Abstract

Purpose

Turkish Ministry of Health (MoH) has Health Transformation Program (HTP). The purpose of this program has been to modify the structure of the current system in order to enhance health system productivity, quality, and access in the Turkish health system. The paper aims to discuss these issues.

Design/methodology/approach

To measure the productivity, a data envelopment analysis-based Malmquist index approach was employed.

Findings

Results showed that the overall HTP have had a considerable positive impact on the productivity of general hospitals.

Research limitations/implications

The limitation is the availability of some data that might not be collected or reported to the MoH in Turkey.

Practical implications

This research’s findings will have an impact on reforming the health care system in Turkey to be competitive and efficient as possible.

Social implications

The research will have implication on reducing cost and provide value to the Turkish population.

Originality/value

This is one of the very few articles that targeted the efficiency of hospital system in Turkey.

Abstract

Purpose

The purpose of this paper is to present a methodology which enables to measure and analyze the performance of sub-process and overall system of a cargo company.

Design/methodology/approach

Network data envelopment analysis method with fuzzy data is used for performance measurement which considers the sub-process efficiency simultaneously together with the overall efficiency and also the uncertainty included in input–output data.

Findings

A real-life application of the proposed model is presented for Turkey. The application results show the efficiency scores of ten branches according to each sub-process and also the overall system. Although the obtained results are case specific, the application results indicate that the inefficient branches can achieve efficiency either by decreasing circulation ratio input for human resources sub-process or by increasing closed complaint output or by decreasing open complaint output for customer relationship management sub-process.

Originality/value

The study presented provides insights into the performance measurement applications in cargo sector. The methodology presented provides the flexibility of removing or adding some new sub-processes and also decision-making units which enables the approach to be used for other performance evaluation problems.

Abstract

Purpose

This study aims to analyze Islamic financial institutions’ (IFIs) current financial engineering and product development procedures.

Design/methodology/approach

The paper is quantitative in nature and the survey questionnaire were collected from managers and IF experts working for Islamic Banks, Takaful and other IFIs in Turkey, Malaysia and UAE. Two-stage structural equation modeling was used to test the hypothesis.

Findings

The findings highlighted that the Shari’ah Supervisory Board, Strategy and Planning of IFIs, Legal and Regulatory framework, pricing of a new product and financial performance positively impact the new product development (NPD) process. At the same time, Islamic values have no significant positive impact.

Research limitations/implications

When generalizing the research results, data collection from the right departments was the main limitation of the current study. Future research may opt to collect data only from Product Development Departments.

Practical implications

The findings of this study will allow IFIs to reflect on their present methods, procedures and Shari’ah compliance framework for the NPD process.

Originality/value

Factors affecting the product development and financial engineering process are discussed in the literature. The findings of this study can be regarded as building blocks for future academic research on product development and financial engineering in Islamic finance.

Abstract

Purpose

The purpose of this paper is to determine the extent of total quality management (TQM) practices in primary schools based on teachers' perceptions, and how their perceptions are related to different variables.

Design/methodology/approach

In this study, a survey based descriptive scanning model was used. This study was carried out in Malatya city centre on teachers working at primary schools. Using stratified sampling method, 21 schools and 420 teachers working in these schools were selected randomly. A total of 396 of the questionnaires were validated and evaluated. A total of six‐dimensioned and a 60‐itemed questionnaire was administered to these teachers. Data were analysed by SPSS program.

Findings

In the perceptions of teachers, there were some problems with the indicators of TQM practices, especially on the dimension of change management. There were significant differences among teachers' perceptions on TQM practices depending upon the variables of branch, level of education and tenure, while there were no meaningful differences according to the gender variable.

Practical implications

The findings reveal the need for an effective change management, educating staff and utilizing human resources to attain a system‐wide quality improvement, to implement the principles of TQM.

Originality/value

Quality improvement is a continual process that should be taken up from the operational level to senior management. Primary schools, as the basic subsystem of educational super‐system, affect upper level schools with their outcomes. So TQM efforts at primary schools are fundamentally important to achieve a high quality education system. This paper sheds light on how to improve quality at this basic level.

Abstract

Purpose

Technology acceptance is an incremental approach that has developed over the years. Taking technology acceptance or adoption literature into consideration, the paper aims to investigate the mediating role of adoption readiness, constructed on the basis of the unified theory of acceptance and use of technology (UTAUT), on the relationship between user resistance as well as user anxiety and attitude toward using a system.

Design/methodology/approach

In consideration of previous studies, the public personnel’s adaptation of electronic document management systems is within the scope of the present research. Gathering data from 262 administrative personnel working in a public university, explanatory and second-order confirmatory factor analyses were done for the UTAUT scale. In addition, reliability and construct validity were tested for each scale; UTAUT, user resistance, user anxiety and attitude toward using. Relationships among variables of the research were controlled by the measurement model and then the structural model was tested.

