Abstract

Four years ago, a partner of one of the City's most eminent law firms expressed to me their concerns at the relatively new interpretation of the 1995 UK money laundering legislation, rendering a criminal offence, the failure by a professional, such as a lawyer, to report a suspicion of overseas tax evasion with a potential penalty of three years' imprisonment. Subsequent legislation in the Channel Islands and other UK dependent territories contain similar provisions. The point was made to me that British law firms should, therefore, be careful in acting for Continental European businesses in London, as corporate tax evasion by such has, historically, been widespread — or should report automatically a suspicion when acting for any such businesses.

Abstract

Purpose

This paper seeks to evaluate the Pensions White Paper proposals against down to earth and relatively obvious objectives and criteria; and to suggest some options – no matter how politically difficult – which need to be considered.

Design/methodology/approach

The paper assesses eight objectives which the White Paper should meet, namely: increasing retirement saving and reducing the savings gap; adequate minimum income for all aged over 75; incentives for retirement saving; simpler retirement saving products; tidying up state saving schemes; public sector and private pension provisioning; retirement saving products and arrangements for changing times; and stability for the future.

Findings

The White Paper has the hallmarks of a compromise and politically crafted palliative, which is in danger of having unintended and contrarian effects towards reducing rather than increasing pension savings.

Originality/value

The paper offers a critical appraisal of the Pensions White Paper proposals.

Abstract

New computer-assisted techniques for visualizing data are evolving in a number of areas in transportation. For example, in engineering, 3D visualization and microsimulation techniques are being applied for the identification and evaluation of geometric and operational solutions for improving visually impaired pedestrian access to roundabouts and channelized turn lanes. For planning, visualization is being used for corridor analysis. Data visualization is being used as a tool for improving decision-making within transit agencies, as well as a tool for understanding truck trip generation on highways. Many of these new techniques take advantage of archived intelligent transportation systems (ITS) data. Examples of other innovative data sources include global positioning systems (GPS), geographic information systems (GIS), computer-aided design (CAD), and a variety of visualization tools available for use with travel survey data. As these various techniques and software applications move forward, consideration needs to be given to how the “lessons learned” from these applications can facilitate the use of data visualization techniques for travel survey data analysis and decision-making.

Abstract

Purpose

Unlike conventional aircraft, birds can glide without a vertical tail. The purpose of this paper is to analyse the influence of dihedral angle spanwise distribution on lateral-directional dynamic stability by the simulation, calculation in the development of the bird-inspired aircraft and the flight testing.

Design/methodology/approach

The gliding magnificent frigatebird (Fregata magnificens) was selected as the study object. The geometric and mass model of the study object were developed. Stability derivatives and moments of inertia were obtained. The lateral-directional stability was assessed under different spanwise distributions of dihedral angle. A bird-inspired aircraft was developed, and a flight test was carried out to verify the analysed results.

Findings

The results show that spanwise distribution changing of dihedral angle has influence on the lateral-directional mode stability. All of the analysed configurations have convergent Dutch roll mode and rolling mode. The key role of dihedral angle changing is to achieve a convergent spiral mode. Flight test results show that the bird-inspired aircraft has a well-convergent Dutch roll mode.

Practical implications

The theory that birds can achieve its lateral-directional stability by changing its dihedral angle spanwise distribution may explain the stability mechanism of gliding birds.

Originality/value

This paper helps to improve the understanding of bird gliding stability mechanism and provides bio-inspired solutions in aircraft designing.

Abstract

This volume is dedicated to the memory of Patrick Primeaux. Of your editors, Michael knew him well, Howard knew his work. We both recognise his enormous contribution. Patrick was a very special individual who was unfortunately with us for far too short a time, but who in that time made a very unique contribution. The first three essays in this issue comprise a mini-festschrift issue to honour Patrick. They are by his American colleagues and good friends who knew Patrick well. A mini-festschrift seems particularly germane to Patrick. The festschrift or commemorative volume is deeply rooted in the culture of the Germanic universities, and Patrick, although having many attributes, could certainly not be construed as Germanic. We have no doubt that he would be as honoured by a mini-festschrift issue as he would be embarrassed by a full festschrift issue. The other essays are the result of the Australian Association for Professional & Applied Ethics 18th annual conference which was held in June 2011 at the University of Tasmania. The authors of these essays are academics in Australian universities who might not have known Patrick, but, as is discussed below, their essays reflect Patrick's contribution to applied ethics. There seems something very fitting about that conference being held at the University of Tasmania because their campus is in Hobart which is as far south as Australia goes. Patrick often spoke of visiting Australia but always ultimately dismissed it as too long a flight. It would, admittedly, have been a particularly long flight for Patrick who was a very heavy smoker. Nonetheless, we have no doubt that if Patrick had been able to embark upon the flight to Hobart and attended the conference, he would have enjoyed it. As it was his spirit was very much with us and pervaded many of our discussions about applied ethics.

