Abstract
The employment strategies available to employers to meet the forthcoming school‐leaver challenge are detailed in Employer Response to the Decline in School Leavers into the 1990s, an Institute of Manpower Studies report to NEDO and the Training Commission by Hilary Metcalf. But the worrying question is whether sufficient employers will recognise the challenge in time to implement them. The IMS study was of 20 major organisations with more than one million employees in total. These organisations could be expected to be in the forefront of personnel developments; yet only seven had any idea of the true scale of the projected decline in school‐leavers, and some had no idea at all. Very few had concrete plans for coping with the decline, although most could describe potential strategies to combat the demographic change. The main problem is that these strategies would take time to be effective, and many of the employers intended to wait until shortage became more acute before implementing any new policies.

Since the early 1970s, many studies have examined employers' recruitment practices and how they vary — over time, with the unemployment level and between labour markets, occupations and types of employer. Two recent articles in Personnel Review make a detailed account of the previous work unnecessary. In the first of these, the previous work is discussed and its findings evaluated against recent empirical evidence, and the second begins to relate this work (again in the light of recent findings) to the approaches to recruitment and selection found in personnel management textbooks.

Abstract
In 2001 each primary care trust in England was required to undertake a needs assessment in preparation for the development of a mental health promotion strategy. In Greenwich, it was decided to include the physical environment as one of the themes. This paper describes the findings of a literature review undertaken of health, social sciences and architectural research and the preliminary conceptual model subsequently developed to pull together all aspects of the interface between the urban and physical environment and mental well‐being. The literature review identified five key domains that impacted on this relationship: control over the internal housing environment, quality of housing design and maintenance, presence of valued ‘escape facilities’, crime and fear of crime, and social participation. That these domains can be confounded by socio‐economic and demographic factors and also interact with cultural factors and housing type suggests the importance of a public health approach, which focuses on causal systems rather than simply on individual causal factors.

Purpose
This paper outlines a doctoral internship programme introduced for students researching Mechanistic Biology in the Department of Biology, University of York, UK. The programme forms part of the White Rose Doctoral Training Programme (DTP), a collaboration between the three “White Rose” Universities of Leeds, Sheffield and York in the North of England. It provides an analysis of the UK context in which the new biotechnology doctoral internships initiative sits and describes the pilot phase of the Professional Internship for PhD Students (PIPS) programme and the introduction of the full doctoral PIPS internship programme. The purpose of this paper is to examine best practice in the planning and management of internships with particular interest in doctoral programmes, with a discussion on the challenges presented by cognate and non-cognate internships.
Design/methodology/approach
The paper uses as a case study, the introduction of PIPS for the DTP in Mechanistic Biology, hosted by the White Rose Consortium of Universities (York, Sheffield and Leeds) and funded by the Biotechnology and Biological Sciences Research Council (BBSRC). It also considers good practice from around the world, and relates these to the work-based learning literature.
Findings
The paper outlines the processes and resources used to secure PIPS internships, and evaluates their success against BBSRC’s objective to help early career researchers to understand the context of their research and expose them to the range of opportunities available after graduation. The authors describe an initial pilot study, challenges and opportunities provided by the internships and feedback from students in the programme.
Research limitations/implications
Though the number of students in the pilot study was very limited, all students had a greater awareness particularly of their leadership, project management, organisational and team working capabilities following the three-month internship and were more receptive to the consideration of careers outside of academia.
Originality/value
The authors offer recommendations from their own experiences of initiating these doctoral internships which may be useful to others implementing non-cognate internship programmes at their own institutions, whilst being mindful that programmes in other countries may face different challenges.

On 18 February 1945 the Conference of the Association of Scientific Workers passed a resolution stressing the urgent need for the closest collaboration between scientists of all countries ‘including the fullest interchange of scientific and technical knowledge’. It is hardly surprising that a paper on information services was included in the programme, and it was generally felt that the response indicated a long‐felt need. The issue is significant. Five hundred scientists representing some sixteen thousand from all over Britain, and in agreement with co‐operating societies in many other countries, demand co‐ordination of effort, including an adequate flow of scientific information. The long and very important programme of the Conference did not allow time for discussing the matter in detail; but since this question is one which concerns the scientific and scholarly world as a whole, I may perhaps be justified in presenting a survey of the situation in so far as scholarly and scientific information can be supplied by means of photographic techniques.

