Abstract

Purpose

The purpose of this paper is to explore the extent to which student assessments used in two capstone courses in a Master’s in Human Resource Management (HRM) Program were authentic, and encouraged confidence in competencies identified.

Design/methodology/approach

A qualitative approach was taken to evaluate the perception of lecturers, clients and students regarding authenticity of assessments and the competencies achieved. The authors used a five-dimensional framework for authentic assessment developed by Gulikers et al. (2004) as a basis for an online survey of the students and focus group, reflection of the client and for self-reporting their reflections.

Findings

It was found that the assessments in the two courses were aligned with the five criteria of the framework for defining authentic assessments developed by Gulikers et al. (2004), however, there were challenges noted by the students and clients. Students reported attaining some of the competencies identified in the HRM graduate competency profile but needing reinforcement for more confidence. While the students felt that they benefitted, one major challenge of the authentic assessments was the heavy workload.

Practical implications

Graduate programs in HRM may be producing students without the relevant competencies and the confidence to perform, partly because approaches to teaching and learning and in particular design of assessments may not be sufficiently practical. The findings of this study can provide support for more authentic assessments in professional business education programs.

Originality/value

Few cases studies exist on application of authentic assessments to mastery of competencies in developing countries. This contributes to the discussion on competency-based education and authentic learning, with particular reference to developing country contexts.

Abstract

Purpose

Leader-centred teaching has often taken as normal a cyclical pattern of business, which Marques (2014) argues is no longer the appropriate model. The purpose of this paper is to examine the current leadership curriculum paradigm and the case for an alternative pedagogy which better caters for the messy reality – without recurrent patterns or historical certainties – that global organisations and their business leaders currently often have to deal with. In particular, it addresses implications for the “hero” model of leadership.

Design/methodology/approach

The empirical findings are elicited through a combination of case studies, qualitative surveys and action research methods which include organisational development which encourages leaders to develop skills and capability to enquire into and work with their own group processes and design. Arts-based methods, such as poetry, music, painting, sculpture or music are offered as a means to help cultivate the leader’s creative potential and reach into those vulnerable places which often remain hidden amongst traditional didactic methods of facilitation.

Findings

The empirical findings call for a deconstruction of the hero leader through increasing reflexivity to help leaders understand their own feelings, reactions and motives. It encourages bespoke leadership competencies which can be adapted for individuality. This suggests that contemporary leaders and managers first need to understand what capacities and deficiencies they have as individuals, and second how to build an appropriate mix of skills through understanding and reflecting on their own individual experiences and actions.

Originality/value

The paper introduces an approach to leadership training which takes account of the demand for organisations to serve a social purpose, and the need for effectively leading a workforce where the power of the individual is growing with millennials pushing this and questioning the very premises of corporate behaviour and economic and social principles which guide it. It acknowledges that the demands on leaders are shoulder-buckling at the best of times but proposes that business school teaching on leadership must address the messiness of reality and offer means and ways of thriving in spite of such chaos.

Abstract

OWING to the comparatively early date in the year of the Library Association Conference, this number of THE LIBRARY WORLD is published so that it may be in the hands of our readers before it begins. The official programme is not in the hands of members at the time we write, but the circumstances are such this year that delay has been inevitable. We have dwelt already on the good fortune we enjoy in going to the beautiful West‐Country Spa. At this time of year it is at its best, and, if the weather is more genial than this weather‐chequered year gives us reason to expect, the Conference should be memorable on that account alone. The Conference has always been the focus of library friendships, and this idea, now that the Association is so large, should be developed. To be a member is to be one of a freemasonry of librarians, pledged to help and forward the work of one another. It is not in the conference rooms alone, where we listen, not always completely awake, to papers not always eloquent or cleverly read, that we gain most, although no one would discount these; it is in the hotels and boarding houses and restaurants, over dinner tables and in the easy chairs of the lounges, that we draw out really useful business information. In short, shop is the subject‐matter of conference conversation, and only misanthropic curmudgeons think otherwise.

