THE first practical application of a simplified form of aircraft structure was made by the Republic Aircraft Corp. in their production of the Seabee. This machine dispensed with conventional ribs and used external chordwise corrugations instead. These were found to be perfectly satisfactory; they resisted the air loading and were stiff enough to prevent undue distortion of the cross‐section of the structure. For machines of higher speed, however, these corrugations, or ‘beads’ as they were called, would be objectionable and would have to be replaced by internal stiffeners fixed to the skin. This is the type of structure it is now proposed to analyse—a general view is shown in FIG. 1.

THIS article is concerned with the type of multi‐cell box found in wings, fins and tail planes, etc. It does not include the effect of axial constraint applied to the box root inducing differential bending of the box spars, or the type of box whose individual cells have vastly different rates of change of cross sectional properties, i.e. a twin cell box with one cell remaining constant in area and the other tapering sharply—this type would require special analysis, in which the loads imposed on the internal ribs, due to their finite stiffness, would need investigating.

Merchants and manufacturers have it in their power to minimise in some degree the extent to which we are becoming indebted to foreign countries in respect of the large excess of imports over exports, by obtaining, as far as possible, their imported supplies of food products and raw materials for industries from countries within the Empire. Take, for example, meat and cheese. The prevailing high prices are no doubt encouraging the home production of these commodities. Nevertheless a large quantity must necessarily be imported. In 1914 meat to the value of 62 million pounds was imported, and cheese to the value of 8 million pounds. Of the imports of meat 26 per cent. came from within the Empire, and of cheese 82 per cent. Clearly it is better under existing circumstances that we should buy meat from Australia and New Zealand than from Argentina, and cheese from Canada and New Zealand rather than from Holland and the United States. Many other examples may be mentioned of products which can equally as well be obtained within the Empire as from foreign countries, such as maize from South Africa, where a large increase of production is expected this year; oats from Canada rather than from Argentina and the United States; barley from Canada; peas from New Zealand; butter from Australia and New Zealand; canned salmon, of which 2½ million pounds' worth was imported in 1914, from Canada rather than from the United States; apples from Canada and Australia; wine from Australia; tea from India and Ceylon rather than from China and Java; cocoa from the Gold Coast and the West Indies; copra from Malaya, India and Australia; rubber from Malaya and Ceylon; fibres from New Zealand, Mauritius, Ceylon, etc.; wood pulp from Canada and Newfoundland; wool from Australia, New Zealand, South Africa and the Falkland Islands rather than from Argentina, Chile and other foreign sources; tanning materials from India, Natal, Australia and British East Africa; dyewoods from the West Indies; timber from Canada; hardwoods from India, West Africa, the West Indies and Australia; copper and copper ore from Australia and South Africa; tin and tin ore from Malaya, Nigeria, South Africa and Australia; manganese from India; plumbago from Ceylon; hides from India, Africa and Australia, and so forth. It has been stated that the result of the war may ultimately depend largely on financial strength. In that case the country which is to the greatest extent self‐supporting as regards supplies of the necessaries of life and materials for the manufacture of munitions of war will be in a position to carry on the longest. Undoubtedly the British Empire contains within itself the power to produce all such materials, and the Dominions, Colonies and Dependencies are in fact already supplying a large proportion of the food products and raw materials for industries, which are imported into the United Kingdom. There are a few notable exceptions, e.g., for our supplies of cotton and sugar we have always been largely dependent on foreign countries, but Uganda and the Soudan are capable of producing in the future very large quantities of cotton of the quality required by Lancashire spinners, and sugar production in our Colonies could, with proper encouragement, be expanded so as to meet the whole of the requirements of the Mother Country. If the British capital and energy which have in the past gone every year to the development of enterprises in foreign countries had been devoted for a tew years exclusively to exploiting the resources of the Dominions and Colonies, the British Empire would, by this time, have become practically self‐supporting, and the bulk of our imported foodstuffs and raw products required for our manufacturing industries would now be obtained from within the Empire and paid for by increased quantities of our own manufactures. It may be hoped that one of the lessons which we shall learn from the war will be definitely to encourage the development of the vast resources of our overseas Empire. — The Chamber of Commerce Journal.

