Abstract

Purpose

This research aims at conducting a survey of web‐based services offered by Asian national libraries.

Design/methodology/approach

To do this, 23 accessible and English language web sites of national libraries in Asia were studied. Direct observation and a checklist including six general services were used for data collection and data evaluation, respectively. In order to determine the detailed services provided by national library web sites, five web sites of the greatest and historical national libraries in the world with appropriate geographical distribution were taken into account.

Findings

National Library of Singapore had the first rank in providing its services via a web site for users and was the only national library in Asia that provides more than half of its services (52.29 per cent) via the web site. The national libraries of seven countries: Japan, Malaysia, China, Iran, Israel, Seri Lanka, and Kyrgyzstan provide web‐based services in the range of 25‐50 per cent, respectively in descending order. And the web sites of Asian national libraries (ANLs) were far from ideal and optimal as an online service provider.

Practical implications

Asian National Libraries must use the web facilities for achievement of their target goals and provision of their information services in the best manner. It is also suggested that these libraries should make high use of both traditional library tools like bibliographies and web‐based ones including web forms, chat, videoconferences, and so forth to meet their goals and ideals.

Originality/value

This study provides a unique insight into the situation of provision of web‐based services offered by national libraries in selected Asian countries.

Abstract

Purpose

The purpose of this paper is to identify service quality dimensions and their sub-dimensions for mobile government services. Despite studies conducted on mobile services, there is lack of a comprehensive framework of mobile government service quality. Researchers and practitioners must outline a taxonomy of mobile government service quality before they can begin to test their effects empirically. It cannot be assumed that e-government is the same as m-government. Therefore, it is important to understand the dimensions that affect mobile government service quality.

Design/methodology/approach

Mobile government service quality dimensions were extracted from the literature on m-government from its development and transition from e-government to service models being used. This helps understand what service quality dimensions are necessary when creating more efficient, reliable, and responsible forms of m-government. The dimensions are demonstrated within a holistic framework of m-government service quality, presented for both academic and practitioner appreciation.

Findings

This paper identifies 20 mobile government service quality sub-dimensions classified within six dimensions.

Originality/value

The literature on mobile government service quality is scarce. With the expectation of mobile subscriptions worldwide reaching 8 billion by 2016, it is the most lucrative time to be researching how the design of mobile government affects service quality. This paper is the first to provide information on m-government service quality dimensions available for assessment.

Abstract

Purpose

This study aims to develop a measurement model of the halal supply chain resilience (HSCRES) index, which represents the capability of the supply chain (SC) to handle disruption caused by halal risks. A case study is conducted to apply the HSCRES index in the halal chicken SC in Yogyakarta, Indonesia, to test the proposed methodology.

Design/methodology/approach

A literature synthesis was conducted to establish the main capability and vulnerability factors and their relevant indicators. The indicators were validated using the confirmatory factor analysis approach. Then, applying an analytical hierarchy process involving ten experts – practitioners and academicians – the weight of each indicator was obtained. A survey of 20 employees of slaughterhouses, 35 sellers and 100 consumers was conducted to obtain the value of each indicator. Finally, the HSCRES index was calculated by comparing the total weighted capability value to vulnerability.

Findings

The results revealed that the resilience of halal chicken SC in Yogyakarta is at a good level, with an index of 3.459, and “halal team” is the most significant indicator. The findings also revealed several capabilities that need improvement, including dedicated halal facilities, employees’ halal competence and halal regulation. However, the lack of a halal certification board, lack of management commitment and packaging contamination were found as vulnerability indicators that need to be reduced.

Research limitations/implications

The case of this study is limited to the halal chicken SC in Yogyakarta, Indonesia. As a consequence, the obtained results are limited to a specific context. The application of this method to different areas and objects enables the establishment of different capability and vulnerability indicators.

Practical implications

The halal resilience measurement model offers a comprehensive understanding of the strengths and weaknesses of the HSC. The findings can help stakeholders improve preparedness for halal risks, deal with halal risks better and recover more quickly. Measuring the HSCRES index can be particularly useful for policymakers in developing evidence-based strategies to increase HSCRES.

Originality/value

The current study is the first to define and classify the contributing halal resilience attributes and also to calculate the halal resilience index.