Abstract

In Somerset samples of all kinds submitted and examined amounted to 1,880. Out of these, 1,666 were taken under the Food and Drugs Act, 1898, and the Statutory Rules and Orders issued by the Ministries of Health and Food and the Public Health Acts. It may be observed, though the fact is but too well known to. all those who are officially concerned with the administration of the Acts referred to above, that the number of Rules and Regulations is now very large. This number, by the very nature of the conditions that gave rise to them, will certainly increase. It follows that though the number of samples submitted may not increase, the work in connection therewith will certainly do so. Thus out of forty‐one samples described as either adulterated or incorrect, about half were incorrectly labelled. If this were only a matter of name and address the error or omission could be easily put right, but claims may be made by the vendors that cannot be substantiated. This is left to the Public Analyst to decide. Thus: “Should not bear a reference to scrofula”; or “‘Double strength’ has no meaning”; or “Should not be described as a ‘Cocktail’.” The Public Analyst has the double duty of correcting all sorts of verbal inaccuracies or exaggerations, and carrying out an analysis, often of a most complex description, and then interpreting the results of that analysis. Out of 689 milks examined, 72, or 10·4 per cent, were adulterated, against only 4 per cent in 1946. “This apparent increase in adulteration is probably due to the fact that a large number of samples were taken as a result of complaints received from milk factories.” Cow fat content was in some cases directly traceable to the large proportion of Friesian cows in the herd. The farmers were recommended to introduce into their herds cows of a breed giving milk with a higher proportion of fat. The old fault of bad mixing was responsible for some other prosecutions. Thus 8·67 per cent of fat at the top of the churn and 2·70 at the bottom at the time of delivery. The Report observes that a substance called Ground Almond Substitute should correspond to some extent with ground almonds. This remark was suggested as a result of examining a sample of the alleged substitute. It had a slight odour and flavour of almonds, but no further resemblance to almonds. The 4·2 per cent of fixed oil was mainly derived from the wheat—85 per cent—and the soya flour—15 per cent—of which it was composed. As flour costs 3d. a lb., and soya flour 10½d. a lb., it is pointed out that the cost of this mixture would be 4½d. a lb. It was sold for 2s. a lb. We are glad to note that the magistrate's view of the swindle was a £5 fine. As it might be used raw for cake icing or marzipan, the result of ingesting this rubbish would probably bring about digestive troubles in young children.

Abstract

The liability of a master for the acts of his servant or agent is a well‐established principle of many branches of English Law. It is in fact as old as the Common Law itself and is considered to have originated in the responsibility of a master for hired menials who had no legal capacity and were part of the household for which the master had to answer in every way. In the law of tort, especially the tort of negligence, it is still firmly entrenched and the rule is that a master is liable for any tort which the servant commits in the course of his employment (Winfield). The servant is also liable and a servant, for the purpose of vicarious liability, is one whose work is under the control of another and “in the course of employment” includes any act committed as an incident to something the servant is employed to do. Apart from statutory modifications, the rule has been perceptibly changing in its applications through the years, even in both directions. Originally, hospital authorities held no responsibility for acts committed by their medical staff; the responsibility was entirely the doctor's, a legal relationship, however, which was always regarded as something of an anachronism as between employer and employed. Perhaps this conception was an error stemming from an early High Court decision, but gradually the position has changed, quite apart from the National Health Service Act, 1946, towards the hospital authority's responsibility to the injured patient just as much as that borne by the officer whose failure caused the injury.

Abstract

WE publish this issue on the eve of the Brighton Conference and our hope is that this number of The Library World will assist the objects of that meeting. Everything connected with the Conference appears to have been well thought out. It is an excellent thing that an attempt has been made to get readers of papers to write them early in order that they might be printed beforehand. Their authors will speak to the subject of these papers and not read them. Only a highly‐trained speaker can “get over” a written paper—witness some of the fiascos we hear from the microphone, for which all papers that are broadcast have to be written. But an indifferent reader, when he is really master of his subject, can make likeable and intelligible remarks extemporarily about it. As we write somewhat before the Conference papers are out we do not know if the plan to preprint the papers has succeeded. We are sure that it ought to have done so. It is the only way in which adequate time for discussion can be secured.

