Abstract
Purpose
This study aims to explain the primacy that rapid, centralised decision-making gained in higher education institutions during the COVID-19 pandemic, with a particular focus on Australian universities.
Design/methodology/approach
This paper draws on discussions regarding policy problems of an international, purpose-convened on-line policy network involving over 100 registrations from multiple countries. It analyses emerging institutional policy governance texts and documents shared between network participants, applies policy science literature regarding traditional institutional policy-making routines and rapid decision-making, and references media reportage from 2020. The paper traces how higher education institutions rapidly adjusted to pandemic conditions and largely on-line operations.
Findings
The study finds that higher education institutions responded to the COVID-19 crisis by operationalising emergency management plans and introducing rapid, centralised decision-making to transition to remote modes of operation, learning and research under state-imposed emergency conditions. It highlights the need to ensure robust governance models recognising the ascendance of emergency decision-making and small-p policies in such circumstances, notwithstanding longstanding traditions of extended collegial policy-making routines for big-P (institutional) Policy. The pandemic highlighted practice and policy problems subject to rapid reform and forced institutions to clarify the relationship between emergency planning and decision-making, quality and institutional policy.
Practical implications
In covering a range of institutional responses, the study advances the possibility of institutions planning better for unexpected, punctuated policy shifts during an emergency through the incorporation of rapid decision-making in traditionally collegial environments. At the same time, the paper cautions against the normalisation of such processes. The study also highlights key practices and policies that require urgent reconsideration in an emergency. The study is designed as a self-contained and freestanding narrative to inform responses to future emergencies by roundly addressing the particularities of the 2020 phase of the COVID-19 pandemic as it affected higher education.
Originality/value
There is only limited research on policy-making in higher education institutions. This research offers an original contribution on institutional policy-making during a prolonged emergency that deeply changed higher education institution’s governance, operations and outlook. Particularly significant is the synthesis of experiences from a wide range of sector personnel, documenting punctuated policy shifts in policy governance (meta-policy), institutional policy-making routines and quality assurance actions under great pressure. This paper is substantially developed from a paper given at the Association for Tertiary Education Management Institutional Policy Seminar, 26th October 2020.

Abstract
This study examines the impact of annual report disclosures on analysis' forecasts for a sample of firms listed on the Stock Exchange of Singapore (SES). We examine the relation between the level of corporate disclosure and accuracy of analysts' earnings forecasts, dispersion in analysts' earnings forecasts, and the size of analyst following. The results reveal that the level of annual report disclosures is positively related to the accuracy of earnings forecasts by analysts, provided there is no big earnings surprise, and is also positively related to analyst following. We also find that the level of corporate disclosure is negatively related to dispersion in analysts' earnings forecasts provided there is no big earnings surprise. Tints, this study shows that more corporate disclosures by Singapore firms lead to more accuracy and less dispersion in the earnings forecasts among analysts. Furthermore, greater corporate disclosure can also lead to greater analyst interest in the firm.

Abstract
Purpose
This study aims to empirically examine young tourists’ perceptions of object-based authenticity, existential authenticity and perceived value perceptions on satisfaction. Data were collected from young heritage tourists at the Little India heritage precinct in Singapore.
Design/methodology/approach
Qualitative data were collected via a pen and paper questionnaire at Little India in Singapore. Young tourists below 30 years of age were identified to complete the questionnaire. A total of 288 sets of valid responses were collected to perform statistical analysis to test the relationships between the key constructs in the research model.
Findings
The results of the study reaffirmed the application of the perceived value framework to authenticity. Object-based authenticity, existential authenticity and perceived monetary value yielded significant and positive effects on overall perceived value and, subsequently, satisfaction. Further, overall perceived value was found to mediate the relationships between object-based authenticity, existential authenticity and perceived monetary with satisfaction.
Research limitations/implications
This study provides researchers with a better understanding of authenticity and value perceptions of young tourists. It also lends further support for the integration of object-based and existential authenticity into the multidimensional approach to perceived value.
Practical implications
The results help destination marketers and policymakers better understand this important segment to develop more effective and sustainable marketing and management strategies.
Originality/value
This study addresses the lack of research in the literature on young tourists who will shape the tourism landscape of the future. It also further assesses the propriety of integrating authenticity measures into the measurement of perceived value.

The paper seeks to clarify the aesthetic and operational characteristics of UK boutique hotels so as to obtain a clearer definition of boutique hotels.
Design/methodology/approach
Since an official list of boutique hotels is not available, the study looked at 15 consortia recognised as operating bona fide boutique hotels by a few authoritative sources (e.g. Pricewaterhouse Coopers, the RAC). Web sites of each boutique hotel were scrutinised by content analysing vital operational characteristics and aesthetic features that were presented. A comparative analysis was then carried out with the findings and interviews obtained from four boutique hotel managers to establish the common characteristics of boutique hotels.
Findings
The paper describes the aesthetics and operational characteristics of UK boutique hotels, indicating what can be found in a boutique hotel. One of the many important findings of this study suggests that the majority of boutique hotels are not privately owned, contradicting previous studies.
Research limitations/implications
The list of characteristics is not exhaustive, although the interest in UK boutique hotels is rather recent. The research method used in this study has not been used before, and it is therefore recommended that research on consumer perceptions of boutique hotels should help to augment and balance the findings of this study.
Practical implications
A meaningful and functional definition of boutique hotels will enable trade bodies and relevant associations to revise their grading systems, better serving the hotel industry, as well as business and leisure travellers.
Originality/value
This paper aims to give credibility to the sector so that not any hotel can claim to be boutique, as specific characteristics have to be fulfilled.

