. Variations in outsourcing management styles and practices among U.S., Japanese and Chinese client firms are presented to enrich the understanding of outsourcing dynamics in a global context.

Originality/value

This study contributes to the ITO literature by providing new insights into the retention of highly skilled agency workers and deepening the contextual understanding of this issue, throwing light on the human aspects often overshadowed by monetary considerations.
