Trends in computer and telecommunications technol‐ogy are likely to push the public library out of its traditional markets — providing recreational reading and information for adults — sometime in the next century. If the public library is not to become marginalized, it needs to begin to move aggressively to develop services which address the educational needs of children and youth. Historical indifference to the needs of children and youth must be overcome, and public libraries must make kids their highest priority.

Abstract
Over the past 12 years scores of reports and articles have been written about occupational, workforce, or workplace literacy (Workforce 2000 – economic and labour force changes, and skills requirements, impacting on America). Research and published materials have failed to address the impact of these issues for the vast local public sector work‐force. Reports on exploratory research on issues of occupational literacy in a large metropolitan US county government workforce. All of the 32 county departments were surveyed regarding Workforce 2000 and occupational literacy in order to assess employee skills and workplace requirements, literacy issues, leadership awareness and policies and planning. Results show a well intentioned, but poorly prepared, (and preparing) county leadership and workforce, which may well impact on the quality of future service delivery. Makes recommendations for policy and programme changes, and for continuing research.

Abstract
The use of the Internet is becoming more prevalent all the time in the investor relations (IR) activities of firms. This paper explores how the Internet can be used and integrated into the existing IR activities of firms. It argues that the Internet is having a significant impact on IR practices, changing the specific techniques and activities associated with IR. As shown with several examples, the Internet can substantially change how a firm communicates with investment community stakeholders in terms of both its one‐way communication efforts directed at information dissemination and its two‐way communication efforts directed at interactive dialogue.

Abstract
Purpose
The literature on software project management is extended into the broader domain of large‐scale IS management by studying enterprise‐wide system upgrade projects. In particular; examines the role that the intervention of project management practices (formal project methodologies and outsourcing) play in large and/or complex IS projects, which result in good project performance.
Design/methodology/approach
A survey instrument was completed by 449 information systems managers about a specific upgrade project. The primary analytical approach used was structural equation modeling (SEM).
Findings
It was found that neither project complexity nor project size are good indicators of meeting a project's target date. Large projects that adopted formal project management practices were more probable to meet the project target date. Projects with a high degree of complexity which involved outsourcing and adopted formal project management practices, were more likely to meet the project target date.
Practical implications
Clearly, the message to managers of IS projects is to establish a project methodology, especially in large, enterprise‐wide projects, and when some degree of outsourcing is required.
Research limitations/implications
Future research should consider additional measures of performance such as cost, end‐user satisfaction and business value.
Originality/value
Much had been written in the literature about how large, complex IT projects have high failure rates. Our study provides conclusive evidence that, the greater the degree of methodology implementation, the greater the chance for meeting the project's target date. Prior to this research, this had not been explicitly shown in the research literature.
