Abstract
Purpose
The purpose of the article is to analyse the interconnections between formal policy reforms and operational policies, specifically between new governance and employment policy. The main question is what happens to public employment policies when they are contracted out to non‐public (for‐profit and not‐for‐profit) agencies?
Design/methodology/approach
The case is the contracting out of the public employment services in Australia, Holland, and Denmark. The data consists of in‐depth interviews with key respondents in the three countries, observations at service delivery agencies, and desk studies of existing research.
Findings
The new quasi‐market models seem to have difficulties in living up to the preconditions for a well‐functioning market, as well as political expectations. Contracted out employment systems do not seem to create higher efficiency, innovation, quality, and less bureaucracy than previous public bureaucracies. But a quasi‐market model, on the other hand, does seems to create a new type of employment policy, and new conditions for steering and governing the labour market and employment policy. This implies that choosing a quasi‐market model involves much more than a discussion about “technicalities” like (cost) efficiency and productivity. Some of the most important – but often neglected and depoliticised – policy changes seem to emerge from changes of the institutional set‐up rather than changes of specific laws and ministerial orders.
Originality/value
The article is innovative in trying to identify relationships between management structure and policy content. Often these changes are analysed in separate disciplines, and isolated from each other. In this article we provide an integrated and multidisciplinary approach.

Purpose
This editorial aims to introduce the first of a set of two special issues on New modes of governance in activation policies.
Design/methodology/approach
The article explores the concept of governance, distinguishing a broad and more narrow use of the concept. Then, it argues that issues of governance should be an integral part of studies of welfare state transformations. Not in the last instance, because governance reforms do have an impact on the content of social policies and social services such as activation. The article continues by discussing three models of the provision of social services.
Findings
The article states that the development of the modes of governance in activation in various countries reveals that a mix of service provision models is being used.
Originality/value
The article introduces the articles of the special issue.

Intra-European labour migration has divergent labour market consequences across institutional settings and economic sectors. Some sectors experience increasing pressure on industrial relations and labour market segmentation while others do not experience such effects, and it remains unclear how to explain this variation. Based on empirical findings from a comparative study of four economic sectors in Denmark, this article discusses the role of labour market institutions and structural conditions in shaping the consequences of labour migration at a sectoral level.

The Institute dates back to 1952 when Torben Agersnap started at the Copenhagen School of Economics and Social Sciences. Abstract
This chapter argues that substantial potential exists for service encounter-based innovation in tourism. However, there are also a number of obstacles. Based on theoretical discussions on potentials and obstacles, a Knowledge Chain Model of service encounter-based innovation in tourism is developed. It suggests how weak or broken knowledge chains limit companies’ potential for benefiting from service encounter-based innovation. The relevance of the model is illustrated by a comparative case study of four tourism companies. In light of the theoretical frameworks and empirical findings, the chapter suggests how experimental methods can join research and practice to enhance the innovative potential of tourism companies while providing the research community with valuable knowledge.

Abstract
This study investigates labour market fluctuations and gender issues in the health and care sector. A large data set from public registers has allowed us to compile a comprehensive picture of the job categories that particularly attract men. We find a polarisation of men in the upper and lower positions in the job hierarchy. In the metropolitan area, men tend to be discouraged from taking jobs in the health and care sector, as opposed to the peripheral region, where alternative job offers may be more scarce. A logistic regression analysis shows that (young) age is the major explanatory factor for leaving the health and care sector to find occupation elsewhere. However, gender (male), wage levels (low), marital status (single) and education (none) are also significant. The study discusses seven theoretical perspectives for male and female careers in the health and care sector: The need for flexibility. Destandardising of jobs. Devaluation of feminised work areas. Human capital as a stabiliser. Feminisation. The prospects of boundaryless careers. The spatial dimension.

Abstract
In the twenty-first century, societies around the world are facing a wide range of daunting global mega-challenges: poverty, unemployment, income inequality, unequal distribution of political power, ageing populations, uncontrolled migration, segregated urbanisation, increasing greenhouse gas emissions and a massive decrease in biodiversity. In recent years, politicians, journalists and academic observers have singled out the Nordic countries, Denmark in particular, as model societies of trusting and happy people that have handled many of these challenges with remarkable effectiveness. And yet others warn against ‘becoming Denmark,’ painting a picture of a dysfunctional, socialist nightmare with high taxes, low job motivation and a general lack of private initiative. In this introductory chapter, the editors cut through the noise of the international debate and set the scene for the nuanced analyses presented here of contemporary public governance in Demark and its capacity to tackle some of the most pressing problems of our time. Specifically, the chapter discusses various conceptualisations of the Danish welfare state, delineates some of its most important historical and structural traits and outlines the main empirical features of contemporary Danish public governance. Finally, it outlines the structure of the book and briefly introduces each of its subsequent chapters.
