Abstract
The Council of Logistics Management has commissioned a study to determine the potential of applying logistics principles in service organisations. The authors suggest that logistics principles are even more important in service organisations than in production firms. To realise this potential, however, the definition of logistics must be expanded. Service logistics is defined as the management of activities which respond to customers on an individual basis. The services′ historical underpinnings are examined and some guiding concepts central to service response logistics are provided. These concepts include the benefit delivery, delivery processes, delivery orientation, responsive planning, and a customer service model that focuses on individual customer needs.

Flight control mechanism for an airplane, comprising a pivotally supported control surface with a hinged boost tab thereon, means for swinging the control surface for airplane manoeuvring purposes, comprising an element mounted to rotate about an axis in coaxial relation with the pivot axis of the control surface, and an elongated torsional spring in concentric relation with said pivot axis of the control surface, having one end thereof fixedly connected to the element and its other end fixedly connected to said control surface, and adapted when the element is rotated while the control surface is subjected to low air resistance to swing said control surface conjointly with the element and further adapted when the element is rotated while the control surface is subjected to high air resistance to permit said element to rotate relatively to the control surface, and means operative in response to rotation of the element relatively to the control surface to tilt the tab into a position wherein it serves to assist in swinging the control surface.

Private provision of public services has always been a factor in local government. In 1736 Benjamin Franklin and a group of civic leaders founded a fire company in Philadelphia because such a service was needed and the city could not provide it. Local municipalities often cannot provide the labor, equipment, and expertise to build roads, to do data processing, or to run hospitals but rather arrange with someone else who has the expertise to perform these tasks. However, during the 1970s rapid inflation, shrinking tax bases, and “no growth” budgets made the public provision of even what is popularly perceived as essential government services seem more like a tight‐rope walk than responsible government.