Purpose
Arguing that the print media act as a claims-making forum for the social construction and contestation of crises, the aim of this paper is to explore how the print media mediated two audits commissioned following a high-profile salary cap breach in the National Rugby League (NRL) in Australia.
Design/methodology/approach
This paper draws upon critical discourse analysis to examine the media coverage of the two audits by the two major Australian media organisations, News Limited and Fairfax Media Limited. The analysis is based on a qualitative study complemented by quantitative techniques that explore critical incidents and representations in the daily press.
Findings
The paper illustrates the way in which News Limited, the owner of the infringing club, mobilised its media platform to promote favourable viewpoints and interpretations and how these were challenged in the Fairfax press. Evidence of both coverage bias and statement bias in the treatment of the two audits is produced.
Originality/value
This paper provides evidence that commercial interests of owner/publishers coloured media coverage of the two audits, which were central pillars of the crisis management strategy of News Limited and the NRL. Implications for the media's contribution to public accountability, accounting outputs and impression management, and the growing commercial diversification and reach of media outlets are considered.

Abstract
Purpose
The aim of this exploratory study is to analyze if the most used factors related to the engaging interaction and long-term engagement with online applications can be applied to WhatsApp in a context of everyday life in Madrid and to investigate what parameters would best describe the engagement with WhatsApp in this context.
Design/methodology/approach
A qualitative method was employed to explore the cognitive, emotional and behavioral factors that mainly comprise the experience of a user with an online application, both at a point in time and over time. Data from 30 semi-structured interviews and questionnaires from six group chats were collected and analyzed. The sample was made up of people aged from 13 to 58 years old.
Findings
Findings suggest that the factors used in this study to evaluate long-term engagement and engaging interactions with WhatsApp are relevant, except for cognitive factors related to engaging interactions, indicating that the cognitive point of view is more difficult to apply in the engaging interaction analysis. Other attributes related to information retrieval are suggested, best suited to the informative use of this tool.
Originality/value
Long-term engagement studies are scarcer concerning Mobile Instant Messaging applications. Regarding engagement interaction, its analysis focusing on WhatsApp has not been approached. This study suggests the convenience of using parameters related to information to evaluate the engaging interaction, according to the informative use of the application.

Purpose
This paper seeks to examine the practice of human resource management (HRM) in the UK voluntary sector. In recent years many voluntary sector organisations have experienced a changing context, where they have become increasingly involved in contracting for the provision of publicly funded services. This paper examines the suggestion made by a number of commentators that as a result the government has exercised influence over the way in which human resources are managed in this sector.
Design/methodology/approach
The paper uses data from the Workplace Employment Relations Survey 2004 (WERS 2004) to examine HRM practice in the voluntary sector and compares this with the public and private sectors.
Findings
The findings show that most voluntary sector organisations have adopted performance‐oriented HR practices, communication and involvement schemes, and welfare‐oriented practices. This suggests a departure from the relatively unsophisticated HRM that has traditionally been found in the voluntary sector and which may be as a result of the influence of government on HRM standards in the sector.
Research limitations/implications
Future research, which adopts a longitudinal approach, would allow the impact of government influence on HRM practices in the voluntary sector to be examined in more depth.
Originality/value
This paper represents a rare examination of HRM practice across a wide range of voluntary sector organisations and provides insight into the potential influence of government on HRM in the sector.

Purpose
The purpose of this paper is to investigate money attitudes and credit card usage, between compulsive and non‐compulsive buyers, of young Australians. It also serves to validate the money attitude scale (MAS) using an Australian sample.
Design/methodology/approach
Data were collected using a mall intercept method in a major shopping complex in Perth, Western Australia. A self‐administered questionnaire was distributed and recorded a response rate of 18 per cent.
Findings
Compulsive buyers are more likely to perceive money as a source of power and prestige. They are also more frequent users of credit cards and are more likely to bargain hunt. There are no differences between compulsive and non‐compulsive buyers for the dimensions of time retention, distrust, and anxiety of the MAS.
Research limitations/implications
The study has only captured young adult Australians and should not be generalized across other demographics and national consumers. Studies on compulsive behaviour of online shopping and a comparison between fashion and non‐fashion related variables could also be explored.
Practical implications
Firms should consider using advertising campaigns that portray images of status and prestige in order to appeal to young adults. They could utilize aggressive in‐store promotion and selling techniques and highlight the discount or best buy slogans. For the credit card companies and banks, word‐of‐mouth through family and friends are better promotional tools to attract users. Marketers and policy makers are recommended to incorporate consumer education programs for young adults to build skills to counter financial problems.
Originality/value
This is the first Australian study that examined money attitudes, credit card usage and compulsive behaviour. Further the MAS scale is validated with the addition of the “bargain hunting” variable.
