Abstract

Demographic changes across the United States have led to dramatic shifts in the composition of public school enrollments. While these shifts are manifest across multiple dimensions of diversity, the influx of culturally and linguistically diverse (CLD) students is particularly pronounced. As the numbers of CLD students rapidly grow across all geographic regions, from rural to suburban to urban, school leaders face the daunting responsibility of responding to ensure that these students receive equitable opportunities to learn. Some guiding principles for accomplishing this generalize across settings, yet ultimately this leadership needs to be context-specific. In this chapter we discuss these guiding principles and apply them narrowly to the context of medium and small urban districts. We argue that school leadership – particularly district and school administration – plays a crucial role in supporting the design and delivery of supports for CLD students and their families, who constitute a “new mainstream” in many of these settings.

Abstract

Currently, the world is experiencing the highest levels of displaced peoples ever recorded by The United Nations High Commissioner for Refugees (Australian Human Rights Commission, 2016). Consequently, greater numbers of refugees and asylum-seekers are being resettled in host nations in Anglophone and some European nations. An increasing body of literature is examining the consequences for educational systems as this new and increasingly diverse cohort of students enters various education sectors – preschools, schools, universities and adult education. Despite a surge of interest in this area, however, the practical and theoretical implications for school leaders’ practices and praxis remain under-examined and under-theorized. Moreover, scholarship on leadership for diversity fails to capture the complex nature of leading learning for refugee students who too frequently are homogenized and essentialized under the umbrella of immigrant or culturally diverse students. This chapter contributes to filling a critical gap in our knowledge in these areas.

Abstract

Purpose

The purpose of this paper is to consider the present and possible future nature of the legal regime regulating and seeking to control fraud and corruption on the part of directors and officers of companies in the UK.

Design/methodology/approach

This paper outlines aspects in the present and future fight against fraud and corruption on the part of directors and officers of companies, particularly with regard to public and listed companies in the UK.

Findings

The paper emphasises the need for the UK Government to secure adequate resources for the investigating and enforcement authorities to ensure that the law of fraud and corruption is effectively enforced, rather than pursue a policy of constant enactment of new legislation which is increasingly complex and ineffective.

Originality/value

The paper considers the creation of a new generic offence to supplement the new generic offences created under the Fraud Act 2006, based on the established principle of the fiduciary duty, a duty owed by all directors and officers to their companies. These offences could form the central core of a future legal regime regulating the conduct of directors and officers.

Abstract

Purpose

The purpose of this paper is to consider some possible future trends or developments in the fight against organised crime and the terrorist operating ostensibly within the business sphere, in the light of the threats, both present and future that such criminal activity poses, for society and for business activity in the UK.

Design/methodology/approach

The paper outlines aspects in the future fight against crime and terrorism and the promotion of good business in this regard.

Findings

The conclusions drawn are far from optimistic. The government must, in pursuing policies and strategies to combat crime and terrorism, also be committed to the provision of adequate resources to the relevant investigating and enforcement authorities so as to ensure that these objectives are achieved. The “white collar” criminal operating within the business community can be a principal operator in organised crime and the terrorist cell. By their activities they ensure that organised crime and the terrorist are given the resources by which those individuals destroy our prosperity, intimidate individuals and perpetrate outrages such as 7/7 in London. Until those in authority can accept their responsibilities in this regard, we can make little if any progress in the war against organised crime and the terrorist.

Originality/value

The paper looks to the future in the fight against crime and terror, highlighting old and new threats and describing the implications for good business.

Abstract

Purpose

Business Principles for Countering Bribery, 2003, helps companies design and implement anti-bribery policies, one of anti-corruption. Since then, the business environment has changed, can carry out anti-corruption activities from within the organization through a management system. Currently, the business world recognizes the existence of an integrated governance, risk management and compliance (GRC), where one of the goals is to overcome the risk of corruption in the organization. Therefore, this study aims to clarify the concept of integrated GRC implementation within the organization through previous studies from 2007 to 2021.

Design/methodology/approach

This study was designed in a systematic literature review based on five journal publishers’ articles/journals from the Web of Science, Scopus and Google Scholar databases. Keywords used to search consist of Anti-Corruption (AC); Governance (G); Risk Management (RM); Compliance (C); GRC. The four keywords G, RM, C and GRC, are filtered based on articles that correlate with AC.

Findings

Overall, this review shows a few concepts for integrated GRC implementation in organizations that effectively support the prevention and detection of corruption. Although no empirical research has been found in the literature review, these three GRC silos – governance, risk management and compliance – support anti-corruption. In other words, it is hoped that the successful implementation of the integrated GRC in the future can improve the anti-corruption capabilities to be achieved in every organization.

