Abstract
Purpose
This paper is about the implementation of the evidence-based practice paradigm in child welfare in Europe. Our main question is whether there is a pan-European perspective on evidence-based working in this area, and if so, how it can be characterised.
Design/methodology/approach
We try to answer this question by means of a theoretical analysis, which is focusing on three issues: the construct “Europe”, recent evolutions in child welfare on the continent and the implementation of the evidence-based practice paradigm in child welfare.
Findings
Europe is a patchwork of regions, cultures and laws. This impacts practice. Since more than a decade now, the evidence-based practice paradigm conquered child welfare. This evolution was preceded by a movement towards children's rights and quality of care. The way the paradigm is interpreted and put into practice in Europe is largely influenced by regional policies and local view points, which means there is no pan-European perspective on evidence-based working in child welfare.
Originality/value
The lack of a pan-European perspective may be a strength, because it helps to blend evidence-based working with the need for an inclusive and culturally sensitive child welfare practice.

Abstract
Purpose
The purpose of this paper is to describe the development and application of the KIPP-list of care activities. The acronym KIPP stands for Knowledge and Insight into Primary Processes. The instrument is intended as a tool for family coaches to systematically report care activities conducted in the Dutch family support programme Ten for the Future (in Dutch: Tien voor Toekomst).
Design/methodology/approach
The design of the instrument was based on the components of the programme and a literature search for similar instruments used in the Netherlands, complemented by a staff survey. A series of three studies was carried out to test the instrument’s validity and user-friendliness, and to assess its potential for programme evaluation.
Findings
The majority of care activities were performed in cooperation with one or both parents alone, and less frequently with children or external professionals. Although the main focus of the work of the family coaches fell into the categories of “collecting information” and “working towards (behavioural) change” with families, the relatively high frequency of all the types of care contacts emphasises the intensity of this family support programme with a complex target group.
Originality/value
Data gathered with the instrument provided meaningful information by descriptive analysis. KIPP thereby proved its general feasibility in increasing insight into service provision. The instrument can be useful in several stages and on several levels of quality assurance and service optimisation, including reflective practice, supervision, team management and research.

This paper aims to systematically review the literature on quality management in agri-food supply chains (SCs) and propose an integrated conceptual framework.
Design/methodology/approach
A systematic literature review that analyses 93 papers in peer-reviewed academic journals published from 1996 to November 2021 is conducted. A conceptual model is advanced.
Findings
Based on a hierarchy of capabilities perspective, the authors develop an integrated conceptual framework in which SC quality (SCQ) management practices promote three levels of SC dynamic capabilities, which in turn lead to agri-food SCQ performance.
Originality/value
The authors propose a hierarchy of capabilities perspective of quality management in agri-food SCs and develop a conceptual framework. Furthermore, a number of propositions based on dynamic capabilities and the review findings are provided. Four future research directions are presented.

Purpose
With today's increasing globalization and associated growing demand for talented supply chain managers, human resource management (HRM) in supply chain management (SCM) has emerged as a top priority for firms. However, a thorough analysis of HRM issues in SCM research has not been made so far. To address this gap this paper provides a systematic and comprehensive literature review. The purpose of this paper is threefold: to analyze HRM/SCM issues published in leading SCM journals, to identify different HRM research streams in the SCM literature and to propose areas for future research.
Design/methodology/approach
This paper employs a systematic literature review methodology. The selected journal articles are categorized on the basis of an analytical framework that contains seven HRM/SCM research streams derived from the extant literature.
Findings
The systematic literature review indicates a growing focus on HRM/SCM issues in recent years, a trend that is predicted to continue. Additionally, the study findings show that research has primarily emphasized certain popular categories while other crucial ones lack analysis.
Originality/value
This paper presents a structured overview of 109 peer-reviewed articles published in leading academic journals from 1998 to 2014. The review structures extant HRM/SCM literature and highlights its critical importance in SCM research. Topical gaps in the literature are identified as areas for future research.