In the days of our childhood we were told that the process of picking tea in China involved a preliminary purificatory ritual on the part of the picker. Thus, he ate no fish, indulged in baths, and dressed himself in clean clothes as essential preliminaries before pursuing his occupation. This may have been true so far as the tea that was to be consumed by the Chinese went. So far as this country was concerned, it is on record that somewhere about the year of grace 1850 the ingenious Celestial was sending us consignments alleged to contain silkworm‐dung faced with tea‐dust and a little Prussian blue, sand, and gum, and so forth, a decoction of this being drunk by certain inhabitants of this happy land under the firm belief that they were partaking of the “cup that cheers but not inebriates.” Such frauds were possible, as at that time but little attention had been paid to the subject of food chemistry, and no attention at all to the kind of food that was being eaten by the people of London and elsewhere. The subject of food was chiefly dealt with from the point of view of the requirements of the inland revenue, and so long as the Government obtained the duty that was demanded, but little heed was paid to the quality of the product taxed. Very recently we have had arriving at the docks a carge of foods from Hankow, China, consisting largely of frozen pigs. We are assured that these redoubtable porkers have been fed on rice, and while alive have been carefully tended. It is not stated that they were fed from golden troughs, or that they were slaughtered by, say, members of the Chinese aristocracy, but it is stated and assumed that they are all that any self‐respecting Englishman can possibly desire. A point in their favour is also made of the cheapness of the pork yielded by them. At the present time our food is nothing if not cheap, and “cheap food” has become a party cry whose success depends on the obsession of the minds of a large number of ill‐informed persons with the idea that the only attribute of a food which is worthy of consideration is its cheapness. The fact that we are receiving foodstuffs of the nature of meat from China is one that demands special and more serious consideration from the authorities in view of its possible prejudicial influence on public health, and the important changes that may take place in the nature and origin of our meat supplies. The consignment in question consists of game of various kinds, eggs, ducks, and pork. About 4,600 frozen pig carcases were unloaded. It is asserted that the pigs were fed on rice, or at all events on clean food, and there seem no grounds for disbelieving the truth of this statement; but the increase in this trade which is looked for from those financially interested in it does not necessarily mean that the goodness of future consignments is assured. The fact that the trade may greatly develop makes it difficult to see how a proper supervision can be maintained over the Chinese farmers who will presumably furnish the material of future consignments. Inspection in China is, however, imperatively demanded in the interests of public health on this side. Only a small proportion of the consignment we refer to has been put on the market up to the present, and this was subjected to a very careful and thorough inspection at this end before it was put on the market. The process of inspecting every carcase that may be landed is one that from the mere amount of time and labour involved presents serious difficulties, and the thawing process necessarily leads to a certain amount of deterioration. But if the trade in Chinese pork increases, and the resources of China to supply pigs to the world's markets are practically illimitable, we do not see how it will be possible to adequately inspect every consignment that comes across, while on the other hand no country requires more careful looking after than China in this respect. Inspection on the other side must apparently be left in the hands of the exporters, a most undesirable course to adopt, and one that should therefore not be encouraged. It need hardly be pointed out that the Chinese authorities can or will do nothing in the matter. For a system of inspection to be thorough and adequate, and such inspection is absolutely necessary in this case, it is needful to have inspectors who are experts at their work, capable of exercising independent judgment, and who are above suspicion. It is hopeless to expect to find such people among the ranks of the ordinary Chinese. The farmers whose stock and premises are to be inspected must also be people with some elementary notions of what is required of them. It need hardly he pointed out that no such state of affairs exists in China, and indeed, under present circumstances, is unthinkable, nor is it right that we in this country should run risks while a system of adequate inspection is worked out; in other words, that we should educate the Chinese farmer for his own benefit while running risks ourselves. It is stated that the stockyards and plant are well adapted for the work they have to do, and this we readily believe, but in an Oriental country in which there are no such things as health laws in existence, and where each man in this respect may do very much as seems right in his own eyes, the fact that we are obtaining from it an important article of food wherewith to feed large numbers of our poorer population is not