Abstract
This paper presents the results of a survey of the use of the balanced scorecard in New Zealand companies. The top 40 companies on the New Zealand Stock Exchange (NZSE40) were chosen as the survey population. A 62.5% response rate was achieved. One hundred percent of respondents indicated that they have knowledge of the balanced scorecard. Sixty‐one percent and 65% of the respondents reported that they use a balanced scorecard at organisational and divisional level, respectively. The results indicate that financial performance measures continue to dominate non‐financial measures in terms of importance. In addition to further developing the literature on the balanced scorecard, the research provides opportunities to investigate balanced scorecard implementations in New Zealand in more depth.

Abstract
In this chapter, Arendt’s reflections on the question of personal responsibility are taken as a discussion of ‘interrupting the legal person’. Examining trials that took place after World War II, Arendt observes in ‘Some Questions of Moral Philosophy’, ‘What the courts demand … is that the defendants should not have participated’ (pp. 33–34). Following Arendt, the author argues that thinking could have enabled possible perpetrators of great evil to meet this demand, for when a person stops to think, whatever they are doing is interrupted. What is more, the person who stops to think is themselves interrupted by thinking. In brief, becoming aware of the possibility that they exist as a person in a mode other than what Ngaire Naffine calls ‘the responsible subject’, thinking disrupts the legal person. A discussion of thinking as interrupting the legal person thus illuminates not only what may turn a person away from participation in the life of a criminal state, but also what that turn means for responsibility.

WE publish this issue on the eve of the Brighton Conference and our hope is that this number of The Library World will assist the objects of that meeting. Everything connected with the Conference appears to have been well thought out. It is an excellent thing that an attempt has been made to get readers of papers to write them early in order that they might be printed beforehand. Their authors will speak to the subject of these papers and not read them. Only a highly‐trained speaker can “get over” a written paper—witness some of the fiascos we hear from the microphone, for which all papers that are broadcast have to be written. But an indifferent reader, when he is really master of his subject, can make likeable and intelligible remarks extemporarily about it. As we write somewhat before the Conference papers are out we do not know if the plan to preprint the papers has succeeded. We are sure that it ought to have done so. It is the only way in which adequate time for discussion can be secured.

Abstract
THE most important personal news of the month is the appointment of Mr. J. D. Cowley M.A., the County Librarian of Lancashire, as Director of the University of London School of Librarianship. This had been expected for some considerable time, but we were unable to comment until it had been confirmed in the middle of May by the Senate of the University. Mr. Cowley will bring to the office the culture which we know him to possess, experience in the library of a learned society, and the much wider public experience which he has gained in Lancashire. A quiet enthusiast, with a sympathetic and friendly manner, his achievements in librarianship have already been such as to make our hopes for his future most sanguine. We all like him, which is one of the best foundations for his success. The Library Association Record has expressed the general hope that he will be able to make such arrangements in the School that its students may be more acceptable than they have been hitherto in public libraries. One of the methods by which this can be accomplished is extremely simple in statement, although it may be somewhat difficult of realisation. The larger libraries should be induced to recruit their assistants in the ordinary manner, to retain them on the staff for two years with ample opportunities for gaining practical experience in more than merely mechanical operations, and should then send the best of them for two years to the School of Librarianship. During their absence the libraries would of course recruit other assistants to supply their place, who in turn, if satisfactory, should be sent to the School of Librarian‐ship, and those who have been at the School should return in their places. There would, of course, have to be two vacancies to start from, but in a large system that is a very small matter. In the way suggested the libraries would be acquiring staffs which were practically trained in the first place and would understand everything that was being taught at the School, and who, in addition, would have university training and the status which undoubtedly belongs to that. If it could only be made clear to the assistant librarians of the present day that university school pupils would not displace them, we think one of the objections to the School would have passed. At present, of course, the objection is deeper; it is the chief librarian who seems to avoid the school diplomate. On the other hand, there is the suggestion that anyone who has passed through the School is ipso facto a librarian and should have a high position; that, of course, is not so. Ultimately he may have, but school training is only preliminary to library experience, and more is required before a librarian can have a responsible post in a library of any consequence. We hope the point we have raised will have the consideration which we believe it deserves.

It has been stated, and not without some cause, that no branch of our law is in a more uncertain condition than that relating to warranties under the Sale of Food and Drugs Acts, for during the past twenty‐three years various decisions have been given on what constitutes a warranty within those statutes, and at first sight it appears somewhat difficult to extract therefrom any settled principles. We propose, however, to examine shortly the leading cases on this important subject, and to see how far they are consistent with one another and lay down rules for general guidance.

Abstract
Purpose
This paper aims to present a literature review of studies of mentorship programs in the manufacturing industry so as to lay a theoretical basis for learning at work.
Design/methodology/approach
A literature review with focus on mentorship programs in the manufacturing industry was used. A search for relevant peer-reviewed articles, in four databases, rendered 315 hits, but only one article dealt with mentorship programs in an industry similar to the manufacturing industry. Thus, it is concluded that there is a lack of research on this area. The selection criteria were broadened so as to include 16 articles on mentorship programs for learning at work.
Findings
Three dominant areas emerged from this review: definitions of mentorship, characteristics of a good mentor and mentorship program structures. The establishment of a mentorship program requires a clear purpose; contextual knowledge; and adaption to the profession, the organization and to individual needs. In addition to their findings, the authors discuss relationships in mentoring programs, what can be understood by “reading between the lines” and the ongoing digitalization of mentorship programs.
Originality/value
Mentorship has proven itself to be a superior way to learn on the job. This paper provides practical information about establishing mentorship programs in the manufacturing industry, with a particular focus on the moulding industry.

SYMPATHY will be extended to our colleagues in the beautiful lands of Denmark and Norway, whose civilisation is so far in advance in all its political and social qualities of that of the invaders. Denmark has for years had a library service unequalled in Europe, in particular for its country services, and its town libraries have been administered with a liberality that becomes a country where a happy, cultured and lovable people dwell—or did so dwell until the catastrophe. Norway, too, has much the same liberality of spirit, and amongst its librarians are many who are valued personal friends of their British comrades, who have studied in our library schools and worked in our libraries. We hope they and their libraries will come through safely.

THE note of the Conference at Harrogate was the question of unemployment in relation to libraries. The arguments advanced were intended for the wider public rather than for librarians, and reproduced a now fairly familiar argument that the issues of books from libraries have increased by leaps and bounds since the beginning of the depression. It is quite clear that many men who normally would not read quite so much have turned to books for consolation and guidance. The fact that branch libraries were closed at Glasgow as an economy measure, and were afterwards re‐opened under the force of public opinion, would emphasize the opinion generally held that in times of economic stress it may be an even greater economy to increase expenditure upon libraries than to curtail it. This argument is, of course, in a region which the average material mind of our governors cannot always reach. It is nevertheless true, and the Conference provided ample evidence of its truth.

No plaque marked the site of his birthplace and there was no greater stock of his books in the Bromley Library than in any other.
