Abstract
The aim of this study is to evaluate the current approach to quality‐management practices in the small‐firm software industry. In particular, the impact of the revised ISO 9000:2000 quality standard is explored with regard to this sector. The research methodology involves a multiple case‐study approach, guided by an initial exploratory survey, involving small software firms from Great Britain and the Republic of Ireland. The case approach includes semi‐structured interviews, organisational information, and archive data. In summary, the research findings indicate that the state of quality‐management practices in the software industry is very weak. However, there is a perception in the industry that effective quality‐management systems can play a key role in improving both operational and strategic business performance. Thus, there is a significant opportunity for improvement in the software industry and for the incidence of large‐scale project failure to be diminished.

Abstract
Purpose
The main aim of this paper is to examine the role of the board of directors in Russia with specific attention to their independence, employee relations and ability of successful adaptation of the international standards.
Design/methodology/approach
The authors used a survey questionnaire to provide an empirical example from a transition economy to the corporate governance literature by exploring the attitudes of the 55 board directors from 30 listed companies on the Russian Trading System (RTS) Stock Exchange.
Findings
The respondents recognise the board of directors as an important instrument of efficient and good corporate governance practice. More surprisingly, they are also in favour of employee representatives on the board of directors and agree that board size and composition should be enhanced by employee representatives on the board.
Research limitation/implications
Even though 200 questionnaires were distributed and the response rate was 28 per cent, the authors know that they cannot generalise results for all directors of 1,414 listed companies on the Russian Trading System Stock Exchange from this level of response. In addition, questions might have some elements of subjectivity.
Practical implications
Policy makers in Russia should continue reforms in Russian corporate governance to improve transparency and accountability to adopt international standards and to attract foreign capital.
Originality/value
This study is one of the most comprehensive studies to explain the role of directors of listed companies in corporate governance throughout a survey questionnaire in Russia. The authors believe that the study contributes to the literature in two ways: theoretically by examining the attitudes of Russian listed company directors in the literature and empirically by conducting a survey among listed companies' directors to evaluate the attitudes of boards of directors, and employee relations in Russia.

Abstract
Purpose
According to Sen's theoretical framework of capability (1985), individuals reach their full potential once they have the freedom, intended as the set of functionings at their disposal, to do so. However, many critiques have been developed against the lack of embeddedness of the capability approach in social and political relations and structures. In this article, the authors investigate the influence of three institutional contexts (Belgium, the Netherlands and France) on the respective work-related functionings of self-employed and regular workers, with a focus on human capital investment and institutional support offered to them.
Design/methodology/approach
Data from the European Working Conditions Survey (EWCS) are used to highlight similarities and differences in building work-related functionings for regular and self-employed workers. A regression analysis is provided at the country level.
Findings
In the three labour markets, the authors find that the building of work-related functionings is more successful for regular employees, especially as regards institutional support. Self-employed workers, on the other hand, need to rely on their individual capability as regards employment protection and human capital investment. However, the authors find interesting differences between the three institutional contexts. In both Belgium and France, self-employed workers are subject to higher instability in terms of changes in salary and hours worked, whereas atypical work is better positioned in the Dutch labour market. The Netherlands is also characterised by a less significant gap between regular and self-employed workers with respect to participation in training.
Originality/value
In this article, the authors contextualise Sen's (1985) theoretical framework by taking into account the institutional differences of labour markets. In particular, the authors provide a novel application of his capability approach to regular and self-employed workers in an economically relevant European area.

Abstract
Purpose
The purpose of this paper is to analyse the structural characteristics, the governance and the performance of two French and Italian groups of wine cooperatives, with two objectives in mind. On one hand, the study will analyse the presence of similarities between the characteristics of the two groups of companies which were founded in the same period within a similar legal framework; on the other, it will study the presence of links between the strategic policy of the companies and their structural, governance and performance characteristics.
Design/methodology/approach
The study uses survey data obtained from interviews with 25 wine cooperatives. It covers the topics of their structure, organisation, strategies, management and performance in Italy (specifically in Umbria, a region in the centre of Italy), and in France (in Languedoc‐Roussillon, a region in southern France). Other indicators of performance, calculated from the balance sheets of the companies, were added to this analysis, and a careful analysis was drawn up to check the factors which condition the performance of the companies.
Findings
The main finding underlines some strong differentiating elements between those cooperatives selling the biggest part of their production as bulk wine and those selling it as packaged wine. But the first situation does not lead automatically to inferring a decline or an involution of these cooperatives. On the contrary, the mitigated performances that were found clearly question whether there is a strategic evolution towards more specialisation (intermediate phases of product transformation, leading to business‐to‐business differentiation strategies) which could be more profitable for their growers‐owners than further integration towards packaged wine sales.
Originality/value
The analysis deals with the problem of performance and governance of the transformation cooperative companies in the wine sector, which produce more than 50 percent of the entire wine production both in France and Italy.

Abstract
Purpose
The purpose of this paper is to examine whether works councils (WCs) in Belgium have a positive effect on firm performance, notably productivity and profitability, while taking the role of trade unions into account.
Design/methodology/approach
The authors first introduce the typical Belgian industrial relations system, discussing the similarities and differences with neighboring countries. This is followed by a brief overview of the relevant literature. Subsequently, the impact of Belgian employee representation on firm performance is estimated by means of OLS, using a newly developed questionnaire administered among Belgian CEOs. Special attention is given to moderating and mediating effects.
Findings
The authors find that Belgian WCs have a small (direct) significantly positive effect on labor productivity, but not on profitability. The additional results of the mediation test show tentatively that WCs might affect profitability indirectly, through their impact on productivity. Despite trade unions’ dominance in practice, the findings reveal that their impact is insignificant.
Research limitations/implications
Although nationwide, rich and representative, as well as statistically valid, the data set is rather small (196 usable observations). The data set offers ample opportunities to further explore what makes effective Belgian WCs different from their non-effective counterparts.
Originality/value
The data set is unique, and combines subjective CEO with objective performance data. The data offer the opportunity to do a first study into the special case of Belgium, which has a distinct union-dominated IR regime. In this study, the focus is furthermore on the rarely studied WC-trade union interaction. In addition, subtle moderation and mediation effects are estimated.

Abstract
Purpose
This paper aims to chart the wide range of food scares reported throughout the EU over the period 1986‐2006 and explores their impact on EU policy.
Design/methodology/approach
There is much extant research that solely investigates the occurrences of specific food scares, however; little emphasis is given to the responses of policy makers. This research aims to narrow this gap in the literature by reviewing the major food scares, which have occurred throughout the EU and the subsequent policy responses.
Findings
A number of food scares have dominated media reports over the last two decades, but this study reveals the increasing emergence of rare serotypes of foodborne pathogens, as well as a rising trend of EU‐wide contaminant and animal disease‐related food scares. Simultaneously, there is evidence of evolution from a product‐focused food policy to a risk‐based policy, which has developed into a tentative EU consumer‐based food policy. Inevitably, in a market of 25 member‐states the concept of food quality varies between countries and therein justifies the need for responsive policy development, which embraces the single market philosophy.
Research limitations/implications
A typology of EU food scares is advanced and discussed in detail, with comments being made on their impact. In addition, the paper highlights the complexity of a EU consumer, which has led to a need for research into the maximisation of the satisfaction of purchasers by reinsuring their individual “right to choose”.
Originality/value
This paper provides a unique insight into a wide range of European food scares (e.g. microbiological, contaminants, animal disease‐related) and EU policy makers' responses to such food scares.