Abstract

Purpose

This paper aims to investigate the problem of on-line orbit planning and guidance for an advanced upper stage.

Design/methodology/approach

The double impulse optimal transfer orbit is planned by the Lambert algorithm and the improved particle swarm optimization (IPSO) method, which can reduce the total velocity increment of the transfer orbit. More specially, a simplified formula is developed to obtain the working time of the main engine for two phases of flight based on the theorem of impulse. Subsequently, the true anomalies of the start position and the end position for both two phases are planned by the Newton iterative algorithm and the Kepler equation. Finally, the first phase of flight is guided by a novel iterative guidance (NIG) law based on the true anomaly update with respect to the geometrical relationship. Also, a completely analytical powered explicit guidance (APEG) law is presented to realize orbital injection for the second phase of flight.

Findings

Simulations including Monte Carlo and three typical orbit transfer missions are carried out to demonstrate the efficiency of the proposed scheme.

Originality/value

A novel on-line orbit planning algorithm is developed based on the Lambert problem, IPSO optimization method and Newton iterative algorithm. The NIG and APEG are presented to realize the designed transfer orbit for the first and second phases of flight. Both two guidance laws achieve higher orbit injection accuracies than traditional guidance laws.

Abstract

MORE than 200 delegates and observers from sixteen countries attended the International Federation of Airline Pilots' Associations (I.F.A.L.P.A.) Symposium on all weather landing, at the Hilton Hotel in Amsterdam from October 17 to 19, 1962. The Symposium, which was opened by Prince Bernhardt of the Netherlands, heard presentations from a considerable proportion of the equipment manufacturers in the automatic landing field, covering the current state of their system development and testing. More than half of the symposium was allotted to discussion and many of the pilots present expressed their opinions. The dominant theme of the discussion, naturally enough, was the proper place of the pilot in the all weather landing operation. This aspect of the operation is probably now the most contentious in the whole field and views expressed at this meeting might have been expected to be of great value to equipment and aircraft manufacturers. In fact, although much of interest was said, it cannot be recorded that there was a large measure of agreement between the pilots present.

Abstract

Purpose

Unmanned aerial vehicles (UAV), colloquially called drones, are widely applied in many sectors of the economy, including the construction industry. They are used for building inspections, damage assessment, land measurements, safety inspections, monitoring the progress of works, and others.

Design/methodology/approach

The study notes that UAV pose new, and not yet present, risks in the construction industry. New threats arise, among others, from the development of new technologies, as well as from the continuous automation and robotization of the construction industry. Education regarding the safe use of UAV and the proper use of drones has a chance to improve the safety of work when using these devices.

Findings

The procedure (protocol) was developed for the correct and safe preparation and planning of an unmanned aerial vehicle flight during construction operations.

Originality/value

Based on the analysis of available sources, no such complete procedure has yet been developed for the correct, i.e. compliant with applicable legal regulations and occupational health and safety issues, preparation for flying UAV. The verification and validation of the developed flight protocol was performed on a sample of over 100 different flight operations.

Abstract

Man has been seeking an ideal existence for a very long time. In this existence, justice, love, and peace are no longer words, but actual experiences. How ever, with the American preemptive invasion and occupation of Afghanistan and Iraq and the subsequent prisoner abuse, such an existence seems to be farther and farther away from reality. The purpose of this work is to stop this dangerous trend by promoting justice, love, and peace through a change of the paradigm that is inconsistent with justice, love, and peace. The strong paradigm that created the strong nation like the U.S. and the strong man like George W. Bush have been the culprit, rather than the contributor, of the above three universal ideals. Thus, rather than justice, love, and peace, the strong paradigm resulted in in justice, hatred, and violence. In order to remove these three and related evils, what the world needs in the beginning of the third millenium is the weak paradigm. Through the acceptance of the latter paradigm, the golden mean or middle paradigm can be formulated, which is a synergy of the weak and the strong paradigm. In order to understand properly the meaning of these paradigms, however, some digression appears necessary.
