Abstract

It has often been said that a great part of the strength of Aslib lies in the fact that it brings together those whose experience has been gained in many widely differing fields but who have a common interest in the means by which information may be collected and disseminated to the greatest advantage. Lists of its members have, therefore, a more than ordinary value since they present, in miniature, a cross‐section of institutions and individuals who share this special interest.

Although this talk is to be devoted to the Electrical Engineering section 621.3 of the Universal Decimal Classification as a whole, in view of your primary interest in the field of electronics, I shall try to place, where possible, more emphasis on this aspect of the subject. I am assuming that the general structure and method of using the UDC will be familiar to the majority of you, so I shall not elaborate upon this.

Abstract

Whether it is correct or not to describe it as multilingual, plurilingual or polyglot, the journal with which I am particularly concerned falls into the category which produces complete separate editions in two or more languages. The number of such journals is by no means insignificant, the majority of them being the house journals of industrial firms, produced essentially for prestige purposes, although often containing a high proportion of original and interesting technical material. Switzerland is the country which has long been foremost in their production, while other smaller European nations are also energetic in issuing English editions of journals in addition to those in their own languages. There would seem to be, however, no counter‐part among such multilingual journals to Endeavour, the scientific quarterly‐review produced in five editions, English, French, German, Spanish, and Italian, by Imperial Chemical Industries Limited, contributors to Endeavour being drawn impartially from all fields of scientific activity—the academic world, scientific research institutions, and industry. Although sponsored by I.C.I., no discrimination whatever is made in favour of contributions by scientists of the company's own staff. To help maintain the international character of the journal, articles from abroad are also frequently included. Endeavour was first published in January 1942, at a period of the war when the fortunes of Britain were at a low ebb. Its purpose then was to give scientists at home, and particularly overseas, a balanced summary of the continuing progress of science. A secondary but no less important aim was to counter, by encouraging scientific workers to read outside their own subject, the trend towards over‐specialization. Notwithstanding the difficulties due to material shortages and security restrictions, Endeavour was safely launched. It has continued to flourish ever since. It is distributed free of charge to individual scientists, scientific bodies, laboratories, and libraries throughout the world. The total circulation of all editions is about 35,000 copies.

Abstract

The Syllabus of the Examinations of the Library Association is being modified to suit the needs of librarians employed in various kinds of libraries. In the nature of things no syllabus can be regarded as satisfactory for all types of library. We talk easily of libraries under three categories, public, university and special, but within each there is a wide diversity and the business of the syllabus must, therefore, be to provide a working foundation on which these varied interests may rightly develop. There is nothing exceptional in this. All training must begin by having regard to general principles, leaving the application of these principles to the judgment of the individual who applies them. Hence, what follows is based on the assumption that librarians in whatever library they are employed will be people who are capable of making a reasonable judgment on principles to suit their particular cases.

Abstract

Miss Barbara R. F. Kyle has been appointed Research Librarian of Aslib and, in succession to Miss E. M. R. Ditmas, Managing Editor of the Journal of Documentation. She will join the Aslib staff on 24th June. Barbara Kyle is at present Assistant Director of the National Book League, which appointment she has held since 1958. After wide experience in public libraries she was, for ten years, Librarian of the Royal Institute of International Affairs. Since 1955, thanks to grants from both the Nuffield Foundation and the United States National Science Foundation, she has drafted and is testing a classification for social sciences. She is a member of the Unesco International Advisory Committee for Bibliography, Documentation, and Terminology, and a Vice‐President of the International Federation for Documentation. For many years she has taken an active interest in Aslib affairs. She was elected to the Council in 1949 and has since given her services as Chairman of the Conference and Meetings Committee (1950–51), Honorary Secretary (1951–55), Chairman of Council (1955–57), Chairman of the International Relations Committee (1957–61), Chairman of the Research Committee (1961–62), and has served also on the Education and the Executive and Finance Committees.

Abstract

Addresses the standardization of the measurements and the labels for concepts commonly used in the study of work organizations. As a reference handbook and research tool, seeks to improve measurement in the study of work organizations and to facilitate the teaching of introductory courses in this subject. Focuses solely on work organizations, that is, social systems in which members work for money. Defines measurement and distinguishes four levels: nominal, ordinal, interval and ratio. Selects specific measures on the basis of quality, diversity, simplicity and availability and evaluates each measure for its validity and reliability. Employs a set of 38 concepts ‐ ranging from “absenteeism” to “turnover” as the handbook’s frame of reference. Concludes by reviewing organizational measurement over the past 30 years and recommending future measurement reseach.

Abstract

Accounting’s definition of accountability should include attributes of socioenvironmental degradation manufactured by unsustainable technologies. Beck argues that emergent accounts should reflect the following primary characteristics of technological degradation: complexity, uncertainty, and diffused responsibility. Financial stewardship accounts and probabilistic assessments of risk, which are traditionally employed to allay the public’s fear of uncontrollable technological hazards, cannot reflect these characteristics because they are constructed to perpetuate the status quo by fabricating certainty and security. The process through which safety thresholds are constructed and contested represents the ultimate form of socialized accountability because these thresholds shape how much risk people consent to be exposed to. Beck’s socialized total accountability is suggested as a way forward: It has two dimensions, extended spatiotemporal responsibility and the psychology of decision-making. These dimensions are teased out from the following constructs of Beck’s Risk Society thesis: manufactured risks and hazards, organized irresponsibility, politics of risk, radical individualization and social learning. These dimensions are then used to critically evaluate the capacity of full cost accounting (FCA), and two emergent socialized risk accounts, to integrate the multiple attributes of sustainability. This critique should inform the journey of constructing more representative accounts of technological degradation.
