Abstract

Purpose

The purpose of this paper is to focus on compacts and their effectiveness in ensuring that non‐government organisations (NGOs) are able to remain independent, critical checks on government.

Design/methodology/approach

The experiences of the English Compact and the Working Together for NSW agreement, created in the Australian state of New South Wales (NSW). The analysis of Working Together relies upon interviews conducted with key informants involved in its negotiation. Using these cases the effectiveness of compacts in supporting NGOs, particularly in their role as advocates is examined.

Findings

The paper finds that, despite the similarities between the English Compact and Working Together, the NSW government has not produced similar supporting structures or mechanisms and that no champion exists to drive it within government. As a result, awareness of Working Together is low in both the NSW government and among NGOs, and, unlike the English Compact, it has had little effect on the ability of NGOs to advocate independently. As such, it is suggested that compacts do not offer long‐term solutions to the difficulties in the relationship between governments and NGOs. This is because their efficacy is reliant upon the support of government.

Research limitations/implications

The list of interviewees is by no means exhaustive. Despite numerous attempts, the authors were unable to obtain interviews from a number of figures approached from middle‐level departments within the NSW state government.

Originality/value

The interviews are original and new to the literature on compacts. This interview material is especially useful as little literature exists that analyses the Working Together for NSW agreement.

Abstract

Purpose

The aim of this study is to examine profiles of consumers in organic foods market segments and determine their attitudes toward organic food consumption. Consequently, we explore whether there are differences among these consumer segments in terms of their health orientation, socially responsible consumption, environmental responsibility and values and lifestyles.

Design/methodology/approach

A total of 316 consumers were surveyed at supermarkets and malls in one of the largest metropolitan areas of a European city.

Findings

The cluster analysis performed indicates that there are three segments based on consumer attitudes toward organic foods: favorable, neutral and unfavorable. The results show that the consumer segment with more favorable attitudes toward organic foods exhibits higher levels of health orientation and socially responsible consumption behavior when compared to other segments.

Practical implications

It important for marketers to understand organic foods market segments so that they can target them with the appropriate marketing mix. For this reason, we attempt to identify consumer segments based on their attitudes and behavior concerning organic foods. In doing so, we examine the profiles of consumers in each organic food market segment and their attitudes toward organic food consumption.

Originality/value

Organic food consumption is growing at a fast pace despite economic problems around the world. This study has identified three market segments (consumer profiles) with different attitudes and behavior towards organic foods.

Abstract

Purpose

The purpose of this paper is to provide insights into European organic consumers’ attitudes towards natural food and in their sensory preference for it. It explores whether there is any evidence for a latent dimension that represents consumers’ attitudes towards naturalness and which aspects can be assigned to this dimension. However, the main scope is to investigate whether attitudes towards naturalness are able to predict the liking of natural food.

Design/methodology/approach

Sensory tests of strawberry yoghurt are combined with consumer information obtained by means of a standardised questionnaire. About 1,800 organic consumers from France, Germany, Italy, the Netherlands, Poland and Switzerland were asked to blindly test two strawberry yoghurt samples that differed only in their absence/presence of an aroma additive.

Findings

On average, the consumers revealed a positive attitude towards natural food, but a negative sensory preference for the more natural yoghurt sample. Correlations between these two variables indicate that for most countries one cannot conclude that more naturalness-oriented consumers actually prefer the taste of more naturally flavoured yoghurts. This finding is interpreted as an attitude-liking gap.

Research limitations/implications

More research is necessary in order to clarify the reasons for the attitude-liking gap, since the authors can only speculate about these. Also, suitable data are needed to confirm the assumption made here that the naturalness of strawberry yoghurt can be determined by the degree of flavour intensity, especially against the background that the sensory skills of consumers are usually weak.

Originality/value

No attempt has been undertaken so far to test the claim that natural food products taste better and whether consumers with a positive attitude towards naturalness actually prefer the taste of a natural product over the taste of a more processed one. The present study attempts to fill this gap by exploring the preference for naturalness in a cross-national context.

Abstract

Purpose

The purpose of this paper is to investigate the supply chains for organic milk, apples and pasta in eight European countries and how added value is distributed among market players.

Design/methodology/approach

Using secondary data and expert interviews, a market overview for the three products is provided as the basis of a more detailed analysis of the added value in 12 organic supply chain examples. For this, interviews with market players and an “added value calculator” tool are employed.

Findings

The farm gate and retail price of organic products is higher than conventional. Supermarkets are the main outlet for organic milk and apples in the countries studied, whereas the situation for organic pasta is varied, suggesting that the use of different sale channels is influenced by the food product. The farmers’ share of added value ranges between 3 and 65 per cent of the added value created in the organic supply chains analysed. Organic offers opportunities to increase the farmers’ share of added value both in supermarkets and alternative sale channels, by developing collaboration, physical infrastructures for organic and integrating operations upstream of the chain.

Research limitations/implications

While more research is needed into a larger number of chains, this paper indicates that there are dynamics and features at supply chain level, such as the distribution of added value and the target markets used, that cannot be interpreted according to the binary division between “mainstream” and “alternative” organic suggested by the conventionalisation hypothesis.

