Abstract

Purpose

One of the largest floods in Iran happened in Nowruz in 2019, during which torrents of rain, flooding of rivers, landslides and the destruction of dams caused floods and led to financial losses and loss of life in 25 provinces of Iran. During and after the flood, 39 public libraries were closed, three libraries were evacuated and one was completely destroyed.

Design/methodology/approach

Despite the damage that occurred in the libraries, the preventive measures had been taken by many of them to reduce the whole damage. In addition, after the flood, responsible organizations including Iran Public Libraries Institution, the Institute for the Intellectual Development of Children and Young Adults and the Cultural and Art Organization of Municipality and the Mosques and Cultural Center, as well as other relief and social teams, and even people performed activities to reduce the negative impacts caused by the flood.

Findings

This article reviews these activities and their effectiveness. In the end, “the development of a plan for public libraries in natural and social crises” is proposed and the reasons for its necessity are discussed.

Abstract

Purpose

The purpose of this paper is to devise a new approach to synthesize closed‐loop feedback guidance law for online thrust‐insensitive optimal trajectory generation utilizing neural networks.

Design/methodology/approach

The proposed methodology utilizes an open‐loop variational formulation that initially determines optimal launch/ascent trajectories for various scenarios of known uncertainties in the thrust profile of typical solid propellant engines. These open‐loop optimized trajectories will then provide the knowledge base needed for the subsequent training of a neural network. The trained network could eventually produce thrust‐insensitive closed‐loop optimal guidance laws and trajectories in flight.

Findings

The proposed neuro‐optimal guidance scheme is effective for online closed‐loop optimal path planning through some measurable and computable engine and flight parameters.

Originality/value

Determination of closed‐loop optimal guidance law for non‐linear dynamic systems with uncertainties in system and environment has been a challenge for researchers and engineers for many years. The problem of steering a solid propellant driven vehicle is one of these challenges. Even though a few researchers have worked in the area of non‐linear optimal control and thrust‐insensitive guidance, this paper proposes a new strategy for the determination of closed‐loop online thrust insensitive guidance laws leading to optimal flight trajectories for solid propellant launch and ascent vehicles.

Abstract

A study was done to document the standards that should be adhered to by library and information professionals in Zimbabwe to assure quality in service provision in order to meet the sustainable development goals. A literature review and web content analysis were done to unpack the various standards that all types of libraries should consider from library buildings, service provision, qualifications and accreditation of library and information science schools and professionals, and assessing the impact of libraries in the communities that they are serving. The findings review that there are international and national standards from various governing bodies that should be considered in library and information service provision. The author recommends the implementation of these standards in all the libraries to assure quality in library and information service provision.

Abstract

Purpose

This study aims to explore the development of cataloguing standards used to organize information sources in libraries and information centers. Its key objective is to assess the challenges faced by information professionals to apply new bibliographic standards in linked data (LD) environment.

Design/methodology/approach

This study is based on extensive review of scholarly literature. Several databases were searched to identify relevant literature. Keywords such as RDA, FRBR, MARC and BIBFRAME were used along with LD to conduct search. Related literature was consulted and reviewed accordingly.

Findings

Findings reveal that cataloguing standards are subsequently evolving with the advancement of information technology. Libraries have been publishing their legacy metadata into LD. Many tools are developed for mapping the library metadata into LD applications. The Library of Congress has developed BIBFRAME model to fulfill the requirements of new bibliographic standards by using LD technology. It is found that extensive use of MARC standards, complexity of LD technologies, non-availability of vocabulary and inconsistency of terminologies are the major challenges for libraries to adopt LD applications.

Practical implications

This review will be a valuable addition for LIS scholars to understand the challenges of LD application. This study would be significant for the library community and policymakers who are interested in implementing LD technologies.

Originality/value

This paper is a one of its kind, where the development in cataloguing models and standards is explained along with the challenges to adopt LD applications for legacy data.

Abstract

Purpose

The study explored how information institutions can support the resilience of parents of adolescents affected by the Russia–Ukraine war. Ukrainian parents are facing major challenges of supporting their teenagers through a difficult developmental phase while also “buffering” their war-related hardships. By supporting parents, information institutions can also support children.

Design/methodology/approach

Fifteen parents were interviewed about mental health challenges and resources that are helpful and/or missing from their support systems. Recordings of participant narratives were analyzed using the qualitative thematic analysis technique.

Findings

The findings indicate that both teens and parents rely on internal resilience skills, family, friends and community resources to support themselves. However, a number of additional resources could be offered by information institutions, including content for (1) teens on developing skills in communication, interpersonal relationships, problem solving and academic pursuits; (2) parents on child development and opportunities in their host countries; both groups on (3) both groups on mental health first aid and safe spaces to meet peers. The study recommendations will be of interest to information professionals working with families, especially families affected by disasters.

Research limitations/implications

The study relied on a small convenience sample of participants.

Practical implications

Study recommendations would be of interest to information professionals who develop and provide services to families affected by natural and manmade disasters.