THE provisional programme of this year's L.A. Conference at Southport on September 20–23 is now in our hands. The theme, the library and the community, is the perennial one for our conferences and, in that, is blameless ; everything will depend on the handling of the subjects. No one who considers what is promised can accuse the Council of the L.A. of a partial view of the field, because whole areas are given representation in general sessions and if, as we expect from such writers as Messrs. R. O. MacKenna, W. S. Haigh, D. J. Foskett and F. C. Francis, the papers have the requisite range, the Proceedings will prove to be a comprehensive Statement of library practice today. All are well‐tried speakers and amongst them we anticipate, for example, a model paper from Mr. Haigh, who was frank in his view of the endurance required of the listeners at Hastings. The gifted Editor of The Assistant Librarian, Mr. A. C. Jones, who, unfortunately for us all, is relinquishing that office, is to occupy the A.A.L. with the assistant librarian in the community, and county libraries are to be represented by papers by Mr. B. Oliph Smith and Mr. H. Thompson at their own Section meetings. University libraries again come into the picture at theirs with a discussion opened by Dr. L. W. Sharp. Mystery is suggested by Mr. B. C. Vickery's “Tower of Babel: the language barrier in science” which seems to indicate some form of Interglossa or, possibly, since he is an enthusiast for Dr. Ranganathan, that teacher's Meta‐language. It certainly would be an achievement if whenever a scientist used a word it could be made to convey the same thing in every reader's mind. The Youth Section will listen to that practical teacher and thinker, Mr. J. F. Wolfenden; and the Annual Lecturer on Wednesday, September 21, will be by Mr. J. L. Longland, the chief education officer of Derbyshire, whose co‐operative sympathy and support was no doubt of great service to Mr. Edgar Osborne in the organizing of the most fully co‐ordinate county service in this country. Five British “internes” will render account of their experiences in America, under the chairmanship of Mr. J. C. Harrison, we hope to the encouragement of others of us “to go and do likewise.” Nothing better for the creation of fresh enthusiasms and for a high international level of library practice in all its variants can be imagined than this prolonged employment in the libraries of other countries ; every librarian should encourage it to the limit of his means and feel, as we do, gratitude to Messrs. Sydney and Harrison for acting as the selection committee so far as British candidate “internes” are concerned.

Purpose
Mergers and acquisitions (M&As) dominated by Chinese enterprises have become increasingly conspicuous and prevalent in recent years. However, many of them were obstructed by foreign governments on the ground of “Threating National Security”. Overseas acquisition is a crucial step of Chinese Government’s “Going-Out” strategy, so analyzing the attribution of its success and failure is very important.
Design/methodology/approach
This paper adopts empirical study method to analyze the factors from political and cultural perspectives based on a sample of 327 cross-border M&A transactions made by all listed companies in China from 1997 to 2010.
Findings
The result shows higher failure rate for those acquisition targets which could be classified as political sensitive assets; meanwhile, positive diplomatic relations and higher bilateral trust between China and the host country will facilitate the M&A transaction.
Originality/value
This paper offers a new research angle on cross-border M&As, which is the impact of culture factors, as well as diplomatic relationship, bilateral trust and war history between China and the host country on M&A transactions. This paper also constructs several ways of measuring the diplomatic relationship between countries.

MID‐OCTOBER sees all library activities in process. The autumn and winter prospects are interesting and, in some senses, may be exciting. The autumn conferences have been held, except that of the London and Home Counties Branch, which is at Southend for the week‐end October 17th to 20th, and is the third sectional conference to be held this month in addition to seven other meetings. These gatherings, at Torquay, Greenwich, Felixstowe, London (three), Tunbridge Wells and Leicester, show a fairly wide coverage of the lower part of Great Britain. The northerners had their go, so to speak, last month, in Durham and elsewhere, as we have previously recorded. The Programme of Meetings, 1952–53, arranged by organisations in the London and Home Counties Branch area, is a most convenient leaflet listing 33 meetings in the area. Every interest seems to be served, with two exceptions, and every L. A. member of whatever section may attend any or all of the meetings. The exceptions are the meetings of ASLIB and the Bibliographical Society. Any list of meetings for librarians would be improved if it noted all that interest them and these would be a useful, not extravagant, addition. London Library Intelligence, the editorship of which has been handed over by Mr. F. J. Hoy, who did it extremely well, to Mr. R. W. Rouse, Borough Librarian, Finsbury, E.C.1, does provide the required information we understand. It is perhaps too much to expect a list of all gatherings throughout these islands; or is it? There are 12,000 of us and, if only 50 attended a meeting once a year—a satisfactory number for discussion— there would be room for 240 meetings.

EVEN if rates and rents tend to equal one another nowadays the general impression we receive is that libraries have fared not badly in the annual estimates this year of library authorities. In fairly large towns average library rates are about sixpence in the pound although some are more or less. That in itself does not give the actual amount spent by individual towns as in not a few cases towns which appear to be very highly rated have very low assessments. Some have increased their book funds and if, as is inevitable, few of us have got all we want, indeed need to realize an adequate service as we see it, there has been little sign of the panic about rates which was common only a few years ago, except at Stepney where, as recorded by Mr. Enser in his columns last month, the book fund was halved.

Appearance in this column does not preclude a later review in RSR. Publishers are urged to send a copy of all new reference books directly to RSR as soon as published, for immediate listing in “Reference Books in Print.” Reference books with imprints older than two years will not be included (with the exception of current reprints or older books newly acquired for distribution by another publisher). The column shall also occasionally include library science or other library related publications of other than a reference character.