Research limitations/implications

Research only discusses one internal function within the organization, of the many internal functions that are known to detect and prevent corruption.

Practical implications

Organizations can use this review to understand the importance of internal functions in combating the risk of corruption with a more consistent and committed commitment to implementing an integrated GRC.

Originality/value

As far as the authors’ search is concerned, there is no review of the concept of integrated GRC implementation against anti-corruption. It invites researchers to examine the actual implementation of this integrated GRC in organizations.

Abstract

Purpose

The phenomenon of corruption requires extra handling to achieve zero corruption. The purpose of this paper is to examine the integrated governance, risk management and compliance (GRC) implementation, the quality of internal audits and management's commitment to improving the ability to detect corruption and its impact on the company's financial performance.

Design/methodology/approach

This paper used primary and secondary data. Financial statement data and survey results from participants in 69 state-owned companies were analyzed using the Partial Least Square method.

Findings

There was a positive and significant effect of the integrated GRC implementation, quality of internal audit and management's commitment to increasing the organization's internal capability in detecting corruption. However, the failure to detect corruption mediates the effect of management commitment on financial performance. Besides, the organization's three internal factors could be better because their functions could be more optimal and require further improvement.

Research limitations/implications

State-owned companies are continuing to be restructured, so these results can be helpful for now. However, they must update continuously with developments related to the composition and classification of state-owned companies.

Practical implications

Organizations can improve their ability to detect corruption in the workplace by using an early warning system such as the integrated GRC, internal audit quality and a high commitment from management.

Originality/value

To the author's limited knowledge, empirical research on integrated GRC implementation, internal audit quality and management commitment are still rare if they improve the detection of corruption ability. It uses the factors that cause corruption in the fraud hexagon to analyze the financial performance.

Purpose

Previous research assumes that economic development is the key to increasing the food supply and alleviating child malnutrition. However, economic development alone does not promise that income is distributed fairly, nor does it guarantee that other human needs will be fulfilled. What has been missing from cross-national research is an analysis of how gender inequality shapes women’s abilities to effectively maintain food security. The current study contributes to this literature by exploring the multidimensional effects of women’s empowerment on child stunting and wasting.

Methodology/approach

Pooling data from the Demographic and Health Surveys and the World Bank, the analysis estimates a series of multi-level models that examine the country-level influences on malnutrition, while also accounting for household and maternal characteristics that affect food security at the individual level.

Findings

Results suggest that improvements in women’s education, control over reproduction, representation in national politics, and life expectancy correspond to improvements in child malnutrition. Notably, the effects of gender inequality are comparable to or larger than those of economic development. The multi-level modeling technique illustrates how social forces that are larger than the individual shape the chances of experiencing food insecurity.

Research limitations

Cross-national data are limited in scope and cannot prove causality. Further research is also needed to better understand the process by which women wield advances in rights and empowerment to affect food security.

Social implications

If policymakers want to facilitate food security in poor countries, they should not disregard the potential of policies that will promote more equitable rights for women.

Abstract

Historically, learners labeled with disabilities have been denied equal access to and opportunities in mainstream classrooms. Globally, the task of addressing marginalization entails two main approaches. Firstly, there is a need to prevent stigmatization, discrimination, and neglect. Secondly, efforts must be directed toward establishing structures and systems that enable complete and meaningful involvement within educational institutions and various sectors. Educational inequality is associated with various aspects of identity beyond disability status. Factors such as culture, language, race, and gender impact the classroom experiences of children. Consequently, schools must adopt an intersectional approach in their quest to deliver effective, accessible, and inclusive education to all children. Building from the work of UNESCO, we define inclusivity as a transformative process of educators ensuring that all children experience high-quality learning opportunities that respect and value multiple dimensions of diversity. This chapter describes an emerging research–practice partnership focused on organizational learning advancing inclusivity. The partnership is premised on supporting central office administrators and the school-based inclusion planning teams (IPTs) in a public school district implementing a comprehensive reform of their service delivery model for students labeled with disabilities. It involves supporting administrators in Boston Public Schools (BPS) in fine-tuning a theory of action (ToA), designing organizational learning processes to enact this ToA, and evaluating the efficacy of the initiative in advancing effective, inclusive education for students labeled with disabilities.

Abstract

This chapter reviews the conditions leading to the emergence of hybrid network structures involved in public service delivery, analyses opportunities for boundary-spanning by network members and frames these against different manifestations of leadership in such collaborative contexts. It addresses a gap in knowledge around leadership in hybrid networks, on the one hand, and around effectiveness of hybrid networks, on the other hand. Following an in-depth case-study of a hybrid network (local safeguarding children boards, LSCB) in England, UK, we advance a researchable proposition according to which, in turbulent times, the effectiveness of such networks is enhanced through one particular leadership type rather than others.