Originality/value

The distribution of added value for existing supply chains in eight European countries is calculated by using an effective added value calculator tool.

Abstract

The success enjoyed by some of the alternative agrifood movements has led to a dual process: on the one hand, their mainstreaming and cooptation; while on the other hand, their institutionalization into public regulation and law. This dual process is the result of the influence these movements have had on consumers and politicians and serves to demonstrate the constant exchange between the spheres of public and private regulation, a feature that characterizes the neoliberal model of governance. In turn, this has led to the appearance of new alternative initiatives which may converge with or diverge from founding initiatives when these are the result of divisions within a movement. The question that arises here is obvious: despite these evident achievements, by working within the market and using the tools of neoliberal regulation, have these movements managed to generate the social change they intended from the outset? This chapter will attempt to answer the question by offering a reflection on two of the most widely discussed aspects of this strategy: first, the private and/or public space where these movements develop and the citizen-consumer duality of the actors to whom they appeal; and second, their ability to generate standards, norms, and certification systems, that is, their ability to establish the rules of the game.

Abstract

This chapter reviews the recent polarisation of debates in agrofood and rural studies, in particular the opposition between network (social relations, actor-network) and political economy analyses. It explores the contributions of different network approaches and draws on the French convention and regulation traditions, which provide alternative guidelines for confronting micro–macro tensions. Networks have similarly assumed analytical centrality in the new institutional economics and subsequent elaborations of the Williamsonian transaction costs paradigm have involved an approximation to some of the central tenets of social network analysis. Alternative traditions of political economy analysis (Global Value Chains (GVC), Global Production Networks) are now making an important contribution to agrofood studies. A distinctive feature of these analysts is their overture to social networks, actor-network, transaction costs and convention theory in the effort to capture the multiple dimensions of economic power and coordination. The possibilities for a fruitful convergence between these apparently conflicting approaches are best captured in the emergence of the concept of the “netchain”. At the same time, the intractability of values to absorption within economic transactions suggests the need to move forward to a focus on the tensions between netchains and social movements and a different type of network, the global policy network.

Abstract

Neoliberal political ideologies have been criticised for their blanket prescription of market reform as the solution to almost any social or environmental problem. This chapter thus examines the ability of market-based solutions to deal with the spatial and social diversity that characterises environmental problems in agriculture. In doing so, the chapter draws on case studies of the international fair trade movement and the regionalisation of natural resource management measures in Australia. Both these cases accept the neoliberal view that social and ecological degradation arises from the failure of markets to reflect the full cost of production, and seek, therefore, to achieve social and environmental objectives through the parallel pursuit of economic rationality. In Australia, voluntary planning and educational activities coordinated at a range of scales from the very local to the water catchment, encourage compliance with locally developed management plans and codes of practice that link the expression of private property rights with a ‘duty of care’ to the environment. In the process, landholders are re-defined as prudent and self-reliant businesspeople for whom sustainable resource management is an essential component of financial viability. Fair trade, by contrast, seeks to transfer social and environmental ‘duties of care’ through the entire fair-trade commodity chain. Auditing, certification and the payment of farm-gate price premiums enable Western consumers to become ‘partners’ in the economic and social development of small and marginalised farming communities; guaranteeing that the ‘fair price’ paid for commodities is reflected in the incomes and, importantly, expenditures of the people receiving them. Despite their differences, these cases are allied in their opposition to protectionist trade policies, their commitment to building the viability of farms as productive business units through exposure to ‘the market’, and their appeals to self-responsibility, empowerment and democratisation. And, ultimately, both fail, by themselves, to deal adequately with the spatial and social diversity that underlies agri-environmental processes and problems. Neither approach, it is suggested, should be abandoned. However, complementary processes of fair trade and bioregional planning are required if either are to achieve their maximum impact.

Abstract

New Zealand and Australian agri-food industries are being restructured both as a consequence of the extension of neoliberal policy settings and as a result of the increasing influence of the global supermarket sector. In the EU, supermarkets have sought to standardise and harmonise compliance, with their influence being felt well beyond European boundaries. EurepGAP (a European standard for ‘Good Agricultural Practices’) is an example of an emerging ‘audit culture’ where strict adherence to set rules of operation emerges as the basis for accreditation of goods and services. It represents the trend towards private sector standardization and assurance schemes, and provides an example of the growing importance of the supermarket sector in sanctioning the on-ground activities that occur in the production and processing of farm-derived outputs.

This chapter highlights the influence of EurepGAP protocols in the reorganisation of the agri-food industries of New Zealand and Australia. It argues that – for industries such as vegetable and fruit production, where Europe is the final destination – compliance with EurepGAP standards has largely become essential. In this sense, EurepGAP has emerged as the standard among producers who wish to export their products. The chapter concludes with an assessment of EurepGAP as a form of global agri-food governance that demonstrates a strong relationship between new audit cultures and neoliberal forms of trade regulation. In both Australia and New Zealand, some production sectors have rapidly adopted EurepGAP – despite extra costs, reduced choices over crop management and a lingering sense of resentment at the internal imposition of yet another production audit – primarily as a solution to the politics of risk in the context of high levels of exposure to market requirements under neoliberalism. The implications of this for Antipodean farming are considered in detail.
