This is a report on work in progress to investigate empirically and to analyse the human resource management practices of comparable organisations representing the public‐private/service‐ manufacturing sectors in Canada and the United Kingdom, and to establish or indicate the causal factors underlying any changes in such management occurring in, roughly, the last decade.

“Man is the measure of all things”, to paraphrase the Sophists. Alternatively, one could invoke the Marxist assertion of the social and relative character of the concept of value. Certainly, such a perspective can be found woven into this present paper, on the changes wrought since the mid‐80s in the United Kingdom television industry, in pursuit of “higher performance”.
