Abstract

This paper outlines the methods and outcomes of a study into equity management strategies in Australian private sector organisations reporting to the Equal Opportunity for Women in the Workplace Agency (EOWA). Reports from 1,976 organisations indicate 11 key factors characterising equity management in Australia. The study highlights differences within previously identified social structural policies, temperamental and opportunity policies and identifies a further policy type, categorised as “support policies”. Differences have also been identified in relation to distribution structures, suggesting that gender is not the sole consideration in determining equity management strategies. The justice principle of distribution also figures strongly in equity management implementation.

Abstract

Purpose

The purpose of this paper is to examine equal employment policies in Australia’s male-dominated construction industry and categorise the types of activities undertaken against an equal employment typology to identify links to outcomes for women in the form of increased participation and management.

Design/methodology/approach

To explore the issue of low representation of women in construction through the content analysis of 83 construction organisations’ equal employment opportunity (EEO) reports.

Findings

This industry is not engaging with equal employment issues and the numbers of women working in the industry and/or management are based on individual decision rather than an institutional commitment to equality in diversity.

Research limitations/implications

Australian legislation mandates organisational reporting of relevant data and offers public access to this information offering a unique data set.

Practical implications

An ageing population means that the predominately older male workforce is leaving construction in greater numbers with fewer potential replacements making new labour markets a vital consideration.

Social implications

Legislation and organisational policies designed to promote EEO for women have existed in numerous countries for decades. One objective of this legislation was to reduce male domination in senior positions and industries/occupations where women were under-represented. Despite this, few women are employed in construction in operational or management roles worldwide.

Originality/value

This study offers a comprehensive analysis of a male-dominated industry in one jurisdiction rather than a few selected cases and uses a broader rigorous typology for analysis that acknowledges both equal and different treatment options.

Abstract

We use Canadian data to examine the help‐seeking strategies of women dealing with the consequences of violent victimization. Consideration of the help‐seeking strategies of victimsmay provide insight into other decision‐making processes. The analytic framework integrates research on police reporting and intimate partner violence with the wider help‐seeking literature. This integration allows for an examination of the effect of the victim’s relationship to her offender on decisions to seek help from family, friends, doctors, social service agencies and the police. The research has two objectives. First, we aim to determine whether help‐seeking exists as isolated choices or whether there is a discernable set of help‐seeking strategies used by crime victims. Although many victims do not call the police, they often rely on family, friends, social service and mental health interventions.We find that those victims who report their victimizations to the police also seek support from family and friends. Second, we examine the correlates of these help‐seeking decisions. In doing so, we explore the effects of the offender relationship on decisions to seek help. We explore differences in help‐seeking across attacks by strangers, spousal offenders, dating offenders, and other known offenders. Our findings suggest that women victimized by a spousal offender are more likely than others to use a substantial help‐seeking strategy that includes disclosure to the police, doctors and social service agencies.