one that can be viewed without serious apprehension as to the possible consequences. Stress has been laid on the fact that the pork is cheap, and that when an adequate system of inspection has been devised, the complete thawing out of the consignment will be no longer necessary and that Chinese pork will rank with the meat supplies that we obtain from the colonies. We have heard of the Greek Kalends, and it is possible that by the time they arrive the Chinese pig breeder and coolie will be a sufficiently cleanly person to be trusted with matters of this sort, but until that time does arrive we most strongly dissent from any line of action that would tend to shift any responsibility on to his shoulders. The pig is a dirty feeder, and the Chinese variety of the genus sus has the fullest opportunity for indulging his propensities for filth. He is also an animal peculiarly liable to various forms of disease of which swine fever is not the least objectionable. The care that is taken by the local authorities in this country regarding swine is sufficient evidence of this. But to make the British farmer conform to certain regulations while permitting pigs to be imported from China where no such regulations, or indeed, any at all, are enforced, seems to us to be the limit of hardship and absurdity. Sir PATRICK MANSON in the year 1881, at the request of the Chinese Government, made a careful examination of the bazaar pigs in Amoy. As a result of this examination he came to the conclusion that the flesh of such pigs was not sufficiently healthy to allow of its being safely eaten by Europeans at least. Though the proportion of pigs affected by Trichina spiralis was about 1 per cent., his conclusion was that with pork “cooked as the natives cook it, there can be little danger, but a roast leg of pork cooked in foreign style would certainly be a most dangerous dish.” The method adopted by natives was to cut the pork into small pieces and very thoroughly cook it. These were bazaar pigs, and of Amoy, which is far south of Hankow, but the bazaar pig in Hankow is probably not very different to his southern brother, and the conditions now in China are probably not much altered for the better since 1881. The pigs for the English market must be obtained from native breeders, and unless these breeders exercise unusual care in the feeding and housing of their stock, it is unlikely that any somewhat perfunctory system of inspection will do much towards‐mitigating the danger arising from The consumption of their pork It may be remarked that no people are more conservative than the Chinese, and to expect a Chinese peasant to radically alter his method of treating his stock, for reasons that he is entirely unable to appreciate, because there happens to be a market in England for the pork is really expecting too much. Nor does it seem that a consular invoice would be any real remedy. The time for insisting on consular invoices would probably be at the end of another series of “revelations,” and moreover, to attempt to make a consul professionally responsible for the soundness of large quantities of such pork, would be to impose a strange burden upon him.

Dr. EASTWOOD'S report to the Local Government Board on this subject is of special interest to the people of this country at the present time in view of the steps that are being taken with the object of checking the spread of tuberculosis, and the undoubted connections that exist between that and other diseases, and the sources and character of the milk supply. In this country little attention has hitherto been paid to the condition of cows or cowsheds, except perhaps in rare instances where the former were obviously diseased, or the latter constituted a public nuisance; while the connection between milk supply and disease has scarcely been recognised by the Legislature and by public authorities, and has been entirely ignored by the general public. For some years past the health authorities in the United States, as well as those of some other countries, have been making very serious efforts to eradicate tuberculosis from dairy herds, if that be possible. The way in which some of the various States and Cities of the Union are attempting to do this is of importance and interest to us for various reasons. Their problems are very much the same as ours. The success or failure of milk regulations in the United States may, therefore, be taken as an indication of the probable success or failure of ours. Such methods are, therefore, valuable as broadly suggesting those which we may usefully adopt or avoid. The United States also send us a large proportion of our oversea meat supply, and any question relating to the general health of dairy herds cannot be dissociated from one affecting the general health of animals that are slaughtered for their meat. It may also be remarked that such questions relate not only to the meat supply from the States, but also to the great cattle ranches of the Southern American continent, in which British and American capital is becoming increasingly employed. The Americans are nothing if not practical. They are almost proverbially unhampered by tradition. They are quick to adopt what may prove to be new remedies for old evils. While the independent control exercised by each State of the Union over its own internal affairs results in the attempted solution of any general problem being presented in almost as many forms.

