Abstract
Purpose
Different from most academic publications about tourism in Brazil, this paper provides an overarching and comprehensive perspective. Analysing key developments, and focusing on the period 2000–2019, this paper also considers long-standing structural issues that hinder tourism development. Although this viewpoint paper deals with Brazil, very similar issues can be identified for many countries worldwide.
Design/methodology/approach
This viewpoint paper is a combination of reflections by leading Brazilian tourism academics; most are members of ABRATUR, the International Academy for the Development of Tourism Research in Brazil. This paper uses secondary data from the grey (e.g. government reports) and academic literature to support this opinion paper. The tourism-related topics covered in this paper include economics, policy and planning, marketing, transport, nature-based tourism, gastronomy, hospitality and education, amongst others.
Findings
Brazil has missed several unique opportunities to place it as a destination of international renown. Since the 1990s, efforts to support regional tourism development have achieved only moderate success as political instability, violence and corruption have impacted tourism. A lack of a coordinated approach between the various levels of government, a shortage of tourism data and a long-term supra-government marketing campaign, among other factors, have meant Brazil has missed several critical opportunities in the 2010s to establish itself as a leading tourism destination in the global market.
Originality/value
From leading tourism academic experts in Brazil, a unique opinion paper offers an overview of the critical development issues in 2000–2019. The paper presents matters that have hindered potential tourism contributions to the largest nation in South America. While these matters may be specific to Brazil, many of these challenges are not dissimilar to those in other emerging (democratic) nations. The authors offer several public policies and technical recommendations to scaffold tourism development towards the 2030 agenda.

Abstract
Purpose
This paper explores the intricate interdependencies among core components of airline business models (BMs). In the airline industry, where BMs are complex systems, a successful BM requires an orchestrated configuration of various components. However, there is a paucity of research in BM literature pertaining to the interrelationships among key components of airline BMs.
Design/methodology/approach
Employing interpretive structural modelling, we gathered input from experts in Iran to assess the driving power and dependency of elements within airline BMs.
Findings
Our findings highlight the significance of operating environment conditions and competitive market dynamics as pivotal external components shaping the foundational structure. Value proposition, customer relationship management, and process monitoring are crucial linkage components that drive power and dependency. Notably, capturing value is positioned with the highest dependency.
Practical implications
We utilised the ISM technique to visualize interdependencies within airline business models, aiding strategic decision-making. Our findings suggest aligning business and operational strategies with market needs ensures effective value creation and capture, maintaining competitive advantage in the airline industry. In addition, our research reveals critical factors affecting value creation and capture, emphasising monitoring the operating environment and competitive market, and strategically managing value propositions and customer relationship initiatives in the airline industry. We advise adapting business models to external changes for sustained growth and recommend regular monitoring of industry trends and customer expectations.
Originality/value
Framed within complexity theory, these insights offer valuable perspectives on identifying and situating critical BM components in the airline industry. The practical implications derived from this study serve as strategic tools for airline managers and potential investors to optimise the design of their airline BMs.

Abstract
This chapter models the number of ferry round trips per day in order to make suggestions for future ferry schedules for an island – in this case Bornholm. Calendar effects, including the effect of moving religious holidays, as well as the overall annual level of economic activity, are taken into account. The model for the number of round trips per day is also applicable to the number of passengers per day. If the number of passengers (and arrivals) per day is forecast, this may be used as a basis for forecasting daily, weekly and monthly activity levels for service providers at the destination, including service providers in the accommodations sector. For islands, data for all passengers to/from the destination may be available (ferries and airlines). Based on these daily, weekly or monthly passenger numbers, both domestic and international numbers may be modelled and forecast. Other destinations may model and forecast daily, weekly and monthly international arrivals by air in order to support decisions at the destination site.

– This paper examines the leadership practices of two Brazilian regional tourism organisations (RTOs) using an exploratory case study.
Abstract
Purpose
This paper examines the leadership practices of two Brazilian regional tourism organisations (RTOs) using an exploratory case study.
Design/methodology/approach
The research adopts an embedded case study approach, permitting the comparison of the leadership phenomenon in the “Instituto Estrada Real” (the IER) and the “Associação Circuito do Ouro” (the ACO). Semi-structured interviews (n=14) were undertaken to gather information from the RTOs' executives and actors/followers influenced directly by RTO leadership in order to obtain their perceptions about leadership practice.
Findings
Four leadership themes emerged: capacity to produce results, capacity to mobilise followers, articulation and communication of goals and actions, and articulation of roles and responsibilities. The findings are discussed in regards to the hierarchical and market governance structures of the two RTOs and the implications for leadership practice. The interviewees identified that transactional forms of leadership dominated the hierarchical governance structure of the ACO and that it was able to mobilise effectively other levels of government. However, this leadership does not deliver results at the speed required by the private sector. The IER is a market-led governance structure and its leadership practices effectively mobilised the private sector. However, it was found to operate in isolation from government and other key tourism stakeholders.
Originality/value
This paper draws together the regional tourism management and leadership literature, making both theoretical and applied contributions to regional tourism leadership.

This briefing is prepared by an independent writer who adds their own impartial comments and places the articles in context.
Findings
During the 1990s, Brazil began increasingly to see the potential of tourism as a way to boost regional development. That might sound rather late in the day but the country had only recently undergone a profound process of re-democratisation after two decades of authoritarian rule which only ended in 1985. Tourism therefore became part of Brazil's attempts to reposition itself as both more economically accessible and more globally competitive.
Practical implications
The paper provides strategic insights and practical thinking that have influenced some of the world's leading organizations.

Abstract
Purpose
The purpose of this paper is to provide a deeper understanding of the relevance of shore excursions in the distribution of cruise passenger flows; an approach which has been overlooked by many studies on cruise tourism. Specifically, the paper focuses on two destinations: Barcelona, a mature cruise destination suffering from the impact of overcrowding; and Valencia, an emerging cruise destination facing the risk of future (similar) impacts.
Design/methodology/approach
The method used is multiple-case study with replication logic. First, web content analysis is conducted of shore excursion descriptions of the destinations selected so as to identify the itineraries, as well as the municipalities and the specific tourist attractions included in the tours. Then, word-processing tools are used to create a regional and local data set to arrange the narrative data. Finally, density maps are drawn in order to examine the different visitor flows within the tourist hinterlands from the supply perspective.
Findings
The results indicate that most shore excursions are concentrated in the port cities. Comparing the two destinations, the paper argues that the redistribution within the cities is not equally balanced. Nevertheless, the results also reveal that the excursions offered by local shore tourism operators (TOs) in both destinations have contributed to the expansion of the cruise tourist hinterland over a wider regional area.
Research limitations/implications
This paper evaluates the visitor flow distribution from a supply perspective. Hence, future studies should examine the demand dimension in order to gain a deeper understanding of the concentration intensity. Additionally, it would be worth examining not only visitors taking guided tours but also the independent ones (those who visit the destination on their own).
Originality/value
Despite the growing importance of cruise tourism, research on the role of local shore TOs in this sector is quite limited. One element that deserves more research attention is related to the role of shore excursions in the spatial configuration of the cruise tourist hinterland. Finally, the results obtained could also have significant implications for policy makers developing and promoting effective measures to prevent overcrowding.