Social implications

Study recommendations improve understanding of the (potential) role of information institutions and libraries in strengthening family and community resilience.

Originality/value

The study offers a rare insight into experiences of war-affect families and provides evidence-driven recommendations for information institutions to support family and community resilience.

Abstract

Purpose

Economists have recognized knowledge management as a promising tool regarding all aspects of the economy, including health care. The volume of biomedical literature is currently growing at an exponential rate, and the vast number of studies makes it extremely difficult for researchers to keep up with new developments in their research areas. Therefore, the efficient management of huge amounts of data and the accuracy of the knowledge thus obtained are vital concerns. Electronic health (e-health) has emerged as a useful concept to provide data for solo self-care management. Although health care is a common topic on the internet, patients rarely share their health care-related knowledge on social media. This study aims to examine the impact of knowledge on e-health.

Design/methodology/approach

This paper complies with the methodological requirements of systematic literature reviews. The present paper has investigated the newest systems and studied their practical techniques in detail. The effects of knowledge on e-health have been categorized into major groups.

Findings

The outcomes indicate that the capabilities of information and communication technology certainly promote the exchange of knowledge within clinics. The results also show that institutional architectures have significant impacts on knowledge-sharing exercises, significantly improving patient safety.

Practical implications

These findings will be essential in the understanding of the interplay among various signals in theory and in the understanding of patients’ choice in the e-health community in practice. The results have implications for existing health management and e-health literature. The present paper will help policymakers, health-care executives and project managers to effectively set their operations and make them maintainable, prevent unpredicted obstacles and better allocate their resources. Overall, the results of this paper will guide researchers who are working in the field of e-health.

Originality/value

E-health attempts have mostly focused on answering questions using context-specific technical answers, regardless of the key role of knowledge resources. The present paper has provided an innovative viewpoint on how knowledge resources and knowledge-sharing initiatives may have a role in the innovative work behaviors shown by health-care employees. As noted before, there have been only a few studies regarding the effects of knowledge on health care, so the present paper contributes to the previous literature, particularly about e-health.

Abstract

Purpose

Decision-making and problem-solving are ongoing progressions of evaluating situations or problems, considering substitutes, making choices and following them up with the necessary actions. The relationship between managers’ decision-making and information technology (IT) has long been of interest to researchers. This study aims to examine the changes in novel technologies in facilitating managers’ decisions that influence the quality and timeliness of information and decision-making.

Design/methodology/approach

The present paper is a descriptive-correlative study in terms of the data collection method and is applicable in terms of purpose. In addition, the library-field method was used to collect information. Because of the target and subject of the research of the statistical population, this research contains all managers of a management organization that are 100 people. The present study is used in the structural equation modeling method to examine causal models and evaluate the reliability and validity of the measurement model. The presented model and the gathered information from the questionnaires were analyzed through SmartPLS software.

Findings

The results indicate that the IT infrastructure, expert systems, marketing information systems (ISs) and organizational variables significantly influence the ease of managers’ decision-making and considering these dimensions is a step in the success of managers’ decisions.

Research limitations/implications

This study used a questionnaire to collect information, which may result in some people refusing to provide a real answer and giving an unrealistic answer. This study is also cross-sectional, and therefore, makes it difficult to conclude about causality. In addition, access to statistics and information is one of the significant pillars of research.

Practical implications

The paper presents useful advice for improving decision-making. In addition, the topic is relevant to the ease of managers’ decisions. A better understanding of the impact of IT infrastructure, expert systems, marketing ISs and organizational variables could significantly enhance managers’ success.

Originality/value

The ideas and topics discussed are equally applicable to libraries and can provide new insights into the impact of IT infrastructures, expert systems, marketing ISs and organizational variables on the ease of decision makers as a source of competition.

Abstract

Purpose

One of the important processes for success or failure of strategic plans in academic libraries is identifying different dimensions and factors affecting library activities and services. However, more previous studies focusing on strategic planning processes and few research have explored perspectives of academic library managers in factors affecting designed strategic plans. This article aims to identify the common factors affecting the strategic plans in Iranian academic libraries.

Design/methodology/approach

After adopting a qualitative survey design, 28 Iranian academic library managers were interviewed. Purposive snowball sampling method was used to select the libraries’ managers, and the data analysis was done using the thematic analysis method by MAXQDA 10.

Findings

The study revealed three main themes including personal, professional and organizational factors that effect on academic libraries’ strategic plans. Users' expectations and librarians' personality characteristics were identified as two sub-themes for personal factors. In term of professional factors, scientific achievement of libraries and communication skills are the most important factors. Academicals factors, managerial factors and budget alignment are most important organizational factors that affect the Iranian academic libraries’ strategic plans.

Originality/value

Iranian academic libraries use different approaches for developing their strategic plans. However, by revealing the common affecting factors by academic library managers, the study provides an opportunity for better controlling the academic libraries' strategic plans progresses.