The problem of food security depends highly on food availability along with access, utilization and stability. In this study, we would like to focus on the food availability criterion. With the rise in food prices, production of food is expected to increase in the domestic as well as in the international market. Therefore, the G-20 countries collectively, which produce up to 80% of the world's cereals and also have the largest percentage share of world agricultural exports, ought to benefit from the rise in agricultural prices. However, a significant number of countries in this group are net importers in terms of agricultural inputs. Also, the rise in the prices of non-renewable resources raises the demand and cost of biofuels. Commodity trading and the weakening of the exchange rate also affect farm prices. A rise in farm prices from these accounts may not be supportive of to rise in food production and food security. Hence, it will be interesting to analyze the effect of rising food prices on the problem of food security of the G-20 countries from the perspective of food production. In this study, we have taken rice as a representative food item and found that rice production is significantly responsive to the domestic relative price of rice. However, there is no price incentive operative for rice productivity. Rather, we find evidence of a negative relationship between rice productivity and domestic rice prices in relation to the international prices.

Abstract
Smart card-based E-payment systems are receiving increasing attention as the number of implementations is witnessed on the rise globally. Understanding of user adoption behavior of E-payment systems that employ smart card technology becomes a research area that is of particular value and interest to both IS researchers and professionals. However, research interest focuses mostly on why a smart card-based E-payment system results in a failure or how the system could have grown into a success. This signals the fact that researchers have not had much opportunity to critically review a smart card-based E-payment system that has gained wide support and overcome the hurdle of critical mass adoption. The Octopus in Hong Kong has provided a rare opportunity for investigating smart card-based E-payment system because of its unprecedented success. This research seeks to thoroughly analyze the Octopus from technology adoption behavior perspectives.
Cultural impacts on adoption behavior are one of the key areas that this research posits to investigate. Since the present research is conducted in Hong Kong where a majority of population is Chinese ethnicity and yet is westernized in a number of aspects, assuming that users in Hong Kong are characterized by eastern or western culture is less useful. Explicit cultural characteristics at individual level are tapped into here instead of applying generalization of cultural beliefs to users to more accurately reflect cultural bias. In this vein, the technology acceptance model (TAM) is adapted, extended, and tested for its applicability cross-culturally in Hong Kong on the Octopus. Four cultural dimensions developed by Hofstede are included in this study, namely uncertainty avoidance, masculinity, individualism, and Confucian Dynamism (long-term orientation), to explore their influence on usage behavior through the mediation of perceived usefulness.
TAM is also integrated with the innovation diffusion theory (IDT) to borrow two constructs in relation to innovative characteristics, namely relative advantage and compatibility, in order to enhance the explanatory power of the proposed research model. Besides, the normative accountability of the research model is strengthened by embracing two social influences, namely subjective norm and image. As the last antecedent to perceived usefulness, prior experience serves to bring in the time variation factor to allow level of prior experience to exert both direct and moderating effects on perceived usefulness.
The resulting research model is analyzed by partial least squares (PLS)-based Structural Equation Modeling (SEM) approach. The research findings reveal that all cultural dimensions demonstrate direct effect on perceived usefulness though the influence of uncertainty avoidance is found marginally significant. Other constructs on innovative characteristics and social influences are validated to be significant as hypothesized. Prior experience does indeed significantly moderate the two influences that perceived usefulness receives from relative advantage and compatibility, respectively. The research model has demonstrated convincing explanatory power and so may be employed for further studies in other contexts. In particular, cultural effects play a key role in contributing to the uniqueness of the model, enabling it to be an effective tool to help critically understand increasingly internationalized IS system development and implementation efforts. This research also suggests several practical implications in view of the findings that could better inform managerial decisions for designing, implementing, or promoting smart card-based E-payment system.
