Abstract
Purpose
Abandonment poses a range of effects detrimental to the development of a country such as Nigeria. Restoring such infrastructure in a sustainable manner is a challenge identified in the literature. The aim of this study is to evaluate a novel approach – the technique for order preference by similarity to an ideal solution (TOPSIS) to identify the sustainability criteria for the redevelopment of abandoned infrastructure in Nigeria. The literature evidences use of TOPSIS in various development contexts, but not in the context of redevelopment of abandoned infrastructure.
Design/methodology/approach
This study explores the potential of TOPSIS in the sustainable redevelopment of abandoned infrastructure in Nigeria through a combination of a quantitative method of data collection – questionnaire – and a case study. The case study focuses on the abandoned Federal Government Secretariat in Lagos. One hundred and sixty-one (161) participants responded to the questionnaire. Data collected were analyzed using TOPSIS analytical technique.
Findings
Refurbishment is considered as the most sustainable alternative for the redevelopment of abandoned infrastructure. For criteria consideration, structural integrity and foundation categorized under the technological attributes ranked highest for refurbishment and conversion alternatives. Waste generation and prevention and profitability top the list for demolition and procurement respectively.
Social implications
The social benefit of this study is to bring building considered to be an eyesore back into use.
Originality/value
The findings from the analysis orchestrates the importance of the built environment research concentrating on innovative frameworks for sustainable redevelopment of abandoned structures in the construction industry.

Purpose
This study aims to investigate the factors affecting micro, small and medium entrepreneurs’ (MSMEs) behavioural intention to participate in takaful schemes in Sri Lanka.
Design/methodology/approach
This research adopted a quantitative approach using primary data from a questionnaire. Out of 470 questionnaires, 432 were collected (91.91%) from MSMEs in Kalmunai business region in Sri Lanka. The data obtained were analysed using partial least square-structural equation modelling.
Findings
This study revealed that the extension model of the theory of planned behaviour (TPB) can be effectively applied to behavioural intentions towards a takaful scheme by MSMEs. Out of eight hypotheses, seven were significant, including: attitude towards behavioural intention; subjective norm; perceived behavioural control; knowledge; religiosity; income; trust in takaful as a significant influence. However, awareness of intention was not found to be significant.
Practical implications
This study suggests advantages for takaful providers in Sri Lanka, especially marketing departments, for enhancing sale of products, refurbishing marketing strategies and understanding the purchasing motivation of business entrepreneurs. This study guides takaful companies as to where they should concentrate to enhance market penetration.
Originality/value
Previous studies have concentrated on only three factors which comprise TPB. This paper’s main contribution is on the uniqueness of the Muslim minority context in a pluralistic context, providing a marketing model for takaful operators based on the different relevant dimensions.

Purpose
The recent trends of managing how to achieve communication in a safe cyberspace have attracted the particular attention from scholars worldwide. The strategic initiative of having an active organization of communication pathways is required for further scholarly elaboration to enable a subsisting safe community in cyberspace. An example of the challenges is the issue of trust in information or questionable issues denoting lack of detail and clarity. Thus, this obviously refers to a dubious circumstance that needs to explain the situation on addressing the critical issue of trust-based quality information. To respond to such an apparent situation, this paper aims to critically explore the insightful value of trust in information as essential element of quality assurance. Such arranged strategy would enable individual capacity and accountability in achieving the efficient communication management for a safe cyberspace.
Design/methodology/approach
The study attempted a critical review of recent literature by analysing peer-reviewed articles from journals, books, proceedings and book chapters related to theme of communication management for safe cyberspace.
Findings
The finding reveals that the strategic approach of enabling effective communication management for safe cyberspace is actualized through advancing trust-based quality information.
Originality/value
This paper aims to contribute towards enhancing communication management for safe cyberspace by addressing issues relating to trust that would lead to the quality of information.

Purpose
The purpose of this study is to understand the public value of the government of Kuwait using blockchain technology to develop the capabilities of smart cities.
Design/methodology/approach
Research was conducted in Kuwait, where the increased use of blockchain technology has been evidenced in both the private and public sectors. A total of seven IT managers were interviewed to gauge their responses to blockchain and its use in Kuwait ministries.
Findings
Blockchain technology offers many benefits for the development of smart cities in Kuwait. This is a statement that received almost mutual agreement amongst all the IT managers interviewed. However, as regards wider acceptance, the majority mentioned that a framework is necessary to better articulate the public value of using blockchain in smart cities in Kuwait.
Originality/value
This paper develops research hypotheses and a framework for articulating the public value of blockchain technology for smart cities in Kuwait.

This chapter explored health and safety considerations in stealth construction, emphasising the integration of advanced technologies and innovative practices. It commences with a general introduction, followed by a historical overview of safety practices in the construction industry, highlighting the evolution of a safety culture. The chapter examined various health and safety management techniques, including policy formulation, safety training programs, and job safety analysis. Additionally, it discussed current trends such as wearable technology, IoT, VR/AR, and predictive analytics. The unique requirements of stealth construction are addressed, focusing on building cross-section design, visibility, application of radio frequency emission and countermeasures. Finally, it presents a comprehensive approach to achieving stealth construction, emphasising environmental protection, safety, speed, economy, and aesthetics, and provides practical examples to illustrate these concepts.