Abstract

A memorandum on the Nutritive Value of Milk by the Advisory Committee on Nutrition appointed by the Minister of Health and the Secretary of State for Scotland has now been published with a prefatory note by Sir Kingsley Wood and Sir Godfrey Collins. The Chairman of the Advisory Committee is Lord Luke, and the members include Professor Cathcart, Sir F. Gowland Hopkins, Professor Mellanby and Sir John Boyd Orr. Its terms of reference are “To inquire into the facts, quantitative and qualitative, in relation to the diet of the people and to report as to any changes herein which appear desirable in the light of modern advances in the knowledge of nutrition.” The memorandum explains the high value of milk as an article of food. Analysis of its composition shows that milk contains protein of high nutritive value, energy‐giving nutrients, the known essential vitamins and many mineral elements and apart from its chemical composition it derived value from other properties such as easy digestibility. Many investigations have been made which justify the belief that the general health of the community, and especially of children, would be improved, and the incidence of disease, including rickets, diminished, if the present consumption of liquid milk, averaging about 0.4 pint per head per day, could be increased to about a pint. Milk has few disadvantages as an article of diet. For infants, after breast‐feeding has ceased, it should form the bulk of the diet, with any necessary supplements to furnish iron and vitamins C and D. After infancy milk is not a complete food but a very important item in diet, particularly for children, who should be given one to two pints a day, and for expectant and nursing mothers, for whom about two pints a day are desirable. Other adults, who need milk especially for the sake of its calcium and animal protein, should have at least half a pint a day. Milk is unfortunately liable to contamination by disease‐producing bacteria and its heating by suitable methods such as pasteurisation has important advantages in making it safe for human consumption from this point of view. Moreover, when milk is treated by heat, little significant change is known to occur in its nutritive properties, and such deficiencies as may be caused can readily be made good. It is therefore reasonable to assume that raw milk incorporated in other cooked articles of diet, such as bread and puddings, retains most of its nutritional properties. The report also calls attention to the degrees of nutritive value possessed by various milk products, especially separated milk. The memorandum is entitled “The Nutritive Value of Milk” and can be obtained (price 3d.) direct from H.M. Stationery Office or through any bookseller.

Abstract

Statements by Lord Denning, M.R., vividly describing the impact of European Community Legislation are increasingly being used by lawyers and others to express their concern for its effect not only on our legal system but on other sectors of our society, changes which all must accept and to which they must adapt. A popular saying of the noble Lord is “The Treaty is like an incoming tide. It flows into the estuaries and up the rivers. It cannot be held back”. The impact has more recently become impressive in food law but probably less so than in commerce or industry, with scarcely any sector left unmolested. Most of the EEC Directives have been implemented by regulations made under the appropriate sections of the Food and Drugs Act, 1955 and the 1956 Act for Scotland, but regulations proposed for Materials and Articles in Contact with Food (reviewed elsewhere in this issue) will be implemented by use of Section 2 (2) of the European Communities Act, 1972, which because it applies to the whole of the United Kingdom, will not require separate regulations for England and Wales, Scotland and Northern Ireland. This is the first time that a food regulation has been made under this statute. S.2 (2) authorises any designated Minister or Department to make regulations as well as Her Majesty Orders in Council for implementing any Community obligation, enabling any right by virtue of the Treaties (of Rome) to be excercised. The authority extends to all forms of subordinate legislation—orders, rules, regulations or other instruments and cannot fail to be of considerable importance in all fields including food law.

Abstract

For many years now food and drugs authorities (and the public) have been complaining about the low meat content of meat pies on sale and the need of a standard is self‐evident. The pie filling is not visible to the purchaser and often consists of a mixture of meat and cereal from the appearance of which it is impossible to assess the amount of meat present. The sale of made up cooked foods has increased among all such products in recent years, but for meat pies the increase has been phenomenal.

Abstract

THE death of Sir John Ballinger was the cardinal library event of January. Elsewhere one of our contributors has gathered his memories of this distinguished past president of the Library Association. Here we pay tribute to a great librarian whose devotion to all that is best in the service was life‐long and who received honours which are not always given to librarians. Achieving a relatively important library position in early life, he not only gave his city an admirable service; he found time to work for all the general interests of the profession. The respect and gratitude, and indeed the affection, of all of us surrounded his later years and go with him to his grave. Our sympathy is respectfully expressed to Lady Ballinger and her family.