Findings

Confirming previous research, the scales of UTAUT, user resistance, user anxiety and attitude toward using were found to have acceptable reliability and internal consistency. In addition, the implications of the paper showed user resistance influenced attitude toward using indirectly, by affecting adoption readiness. It also indicated that adoption readiness fully mediated the relationship between user anxiety and attitude toward using.

Originality/value

Negative behavioral antecedents of UTAUT are the focus of the paper. Reducing the negative effects of resistance as well as anxiety of individuals on their attitudes using a system is emphasized in the technology acceptance literature. Furthermore, defining each dimension of UTAUT as a single construct, adoption readiness, and proving the intervening role of adoption readiness between user resistance, as well as anxiety, on the attitude toward using a system are contributions to the literature.

Abstract

Purpose

In this study, art is considered as a product subjected to marketing activities. In this context, this study aims to present a conceptual framework covering the research areas related to art marketing, the relation of art product with brand and consumer and how internet technologies can transform the art market. Finally, the situation of art marketing and its progressing process in a developing country and its potential horizons was discussed.

Design/methodology/approach

This study uses a literature review to present a conceptual framework about art marketing activities and their potential horizons in an emerging country.

Findings

Globalization, digitalization, democratization of access to art products, art becoming a subject for marketing, open up new horizons for western markets as well as for developing countries. Developing countries constitute a new market segment for the art market. Addressing the changes and the transformations in art market in terms of these markets will provide important opportunities for marketing researchers and practitioners.

Originality/value

This study elaborates the art marketing concept in a developing country. The marketing of art is a subject studied and elaborated mostly in western countries. It is thought that this study is differentiated in terms of addressing these dynamics from a developing country point of view.

Abstract

Purpose

Migration is on the rise due to globalization and human mobility. This has led to increased impacts that have affected many industries, including the construction industry. A large number of migrants are employed in the construction sector, and employers are challenged to make sure all employees are properly integrated to meet the demands needed for construction projects. This article addresses key differences between migrant and native workers to help hiring departments in the construction industry analyse workers' attitudes based on cultural and motivational factors to have the workforce they need to succeed.

Design/methodology/approach

The research used both quantitative and qualitative surveys. A two-part questionnaire, designed through a comprehensive literature review, was carried out to identify key differences between native and migrant workers. The data were obtained and then analysed using different statistical approaches, including factor analysis protocol, factor structure model, reliability analysis, relative importance index and nonparametric test analysis. A semi-structured interview was then conducted to discuss all the findings.

Findings

The study indicated that migrant workers, compared to natives, tend to give more importance to their working environment, particularly accommodation, work safety and relations with teammates. Also, migrants typically take a socialistic approach instead of an individual approach while at work and reveal an extensive range of behaviours based on a sense of belonging. It might be more important for migrants to have a place in society, to have a settled life and to be integrated into an established order than to improve their rights and benefits. On the other hand, the study argued that native workers tend to prioritize their benefits at work, such as regular payments for overtime and insurance premiums. Their behaviours might carry a more neutral and individual attitude as well as specific cultural traces.

Research limitations/implications

The study is limited to a sample of participants in the Turkish construction sector. Further research based on more cultural models and motivational factors with a larger group of respondents from different countries could offer better results. The results of the study might not apply to a broad context due to many other factors that affect worker behaviours, such as geography, cultural structures and working conditions. Despite these drawbacks, the present paper may help employers and other stakeholders understand the best way to incorporate migrants into the construction industry.

Originality/value

This research is very important for the construction industry in various countries that are currently employing thousands of migrants. Being able to address the key differences between migrants and native workers based on cultural and motivational factors might help with engagement and create a level of harmony in the field for greater productivity.

Abstract

Purpose

Contextualizing its argument specifically into the role and impact of the traditional political culture on the process of modernization, this paper aims to examine the “culture matters” approach through the two‐century experience of the top‐down modernization of the Ottoman‐Turkish civilization in the realm of state‐labor relations.

Design/methodology/approach

The paper makes a comparative analysis of the interplay between the state and craft associations in the Ottoman Empire, and then the state and labor organizations in contemporary Turkey in terms of the influence of the rules, norms and institutions transferred by the bureaucratic élites from Western Europe.

Findings

The paper concludes that a substantive democratic setting for the interplay of the state and labor organizations could not be built up without a self‐supportive political culture in view of the fact that the process of top‐down modernization/Europeanization in the Ottoman‐Turkish context has given rise to a never‐ending center‐periphery dichotomy between both inter‐class and intra‐class relationships.

Originality/value

The paper sheds light on the labor relations part of the Ottoman‐Turkish political culture and reveals its impact on the never‐ending top‐down modernization initiative.