Amid the Israel-Hamas conflict in October 2023, social media platforms such as Instagram, have emerged as crucial platforms for millions seeking real-time insights, as well as those disseminating information about the conflict. Trending search terms on Instagram, such as “graphic Israel footage”, “live stream in Israel right now,” or #FreePalestine and #SaveSheikhJarrah, revealed a collective thirst for unfiltered frontline perspectives by users. Interestingly, individuals actively posting about the conflict experienced shifts in follower engagement, exemplified by the suspension of activist, Shaun King, whose 6-million followership Instagram account was disabled in December 2023.1 Digital platforms play critical roles in escalating tensions, exposing governmental cruelty, and rallying international support (Burum, 2016; David, 2014). The case of Palestine and Israel underscores online media’s role in constructing narratives and mobilizing resistance. This study seeks to illuminate the connection between visual storytelling, youth activism, and social media dynamics during conflict (Abushbak et al., 2020; Burum, 2016; David, 2014; Pruchnic, & Ceraso, 2020). This chapter examines textual and visual content by applying Textual-Visual Thematic Analysis to content posted on Instagram. This is done to understand Instagram users’ discourse in October 2023 on Instagram. It analyzes how content shapes narratives and seeks to identify any patterns in the narratives shared by selected Instagram users. As such, this study aims to offer insights into the role that social media, particularly Instagram, plays in influencing narratives, fostering youth activism, and shaping public discourse during conflict.

Abstract
Purpose
The paper highlights the process-handling during the Enhanced Movement Control Order (EMCO) in combating pandemic COVID-19 in Malaysia.
Design/methodology/approach
Malaysia first issued an EMCO following a cluster that involved a religious gathering. The EMCO was issued to lockdown the area, undertake screening, treat positive cases and quarantine their close contacts. Active case detection and mass sampling were the main activities involving the population in both zones.
Findings
One hundred ninety-three confirmed COVID-19 cases were identified from the total population of 2,599. Of these cases, 99.5% were Malaysians, 31.7% were aged >60 years and all four deaths (Case Fatality Rate, 2.1%) were elderly people with comorbidities. One hundred and one cases (52.3%) were asymptomatic, of which 77 (77%) were detected during mass sampling. The risk factors contributing to the outbreak were contacts that had attended the religious gathering, regular mosque congregants, wedding ceremony attendees and close household contacts. Malaysia implemented an effective measure in the form of the EMCO to contain the COVID-19 outbreak, where the last cases were reported 16 days before the EMCO was lifted.
Originality/value
The residents’ compliance and inter-agency cooperation were essential elements to the success of the EMCO. A targeted approach using an EMCO should be implemented in a future pandemic.

Purpose
This study aims to investigate the components of a halal tourism ecosystem and how to establish a model for an effective halal tourism ecosystem. Therefore, each component can play a role in encouraging the productivity of halal tourism.
Design/methodology/approach
A qualitative approach was applied through in-depth interviews and focus group discussion (FDGs) with representatives of stakeholders who are associated with the development of halal tourism in Indonesia.
Findings
The results show that the effectiveness of the halal tourism ecosystem is primarily determined by the role of the government as an initiator and a policymaker. The halal tourism ecosystem must be run with universal Islamic norms, and it must be avoid exclusive rules.
Originality/value
This research concludes that the symbols in the halal ecosystem are not components that can glue the differences between various organizations and institutions in the context of tourism. However, the role of adhesive is substituted by its practice or implementation that can accommodate shared understandings of Sharia norms.

Purpose
Regular monitoring of bacteria, especially Escherichia coli, in wastewater is crucial to ensure the maintenance of public health. Amperometric detection proves to be a fast, sensitive and economically viable solution for E. coli enumeration. This paper reported a prototype amperometric sensor based on PANI-ZnO-NiO nanocomposite thin films prepared by sol–gel method and irradiated with gamma ray. The purpose of this study is to investigate the sensor performance of PANI-ZnO-NiO nanocomposite thin films to detect E. coli in water.
Design/methodology/approach
The films were varied with different compositions of ZnO and NiO by using the formula PANI-(ZnO)1-x-(NiO)x, with x = 0.2, 0.4, 0.6 and 0.8. PANI-ZnO-NiO nanocomposite thin films were characterized by using X-ray diffraction (XRD) and atomic force microscopy (AFM) to study the crystallinity and surface morphology of the films. The sensor performance was conducted using the current–voltage (I-V) measurement by testing the films in clean water and E. coli solution.
Findings
XRD diffractograms show the peaks of ZnO (1 0 0) and NiO (1 0 2). AFM analysis shows the surface roughness, and the grain size of PANI-ZnO-NiO thin films decreases when the concentration ratios of NiO increased. I-V curves show the difference in current flow, where the current in E. coli solution is higher than the clean water.
Originality/value
PANI-(ZnO)1-x-(NiO)x nanocomposite thin film with the highest concentration of ZnO performed the highest sensitivity among the other concentrations, which can be used to indicate the presence of E. coli bacteria in water.
