Abstract

Purpose

The purpose of this paper is to understand how the unfolding diet transformation in East and Southern Africa is likely to influence the evolution of employment within its agrifood system (AFS) and between that system and the rest of the economy. To briefly consider implications for education and skill acquisition.

Design/methodology/approach

The authors link changing diets to employment structure. The authors then use alternative projections of diet change over 15- and 30-year intervals to develop scenarios on changes in employment structure.

Findings

As long as incomes in ESA continue to rise at levels near those of the past decade, the transformation of their economies is likely to advance dramatically. Key features will be: sharp decline in the share of the workforce engaged in farming even as absolute numbers rise modestly, sharp increase in the share engaged in non-farm segments of the AFS, and an even sharper increase in the share engaged outside the AFS. Within the AFS, food preparation away from home is likely to grow most rapidly, followed by food manufacturing, and finally by marketing, transport, and other AFS services. Resource booms in Mozambique and (potentially) Tanzania are the main factor that may change this pattern.

Research limitations/implications

Clarifying policy implications requires renewed research given the rapid changes in Africa over the past 15 years.

Originality/value

This is the first paper to explicitly link changing diets to changing employment within the AFS.

Abstract

Purpose

The purpose of this paper is to investigate the adoption of two categories of agricultural technologies among beginning farmers (10 years or less of experience) operating in the specialty crops industry. A secondary goal is to characterize the beginning farmers' population in the specialty crops industry and compare them to more experienced farmers (more than 10 years of farming experience).

Design/methodology/approach

Using a series of regressions, this paper tests the hypothesis that beginning farmers are more likely to adopt agricultural technologies such as growing technologies (i.e. hydroponics and hoop houses) and value-added (VA) technologies (drying and cutting produce into customer-ready portions) relative to counterparts. Using a unique primary collected dataset of specialty crops farmers, the dependent variable for each model is the binary decision to adopt each agricultural technology, while the main variables of interest are the dummy variables beginning farmers and the interaction terms created between beginning farmers and land farmed, percent of land rented, crop diversification, local sales, and part-time farming.

Findings

Farmers' characterization suggests that, on average, beginning farmers are more likely to adopt growing technologies than more experienced farmers. However, after controlling for other determinants of adoption, there is no significantly difference between the two groups. Lastly, results suggest that beginning farmers are more likely to adopt VA technologies relative to experienced farmers.

Originality/value

While the adoption of agricultural innovations can lead to increases in economic and environmental resilience, little is known about beginning farmers adopting agricultural technologies, and studies are even less common for specialty crops operations. As the world population continues to grow rapidly, the demand for agricultural food products is expected to increase up to 100% between 2010 and 2050. This growth places additional stress on the limited access to land and water for agricultural production. Farm profitability can be boosted by increasing economies of scope through the use of growing technologies that increase yield or by adding value to specialty crops. The increasing global demand for food makes it imperative to understand what influences the adoption of agricultural technologies among beginning farmers growing food crops.

Abstract

Purpose

The study aims to explore the theoretical bases justifying the use of performance-based financing (PBF) in the health sector in low- and middle-income countries (LMICs).

Design/methodology/approach

The authors conducted a scoping review of the literature on PBF so as to identify the theories utilized to underpin it and analyzed its theoretical justifications.

Findings

Sixty-four studies met the inclusion criteria. Economic theories were predominant, with the principal-agent theory being the most commonly-used theory, explicitly referred to by two-thirds of included studies. Psychological theories were also common, with a wide array of motivation theories. Other disciplines in the form of management or organizational science, political and social science and systems approaches also contributed. However, some of the theories referred to contradicted each other. Many of the studies included only casually alluded to one or more theories, and very few used these theories to justify or support PBF. No theory emerged as a dominant, consistent and credible justification of PBF, perhaps except for the principal-agent theory, which was often inappropriately applied in the included studies, and when it included additional assumptions reflecting the contexts of the health sector in LMICs, might actually warn against adopting PBF.

Practical implications

Overall, this review has not been able to identify a comprehensive, credible, consistent, theoretical justification for using PBF rather than alternative approaches to health system reforms and healthcare providers' motivation in LMICs.

Originality/value

The theoretical justifications of PBF in the health sector in LMICs are under-documented. This review is the first of this kind and should encourage further debate and theoretical exploration of the justifications of PBF.
