Abstract

The Financial Action Task Force (the chief international agency against money laundering) blacklisted Israel (June 2000) as one of the 15 countries that fail to cooperate in the international efforts to combat money laundering. Soon after, the Israeli Parliament enacted the Prohibition on Money Laundering Law, 5760–2000 (the ‘Law’). The Law has far‐reaching legal, economic and policy implications. This paper attempts to sketch the global backdrop against which the Law was adopted, analyse its provisions, expose its implications and draw attention to its pros and cons. It is structured along the following lines: the first section sets out the international campaign against money laundering. The second section describes the pressures exerted by the international community to persuade Israel to join the club of countries that counteract money‐laundering operations. The third and fourth sections analyse the ratio legis of the Law and its provisions, respectively. In the fifth section an account is provided of the problematic aspects of the Law. The last section provides some conclusions that may be drawn at this early stage.

Abstract

The lucrative enterprise of money laundering, the threat it poses to the integrity and stability of financial sectors as well as to the democratic societies themselves, and the means to counteract it, all have long been the object of academic debate across the globe. However, interested parties in Israel, such as law enforcement agencies, banks and legal scholars, have not played a vociferous role in this debate, and Parliament for its part has refrained so far from introducing anti‐money‐laundering legislation. Recently a Bill entitled ‘Prohibition of Money Laundering’ (‘the Bill’) has been introduced to the Israeli Parliament. The Bill has passed first reading, and it is cur‐rently being debated in the committee stage before being brought to second and third readings. It is not unlikely that the Bill will crystallise into legislation in the near future. The proposed legislation bears far‐reaching legal, economic and policy implications. It is thus surprising that it has not sparked off an extensive debate in the legal literature. This paper will, hopefully, aid in stimulating such a debate.

Abstract

Purpose

This study, inspired by the theory of the separate spheres, considers the social circumstances of employee benefits, examining the needs of fathers in dual-earner families to cope with work and family responsibilities. The purpose of this paper is to explore how high-tech managers view the work-family interface of R & D engineers and analyzes the typical package of discretionary, non-financial, work-family employee benefits.

Design/methodology/approach

Relying on the phenomenological approach, in-depth, semi-structured interviews with 22 private-sector managers disclosed their shared perception and experience, revealing the informal level at which underlying social principles becomes business strategy, often intuitively.

Findings

Values of gender are assimilated into the informal environment and reflected in the selection of benefits which have been effective in attracting labor in demand. Recently these values have been challenged by new ideas of more involved fatherhood, and these are inadequately addressed by the package of benefits.

Research limitations/implications

Larger samples from various socio-cultural settings are needed.

Practical implications

Managers are advised not to be blinded by the financial worth of discretionary employee benefits and consider how these meet the actual, as opposed to stereotypical, needs of employees and their family members. Observing social dynamics and considering non-financial consequences of employee benefits are essential for business-society continuity. Also, organizations of relatively low-social diversity should not alienate themselves from their multicultural environment.

Social implications

The study unveils the reciprocity between organizations and people. Traditional fatherhood is being contested and negotiated at the work-family interface, as embedded to ongoing changes in the social meaning of gender. That employee benefits help to maintain the masculinity of high-tech, reflects also on gender segregation in the workplace.

Originality/value

The study illustrates how businesses apply social values and describes how such values are processed and reinstated in society as employee benefits.

Abstract

Purpose

The purpose of this paper is to contribute to cross culture training (CCT) literature by exploring the HR managers roles in CCT provision and the reasons affecting the given role enactment.

Design/methodology/approach

This exploratory study is based on in-depth interviews with 15 Israeli HR managers in charge of the provision of CCT in their respective companies and five interviews with CCT professionals who provide CCT training for a wide range of companies operating in Israel.

Findings

The study highlights the significant impact of HR managers’ awareness and perceptions of CCT on its provision and discusses a related self-perpetuating cycle of current practice reinforcement that limits the likelihood of practice improvement.

Research limitations/implications

The limitations of the exploratory design of the study call for further research on HR roles in CCT provision.