Purpose
Organisational learning plays a critical role for firms to keep abreast of a supply chain environment filled with volatility, uncertainty, complexity and ambiguity (VUCA). This study investigates the extent to which supply chain learning (SCL) affects operational resilience under such circumstances.
Design/methodology/approach
This study developed a research framework and underlying hypotheses based on SCL and information processing theory (IPT). An empirical test was carried out using secondary data derived from the “Supply Chain Policy” launched by the Chinese government and two large related conferences.
Findings
SCL positively relates to operational resilience, and several moderators influence the relationship between them. The authors argue that digital-technological diversity could weaken the role of SCL in operational resilience, whereas customer concentration, and participating in a pilot programme could enhance the effect of SCL.
Practical implications
Firms should embrace the power of SCL in building resilience in the VUCA era. Meanwhile, they should be cautious of a digital-technological diversification strategy, appraise the customer base profile and proactively engage in pilot programmes.
Originality/value
This research develops the SCL construct further in the context of China and empirically measures its power on operational resilience using a unique dataset. This contributes to the theorisation of SCL.

Purpose
This paper aims to present an integrated view of the literature published on all aspects and facets of competence in supply chain management (SCM) and furthermore provides a framework for classifying and analyzing literature to facilitate further study, practice and research.
Design/methodology/approach
A systematic literature review identified 98 peer-reviewed scientific journal publications on the subject of competence in SCM.
Findings
This review identifies and classifies the key content of the subject based on whose competence (level of analysis) and the type of competence (competence element), resulting in a framework that brings together aspects at the individual and organizational level, and of the functional, relational, managerial and behavioral elements of competence from the SCM literature. It furthermore displays the timeliness and wide-ranging character of the subject, as presented by the evolutionary timeline and the main research streams.
Research limitations/implications
Although competence in SCM is a key to business success, the subject is ambiguous and an explicit need exists for more research. This paper provides a foundation for future examination of and theory building in this subject. It also alerts researchers to complementary studies outside of their own “customary” domains.
Practical implications
This paper can support managers in their pursuit to secure competence in SCM and thereby improve outcomes on both individual and organizational level. It can furthermore assist in the development of relevant programs and training sessions.
Originality/value
To the best of authors’ knowledge, this work represents the first systematic literature review on the subject of competence in SCM. In addition, it proposes a taxonomy for mapping and evaluating research on this subject.

Purpose
The purpose of this paper is to explore the defining characteristics of an interdisciplinary culturally sensitive approach to family therapy with traumatized refugee families affected by family violence. Furthermore, the paper aims to explore the mechanisms of change as seen from the perspective of the therapists.
Design/methodology/approach
Based on qualitative analysis of semi-structured interviews with therapists working in an interdisciplinary team as well as observations of treatment conferences, the study identified the ways in which therapists perceive the challenges faced by their patients, the ways in which positive change is facilitated within therapy and the characteristics of a culturally sensitive interdisciplinary approach to family therapy with traumatized refugee families.
Findings
The study identified a number of defining characteristics of the treatment model, which includes the interdisciplinary approach, treatment objectives and concrete interventions targeting these objectives.
Originality/value
Through a theoretically informed critical analysis of the data, the present study examined the defining characteristics of the treatment model as well as the mechanisms of change as perceived by the therapists.

Abstract
Purpose
This study explores how factors arising from supply chain (SC) network and complexity work together in supply chain learning (SCL) behavior.
Design/methodology/approach
Fuzzy set qualitative comparative analysis, which is an emerging configurational analysis method, was adopted to examine the complex combination of five influencing factors. The data were collected using a two-stage survey. First, the authors selected seven typical firms with an awareness of SCL. Second, questionnaires were sent to the partners of the seven selected firms, and 156 valid questionnaires were obtained from 76 firms.
Findings
Drawing on emergent insights from the initiative, the authors find that multiple configurations of SC network and complexity lead to high SCL. Specifically, weak ties are necessary conditions of such learning, while strong ties are also conducive to this. Moreover, a moderate SC complexity is conducive to SCL.
Practical implications
This study enriches the understanding of SCL and provides new insights for SC management practitioners to take measures to improve it.
Originality/value
This study addresses the lack of in-depth understanding of the antecedent conditions of SCL in the literature. It establishes an integrated and comprehensive theoretical framework of such learning based on contingency theory. Additionally, this study incorporates ambidextrous SCL (i.e. creation capability and dispersion capacity). An overall prototype of SCL capability is proposed on SC network and complexity theory.
