Literature on strategic planning and management is prolific. Articles deal with various aspects of strategic planning, its definition, process, and application. However, many of these articles concentrate on the theory and on the strategic planning models rather than deal with practical application or problems experienced at implementation levels. My interest in reviewing this literature is to identify studies which offer significant key approaches and relate them to the field of education planning. Can we learn something from the way in which strategic plans are formulated and implemented in the business world and apply this knowledge to planning and operation of academic institutions?

The librarian and researcher have to be able to uncover specific articles in their areas of interest. This Bibliography is designed to help. Volume IV, like Volume III, contains features to help the reader to retrieve relevant literature from MCB University Press' considerable output. Each entry within has been indexed according to author(s) and the Fifth Edition of the SCIMP/SCAMP Thesaurus. The latter thus provides a full subject index to facilitate rapid retrieval. Each article or book is assigned its own unique number and this is used in both the subject and author index. This Volume indexes 29 journals indicating the depth, coverage and expansion of MCB's portfolio.

We are living in an era of very profound and fast changes, when the computer is a link between human expertise and the advanced world of mechanical and electronic technology. We are witnessing many changes which will transform our world during our lifetime in a dramatic way which cannot be compared to revolutions of the past. The challenges of the future require a new discipline, Managerial Futuristics, the role of which is to provide a useful framework for decision making by developing reasonable assumptions about the future, these based on assessment of present conditions, identification of future dangers and opportunities, and evaluation of alternative approaches to policies/issues. The fundamental rules of good management must be retained also, i.e. understanding of people; vision, courage, and creativity; the ability to delegate properly and to make sound decisions; however, these must be allied with knowledge of the advanced technological and managerial tools available, to implement the change process.

Posits that with the growth and importance of international markets, a multinational enterprise is now the keystone of successful worldwide operations. Quality of academic institutions depends on how well academic activity is integrated with the right process. This involves the development of all administrative structures and efficiency of managing the institution. Team decision‐making (TDM) grid will be of value in strategic planning – through improvement of analysis of activities, problems and decisions within the organizational structure. The system eliminates work duplication and overlapping of responsibilities and invites the interest and participation of faculty. TDM grid can be of great assistance through decentralization of authority and responsibility, elimination of confusion in the preparation of a strategic plan, facilitation of information flow and better motivation of the university community.