Practical implications

The findings suggest that HR managers partly design and implement practice according to what they believe are unmet expatriate needs and what they perceive as effective HR tools. The authors discuss the practical value of raising their awareness not only of CCT designs and methodologies, but also of the complexities of expatriate adjustment and the opportunities offered by rigorous evaluation of current practice.

Originality/value

The study departs from the dominant focus in the literature on the content and methodologies of CCT and instead explores the neglected role of HR managers in CCT provision.

Abstract

Purpose

When working remotely, homeworkers are provided with various technologies which may help them to avoid experiencing feelings of social isolation from colleagues. These include the mobile phone, which provides homeworkers with the means of engaging in interaction with colleagues irrespective of time and location. This paper aims to investigate how the mobile phone is used by homeworkers for social interaction purposes.

Design/methodology/approach

Data are collected from 25 respondents working in a telecommunications organisation using in‐depth, semi‐structured interviews.

Findings

Upon analysis, it emerges that a significant number of respondents use their mobile phone for retaining social interaction with colleagues outside of their designated work time and space. It also emerges that certain organisational factors help to explain why interaction is maintained in this way.

Practical implications

Implications for organisations employing homeworking are also presented, together with how the limitations of the paper can be overcome in future research.

Originality/value

The results challenge the common assertions concerning social isolation made within homeworking literature; these are discussed within the paper, which also addresses how the findings of this paper aim to aid, as well as to direct, theoretical progression within this area.

Abstract

Purpose

In recent years, several studies on self-legitimacy of police officers were conducted; however, few have tested the unstable nature of legitimacy in different time periods. This paper aims to focus on the self-legitimacy of police officers and its impact on pro-organizational behavior in 2013 and 2016.

Design/methodology/approach

The study took place in eight regional police directorates in Slovenia. The number of participants amounted to 529 police officers in 2013 and 478 police officers in 2016 that have completed a paper and pencil survey that was pretested using a convenience sample of police officers studying as part-time undergraduate students.

Findings

Overall findings revealed organizational commitment as the strongest predictor of self-legitimacy of police officers in Slovenia. The invariance of the “core variables” and their influence on the self-legitimacy of police officers in different time periods was confirmed. Their perception of individual legitimacy, organizational commitment, education and years of service influenced pro-organizational behaviors of police officers.

Research limitations/implications

Limitations of the study can be seen in the sincerity of participating police officers and the nature of self-legitimacy, which operates differently in different societies.

Practical implications

The results could be used for the improvement of policing in a young democratic country.

Social implications

Legitimacy, procedural justice and other components of policing in a democratic society need to be tested globally, especially in young democracies. This study is an example of an ongoing, follow-up endeavor of researchers and the national police to reflect upon the development of policing.

Originality/value

The paper has confirmed the invariance of relations with colleagues, supervisors' procedural justice and audience legitimacy on the self-legitimacy in different time periods and societies.

Abstract

Purpose

Prevalence of post-traumatic stress disorder (PTSD) among UK veterans is higher than in the general population. However, prevalence figures do not reflect the complexity of this phenomenon and ways in which it may be bound up with veterans’ experiences of adjusting to civilian life. The purpose of this study is to explore veterans’ experiences of successfully managing PTSD.

Design/methodology/approach

Semi-structured interviews were conducted with six veterans who had served in the UK armed forces and analysed using interpretative phenomenological analysis.

Findings

Three themes were developed: accepting the problem, taking responsibility and gaining control; talking to the right people; and strategies, antidotes and circling back around. Managing PTSD appeared to be bound up with veterans’ experience of renegotiating their identity, where positive aspects of identity lost on leaving the military were rebuilt and problematic aspects were challenged. Participants sought to speak about their difficulties with others who understood the military context. They felt that their experiences made them a valuable resource to others, and they connected this with a positive sense of identity and value.

Practical implications

The findings suggest the importance of wider provision of peer support and education for civilian health services on veterans’ needs.

Originality/value

This study adds to the understanding of what meaningful recovery from PTSD may involve for veterans, in particular its potential interconnectedness with the process of adjusting to civilian life.
